ORDINANCE NO. 9230 ® AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE. WORK ORDER NUMBERS 3 AND 4 TO THE AGREEMENT WITH KIMLEY -HORN AND ASSOCIATES, INC., FOR TRAFFIC ENGINEERING SERVICES; AUTHORIZING PAYMENT BY THE CITY OF BAYTOWN IN THE AMOUNT OF NINETY -ONE THOUSAND FOUR HUNDRED TWENTY -FIVE AND NO /100 DOLLARS ($91,425.00); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the City Council of the City of Baytown, Texas, hereby authorizes and directs the City Manager to execute Work Order Numbers 3 and 4 to the Agreement with Kimley -Horn and Associates, Inc., for traffic engineering services. A copy of said work orders are attached hereto, marked Exhibit "A," and made a part hereof for all intents and purposes. Section 2: That the City Council of the City of Baytown authorizes payment to Kimley- Horn and Associates, Inc., in the amount TWENTY -THREE THOUSAND ONE HUNDRED FORTY AND NO 1100 DOLLARS ($23,140.00) plus up to SIX THOUSAND FIVE HUNDRED NINETY -FIVE AND NO /100 DOLLARS ($6,595.00) for reimbursable expenses for Work Order Number 3 for traffic engineering services in accordance with the contract. Section 3: That the City Council of the City of Baytown authorizes payment to Kimley- Horn and Associates, Inc., in the amount FORTY -EIGHT THOUSAND EIGHT HUNDRED SIXTY - FIVE AND NO /100 DOLLARS ($48,865.00) plus up to TWELVE THOUSAND EIGHT HUNDRED TWENTY -FIVE AND NO /100 DOLLARS ($12,825.00) for reimbursable expenses for Work Order Number 4 for traffic engineering services in accordance with the contract. Section 4: That the City Manager is hereby granted general authority to approve a decrease or an increase in costs by TWENTY -FIVE THOUSAND AND NO 1100 DOLLARS ($25,000.00) or less, provided that the amount authorized in Sections 2 and 3 hereof may not be increased by more than twenty-five percent (25 %). Section 5: This ordinance shall take effect immediately from and after its passage by the City Council of the City of Baytown. (KHA) is pleased to submit for your approval this work order authorization proposal for providing professional traffic engineering services in the form of traffic operational design and a traffic study in Baytown according to the task descriptions below. Our proposed scope, fee, and schedule follow for the following work: 1. Flashing Beacon Design on SH 146 at El Chaco 2. Traffic Study at Rollingbrook and Hutto SCOPE OF SERVICES TASK 1 — FLASHING BEACON DESIGN ON SH 146 @ EL CHACO Survey Phase The scope shall include a topographic survey at the intersection of SH 146 and El Chaco Drive. The survey shall include from 150 feet north of El Chaco Drive on SH 146 to 150 feet south of El Chaco Drive and 100 feet west on El Chaco. Information to be gathered includes right -of -way, edge of pavement, curb lines, islands and medians, pavement marlangs, signs, sidewalks, trees, and other above ground features within the survey area. Elevation differences will also be determined at 50' intervals within the limits of the survey. The surveyor will establish project baselines, identify benchmarks, and identify and show all above and underground utilities that can be reasonably determined. The survey scope also includes construction stalling for the poles that will be installed. August 6, 2001, Pg. 2 Preliminary Phase KHA will coordinate with Texas Department of Transportation (TxDOT) and the City to determine design parameters for the project. KHA will perform a field investigation at the intersection to assess existing conditions as may relate to and/or affect the proposed installation of the overhead beacons. Design Phase KHA will prepare plans, specifications, and estimates for the installation of flashing traffic signal beacons at SH 146 and El Chaco Drive and advance signs and flashing beacons on SH 146. KHA will provide contract phase, construction phase, and post construction phase services according to the following. All plans, specifications and estimates will be prepared in accordance with TxDOT and City of Baytown (City, the City) standards and design guidelines and the Texas MUTCD. The design will be prepared using base mapping from the survey. The design will be prepared at 1" = 40' on 11" x 1T' Mylar plan sheets. The design will be based on and include information gathered during the prelinefnary phase. KHA will coordinate with the power company to .identify a source for electrical service. Plan preparation will be based on the prospective Contractor providing all equipment, materials, and labor. The traffic design package will include the following plan sheets. • Title Sheet • Existing Conditions Sheet showing existing intersection and roadway layout, signs, pavement markings, other notable above ground features, and the recorded utilities. • Flashing Beacon Sigualization Plan Street including signs and pavement markings • Advance Signs and Flashing Beacon Plan Sheet • Traffic Signal Elevation Sheet with general notes. • Standard Detail Sheets as may be applicable Project Coordination KHA will produce a preliminary traffic signal plan and meet with TXDOT to facilitate concept review. KHA will submit preliminary plans to the utility agencies for their review of utility locations as reflected in the plans. Prior to the submittal of final sealed drawings, KHA will submit the final drawings to electrical, gas, and telephone utility owners for their signatures confirming the accuracy of their utility locations. KHA will coordinate with other City departments; MUD District, Flood Control District, and other agencies as may be appropriate to address and resolve any issues that my pertain to those agencies. Pg. 3 Project Documents KHA will assemble standard TXDOT specifications or make reference to them as may be more appropriate and prepare special provisions to those specifications according to the specifies of this project. These documents will include the engineer's opinion of probable cost and bid tabulation forms for Contractor bid submittals. The City will use these documents as inserts into their boilerplate contract documents. Contract Phase KHA will attend a prc -bid conference and prepare the necessary addenda that may arise therefrom. KHA will submit a reproducible addendum to the City for distribution to prospective bidders as may be applicable. KHA_wW assist the City in the tabulation and analysis of bids and furnish recommendations on the award of the contract KHA will attend and assist the City in a pre - construction conference and in a pre - construction field meeting. Construction Phase KTHA will assist the City in the observation of the Contractor's work. KRA observations will be periodic (not more often than biweekly), as distinguished from the continuous service of a resident project representative, to familiarize oneself with the progress and quality of the work and to determine in general if the work is proceeding in accordance with the contract documents. A copy of reports from each observation will be submitted to the City. KHA will not direct the work of the contractor, guarantee the performance of the contracts, nor accept responsibility for the Contractor's means, methods, and safety at the site. KHA will not be responsible for acts or omissions of the Contractor or any of their subcontractors, suppliers, or vendors. KHA will make specific observations upon the request of the Contractor or the City to determine the dates of substantial completion. KHA will issue instructions to the Contractor as authorized by the City and prepare Change Orders for the City's approval. KHA will review shop drawings as may be required by the contract documents and submitted by the contractor. Shop drawings will be reviewed for compliance with design concepts and specifications and with the information given in the contract documents. It shall remain the Contractor's responsibility and not Kimley -Hom's for the Contractor's compliance with plans and specifications. KHA will review Contractor pay applications or requests, as is forwarded to KHA by the City, subject to the amount of the contract performed and return to the City those signed forms marked as "Approved ", 'Rejected ", or "Approved as Modified ". Any additional survey that may be required in order to complete the record drawings will be paid for as an additional service. Deliverables 75% Submittal. KHA will prepare and submit three (3) sets of blueline construction drawings and preliminary specifications /special provisions to the City for distribution and review and two (2) sets of each to TXDOT Transportation Operations Division, Beaumont District, for their review. 100°% Submittal. KI3A will submit plans and specifications /special provisions in accordance with the 75% submittal format, review comments from the previous review, and a written response to the review comments. Final Submittal. KHA will provide one full set of sealed original Mylar drawings, previous review comments, a written response to the review comments, one full set of contract specificationstspecial provisions. i TASK 2 — TRAFFIC STUDY 0 ROLLINGBROOK & HUTTO KHA will evaluate conditions at the intersection of Rollingbrook and Hutto in Baytown. Texas. KHA will conduct a signal warrant analysis to determine if sigualization is warranted. KHA will conduct traffic counts and speed checks no earlier than the week of August 13 in order to capture a typical day that includes school traffic. KHA will present three (3) copies of the analysis and recommendations to the City of Baytown. ADDITIONAL SERVICES We will provide, as may be, requested by the City, additional services that require analyses or other engineering services beyond those described in the tasks described herein_ These additional services may include, but not necessarily be limited to the below listed assignments_ KHA will be compensated for additional services on a cost plus basis in accordance with the pay rates listed in the Standard Form ofAgreernent between the City of Baytown and Kimley -Horn and Associates, Inc. (the Agreement). For additional services that can be reasonably estimated, KHA will submit a work order authorization for approval and will not commence any such additional services without written and executed work order authorization. SCOPE OF SERVICES Task 1 — Map of Signalized Intersections KHA will identify the signalized intersections within the City of Baytown. KHA will prepare a map that identifies the functional classification of the roadways (according to the Baytown 2020 Comprehensive Plan) and the signalized intersections along these roadways. KHA will prepare five (5) plots of the trap of signalized intersections and will submit the electronic file to the City of Baytown. Task 2-- Signal Warrant AnalVsis As previously noted. one of the ten signalized intersections is currently on flash. Also, at least two of the other signals are located at relatively minor streets. As a first step in the study process, KHA will conduct a limited signal warrant analysis for each of the ten intersections. The main objective of this analysis will be to determine, for each intersection, whether one or more of the typical signal warrants (as defined in the Texas Manual on Uniform Traffic Control Devices (or TMUTCD) are satisfied based on current conditions. Limited effort will be spent on those intersections were signalization is clearly wan-anted. More effort will be focused on those intersections that are currently signalized but not necessarily warranted. Several of the warrants are based on the volume of traffic during the eighth highest hour of the average weekday. Accordingly, data collection will be performed to determine the traffic volumes during the eight highest hours. As a first step, directional recording machine counts will be made at the following locations. Using this data, KHA will then perform a signal warrant analysis for each intersection. For locations, if any, where none of the warrants is currently satisfied, KHA will also perform field reconnaissance to determine any factors (e.g., sight obstructions) that might require mitigation in order for the intersection to operate satisfactorily if the signal were removed. KHA will then submit eight (8) copies of Draft Technical Memorandum (DTM) No. 1 to document the results of this ta$k. For each intersection., this DTM will identify exactly which warrants are met. Also, for any intersections that do not meet any warrants, this DTM will make specific recommendations regarding any other traffic control or geometric changes that should be made if the signal were removed. This and all other DTMs for this project will be formatted to become sections of a fmal report (see Task 4 below). Task 3 — Traffic Signal Operational Analysis Kl-iA will determine the appropriate cycle lengths, phasing, and phase sequence for each of the project intersections that is to remain signalized. For each such intersection, six (6) hours of turning movement count data will be collected. This will consist of two hours during. the morning. peak hour, two hours during the evening peak hour, and two hours during the midday peak hour. The exact beginning and ending times will be based on the recording machine counts. The turning movement count data will be recorded in 15- minute intervals. These counts will also record the numbers of pedestrians. Considering the diamond interchange as two intersections and each of the offset tee locations as two intersections, the project would include a maximum of thirteen (13) locations to be counted. For budgetary purposes, it has been assumed that turning movement counts will be required at up to ten (10) of these locations. Most of the intersections currently do not have pedestrian signals (e.g., "Walk/Don't Walk ") or pedestrian actuation (e.g., push buttons). Based on discussions with the City, is presumed that these accommodations should be provided. This DTM will specifically address the following: • Recommended cycle lengths • Recommended mode of left -turn operation (e.g., protected -only, protected - permitted, or permitted -only) • Phase sequences • Required signal display modifications (e.g. signal head additions or changes) • Recommended pedestrian accommodation KHA will then meet once with the City to receive comments on DTM No. 2 and to reach concurrence regarding its recommendations_ Task 4 — Concept Design Based on previous discussions with the City, the following assumptions are made relative to the new signal system. • The system will be a closed -loop system that uses NEMA controllers. • Dial -up telephone communications will be used to link the central microcomputer with the field master(s). • The local intersections will be linked to the field master(s) by means of new twisted -pair copper cable. Although short segments (e.g., across S.H. 146) may have to be in underground conduit, most of this cable will be installed aerially on existing utility poles. The City has already had preliminary discussions with Reliant Energy regarding such pole attachments. • All intersections will require new controllers and cabinets. In many cases, the existing foundation may be reusable but may require a new conduit entrance for the communications cable. • To provide for maximum compatibility with other City controllers, the new system will probably be requited to be a Na2tec -brand system (or be fully compatible with Naztec). A critical element will be the securing of formal approval for the attachment of the new aerial cable to the existing utility poles. KHA will perform the following services to assist this effort_ • Develop schematic drawings to illustrate, in plan view, the proposed route and the specific poles for which cable attachments are desired. Once the final cable routing has been agreed upon, KHA will develop a concept design for the new system. This design will be documented in the form of plans that show the following elements for each intersection: • Recommended controller cabinet and field master locations. • Proposed routing of communications cable into the controller cabinets, • Recommended phasing and phase sequence, • Recommended vehicular signal head revisions, • Recommended pedestrian heads. and push buttons, and • Wheelchair ramp and sidewalk work that will be required to wake the push buttons A.D.A. accessible and to provide for A.D.A. accessibility to each corner of the intersection_ These concept plans will be prepared on 11" by 17" plan sheets at a scale of I" = 40' or larger. KHA will develop an engineer's opinion of the probable construction cost of the recommended improvements. KHA will submit for City review eight (8) sets of the concept plans and the engineer's opinion .of probable construction cost. KHA will then meet once with the City to received comment and reach concurrence on the concept plan. Task 5 — Final Report KHA will prepare a .Draft Final Report that will include the following: • An Executive Summary. • A new introductory section and sections extracted from each of the two previously submitted and reviewed DTMs. • A section to document the concept design. • The final cable layout schematics and the final concept intersection plans, to be included as Appendices A and B. • The count data (recording machine counts and turning movement counts), to be provided as a separately bound Appendix C. DATA AND INFORMATION TO BE FUNISHED BY THE CITY The following data and information will be furnished to KHA by the City at no cost to KHA: • As available, as -built plans of the project signalized intersections. • For any intersections for which an as -built signal plan is not available, an as -built roadway or utility plan that accurately sb.ows the geometry of the intersection (roadway and lane widths, offsets, etc. • As available, electronic based mapping of the project area. • Inventory information on existing signal control equipment. • Recent City cost experience on signal - related items and sidewalk and wheelchair ramp work. ADDITIONAL SERVICES We will provide, as way be requested by the City, additional services that require analyses or other engineering services beyond those described in the tasks described herein. These additional services may include, but not necessarily be limited to the below listed assignments. KHA will be compensated for additional services on a cost plus basis in accordance with the pay rates listed in the Standard Form of Agreement between the City of Baytown and Kimley -Horn and Associates, Inc. (the Agreement).
