Ordinance No. 9,160ORDINANCE NO. 9160 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, ORDERING A RUNOFF MUNICIPAL ELECTION TO BE HELD ON THE 2nd DAY OF JUNE, 2001, FOR THE PURPOSES OF ELECTING A COUNCILMEMBER FROM DISTRICT NUMBER ONE; PROVIDING FOR THE ELECTION OFFICERS; DESIGNATING THE PLACES AND MANNER OF HOLDING SAID ELECTION; PRESCRIBING THE HOURS; ESTABLISHING THE CENTRAL COUNTING STATION; PROVIDING FOR AN EARLY BALLOT BOARD FOR EARLY BALLOTS; AND PROVIDING FOR THE POSTING AND PUBLICATION OF NOTICE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: Section 1: That the runoff municipal election of the City of Baytown shall be held between the hours of seven o'clock a.m. and seven o'clock p.m. on the 2nd day of June, 2001, in the City of Baytown, Texas, for the purpose of electing a Councilmember from District Number. One. Section 2: That one Councilmember shall be elected from District Number One by a majority vote, that said district is as established, defined and outlined in Ordinance No. 6046 and subsequent ordinances adding newly annexed territories to the proper council districts. The Councilmember elected from District Number One shall be a bona fide resident of District Number One and shall: ➢ be a citizen of the United States of America; ➢ be a qualified voter of the State of Texas; ➢ have resided for at least six months next preceding the election within the district from which he was elected; and ➢ meet such other requirements as set forth in Chapter 141 of the Texas Election Code. Section 3: That the form of the ballot for said election shall be substantially as follows: OFFICIAL BALLOT FOR COUNCILMEMBER DISTRICT NO. ONE LAWRENCE WALLACE, JR. MERCEDES RENTERIA, III P-� v Section 4: That the Election District Number One of the City is hereby divided into Election Precincts, having the following polling places and election officials for the purpose of this runoff election: PRECINCT NO. POLLING PLACE OFFICIALS No. 28 Jessie Lee Pumphrey Elementary Kenneth Jensen (Consisting of that portion of 4901 Fairway Drive Judge & Presiding Officer Harris County Voting Precinct No. 28 within the City) Don Teter Alternate Judge No. 99 Sterling Municipal Library Ruth Richards (Consisting of that portion of Mary Elizabeth Wilbanks Avenue Judge & Presiding Officer Harris County Voting Precinct No. 99 within the City) Ruth Nitchmann Alternate Judge No. 100 St. John's Methodist Church Anita Meismer (Consisting of that portion of 501 S. Alexander Drive Judge & Presiding Officer Harris County Voting Precinct No. 100 within the City) Chris Meismer Alternate Judge No. 102 San Jacinto Elementary Elodia Alaniz (Consisting of that portion of 2615 Virginia Judge & Presiding Officer Harris County Voting Precinct Nos. 102 and 743 within the City) Emma Aguilar Alternate Judge Section 5: Each qualified voter who desires to cast an early vote shall be entitled to an official ballot and the right to cast such ballot in accordance with the provisions of the Texas Election Code. Section 6: That the runoff municipal election shall be held in accordance with, and shall be governed by, the election laws of the State of Texas. In all City elections, the Mayor and the City Clerk of the City Council shall do and perform each act as required to be done and performed respectively by the County Judge and the County Clerk of the Commissioners' Court. The notice of proclamation of these elections shall be issued and posted on the bulletin board used for posting notices of meetings not later than the twenty -first (21S) day before the date of the elections ordered herein. Section 7: The City Council Chamber and Conference Room area of the City Hall of the City of Baytown, located at 2401 Market Street, are hereby established as the Central Counting Station to receive and tabulate voted ballots. The City Clerk is hereby appointed Manager of the Central Counting Station and also Tabulation Supervisor. Jon C. Pfennig is hereby appointed Presiding Judge for the Central Counting Station. 2 Section 8: There is hereby created an Early Voting Ballot Board which shall process early voting results. Leatha Whitaker is hereby appointed Presiding Judge of the Early Voting Ballot Board. Section 9: The Mayor is hereby directed to give notice of said election by publishing a copy of the Election Proclamation and Notice in a newspaper of general circulation within the City of Baytown, Texas; said publication to be made no earlier than the 30th day or later than the tenth day prior to the date of said election. Section 10: This ordinance shall take effect immediately from and after its passage by the City Council of the City of Baytown, Texas.
