2020 02 19 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY February 19, 2020 The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular Meeting on Wednesday, February 19, 2020, at 9:00 A.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith President Mike Wilson Vice President Frank McKay III Secretary Harland Forrest, Jr. Director Brandon Benoit Director Rick Davis General Manager Ignacio Ramirez, Sr. General Counsel Leticia Brysch Assistant Secretary President Bradley Smith convened the February 19, 2020, BAWA Board Regular Meeting with a quorum present at 9:00 A.M., all members were present with the exception of Director Forrest that arrived at 9:01 A.M. 1. MINUTES a. Consider approving the minutes of the Baytown Area Water Authority Regular Meeting held on January 15, 2020. A motion was made by Director Brandon Benoit, and seconded by Secretary Frank McKay III to approve the minutes of the Baytown Area Water Authority Regular Meeting, held on January 15, 2020, as submitted. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Secretary Frank McKay III, Director Harland Forrest, Jr., Director Brandon Benoit Nays: None Approved 2. BUSINESS ITEMS a. Consider changing the date and time of the Baytown Area Water Authority's recurring monthly meetings. General Manager Rick Davis presented the item and noted that at the next Council meeting, they will be appointing Assistant City Manager Nick Woolery and Frank Simoneaux, Director of public Works and Engineering to the Houston -Galveston Area Council (H-GAC) Transportation Advisory Committee ("TAC") which conflicts with the BAWA recurring meeting. Mr. Davis BAWA Board Regular Meeting Minutes February 19, 2020 Page 2 of 3 noted that it was important for these two staff members to attend the TAC meetings in order to advocate for funding and projects that positively impact the Baytown area's transportation planning and needs. Therefore, the staff recommends changing the recurring meeting from 9:00 A.M. to 4:30 P.M., while keeping the same date of the third Wednesday of every month. A motion was made by Director Brandon Benoit, and seconded by Vice President Mike Wilson to change the Baytown Area Water Authority's recurring meeting to the third Wednesday of every month at 4:30 P.M. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Secretary Frank McKay III, Director Harland Forrest, Jr., Director Brandon Benoit Nays: None Approved 3. REPORTS a. Receive an update regarding the Baytown Area Water Authority East Plant Project. Assistant Director of Public Works - Utilities Sterling Beaver presented the item and reviewed the fly over video of the BAWA East Plant Project; he noted that there is not a lot of difference from the last meeting's video as most of the work is being completed on the structures. Assistant Director of Public Works - CIP Andrea Brinkley noted she would give the Board a quick overview of the project progress related to the buildings and structures; her points were the following. Staff is currently working with Chambers County Improvement District No. 1 ("CCIC#1 ") who has expressed desire for additional water. The staff is working on the drafting of an agreement with CCID#1 to include the request for an additional 100,000 gallons of water, and later 150,000 gallons of water. In exchange for the additional water, CCID#1 will treat the plant's sanitary services and accommodate its drainage. Mrs. Brinkley also noted that in the same agreement the location on the plant's offsite water line has also been negotiated; she noted that this is a good agreement for both parties and would hopefully be coming to the Board soon. Mrs. Brinkley also noted that the water lines are at 47% of completion, and the contract, Angel Brothers is working very hard to get this completed and the Operations Center now has a completed roof and is at 60% of completion. She noted that the Low Lift Pump Station is at 95% of completion, the Rapid Mixer and Pulse Bend Clarifier Structure is at 98% of completion; the Transfer Pump Station remains in construction and the contractor is working through some details; the High Service Pump Station is at 85% of completion; and the Generator is in place. Mrs. Brinkley noted that the transmitter is not in place and there is permanent power to the plant now. She noted that with this change, staff will be working on creating a schedule and process to ensure that all of the plant's equipment works property as it transitions from a temporary to permanent power source: This is onsite and awaiting the transformer delivery to complete its installation. Lastly, Mrs. Brinkley stated that the contractor is trending ahead of schedule on this BAWA Board Regular Meeting Minutes February 19, 2020 Page 3 of 3 project and staff is looking at a completion month of June/July; however, she cautioned that this is a tentative schedule as there could be issues; such as weather conditions, which could delay the completion date. 4. MANAGER'S REPORT a. The next Baytown Area Water Authority meeting is scheduled for Wednesday, March 18, 2020, at 9:00 a.m., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. General Manager Davis presented the item and noted that the next BAWA meeting is now scheduled for Wednesday, March 18th at 4:30 P.M. 5. ADJOURN With there being no further business to discuss, President Bradley Smith adjourned the February 19, 2020, BAWA Board Regular Meeting at 9:15 A.M.
