09, 2020, at 6:34 P.M. in the Council Chamber of the Baytown City Hall, 2401 Market Street,

This meeting experienced technical audio difficulties; therefore, the minutes were completed
according to notes taken during the meeting.

a. Presentation of the Chiefs Life Saving Award to Officer Bryce Perkins and Reserve
Officer Kevin Zinter.
Police Chief, Keith Dougherty presented the Chiefs Life Saving Award to Officer Bryce Perkins
and Reserve Officer Kevin Zinter for service on November 23, 2019. Reserve Officer Kevin
Zinter was not present.
3. ANNEXATION AND REZONING OF APPROXIMATELY 67.82 ACRES OF
LAND
a. Consider an ordinance for the second and £mad reading of the proposed voluntary
annexation of approximately 67.82 acres, located along the northern boundary of East
Wallisville Road approximately 1,800 feet west of North Main Street, addressed as
6427 East Walldsville Road, and situated in the George Ellis League, Abstract 21, Harris
County, Texas.
A motion was made by Council Member Heather Betancourth and seconded by Council Member
Chris Presley approving Ordinance No.14,265, regarding agenda item 3.a. The vote was as

4. DISCUSSIONS
a. Receive and discuss a presentation from Quorum Engineering regarding the
new Roseland Pavilion Plan.
Ms. Kim Dowdy, a representative of Quorum Engineering provided an overview of the Roseland
Pavilion Plan. She stated that the facility was 100 square feet and included open aired space with
overhead doors that would open for viewing of the splash pad and volley ball sand courts. She
stated that the facility would also have a kitchen, serving lines, freezer and refrigerators, storage
to open up the room, multi -use restrooms, along with ITS and janitorial areas. She stated that the
overall exterior would match the existing structures with similar masonry, some shades of green,
and cement type panels. Additionally, she stated that the building would be raised to get out of
the floodplain.
Council Member Himsel inquired if Hurricane Harvey would have been able to impact the
proposed facility in the exact same way it impacted the old pavilion. Director of Parks and
Recreation, Scott Johnson stated that Hurricane Harvey would not have been able to impact the
proposed facility, because of the building being elevated. Mr. Scott Johnson noted that where the
old pavilion was, there was a drop that thsunk over the years, but in the area where the new
building would be built it did not flood during Hurricane Harvey or Ike; therefore, it was well out
of the danger zone.
During further discussion, Mr. Scott Johnson stated that the storage space would hold the chairs
and tables for the 150 people capacity. He noted that there would need to be more parking in the
future, but there were no plans to build any with this project. He further stated that they would
begin working on all fees and policies for this building over the summer and that he would like
to use the same design at Jenkins Park.
Ms. Dowdy noted that this project would be ready to go out to bid in March and ready for
construction in August.
5. CONSENT
Council Member Hoskins abstained from voting on consent agenda item 5.b. and stated that he
filed a conflict of interest form with the City Clerk's office.

7. MANAGER'S REPORT
a. The 5th Annual Snow Day will be held at Town Square on Saturday, January 11,
2020, from 10:00 A.M. to 6:00 P.M.
The 5th Annual Snow Day was scheduled to be held at Town Square on Saturday, January 11,
2020, from 10:00 A.M. to 6:00 P.M. or when the snow melts (in case of a warm day).
b. The 2020 Baytown Youth Sports Expo will be held at the Baytown Community
Center on January 18 and 19, 2020.
The 2020 Baytown Youth Sports Expo was scheduled to be held at the Baytown Community
Center on January 18 and 19, 2020. Times for the Expo will be Saturday from 10:00 A.M.to 5:00
P.M., and Sunday from 1:00 P.M. to 5:00 P.M.
8. EXECUTIVE SESSION
a. Recess into and conduct an executive session pursuant to Section 551.071 to seek the
advice of the City Attorney regarding possible amendments to Chapter 94 "Traffic and

b. Consider an ordinance repealing Chapter 94 "Traffic and Vehicles," Article VII
"Automated Red Light Enforcement" and Article Vill "Limits on Enforcement" of the
Code of Ordinances, Baytown, Texas, and amending Chapter 94 "Traffic and Vehicles,"
Article 1 " In General' of the Code of Ordinances, Baytown Texas, to add a new section to
be numbered and entitled Section 94-10 "Pedestrian traffic" to limit pedestrian traffic in
medians and to prohibit pedestrians from entering highways to solicit from occupants of
vehicles.
A motion was made by Council Member Charles Johnson and seconded by Mayor Pro Tern
Robert C. Hoskins approving the ordinance as described by the City Attorney, which made it an
offense for a person to stop, stand, walk, run or otherwise enter in or upon, (1) any median within
a highway located within 250 feet of an intersection of at least two highways where one highway
has three or more lanes of traffic in one direction at the intersection; or (2) a highway for the
purpose of soliciting, selling, or distributing any material to the
occupant of any vehicle stopped on a public roadway in obedience to a traffic signal light. The
vote was as follows:
