SEPTEMBER 26, 2019
The City Council of the City of Baytown, Texas met in a Regular Work Session on Thursday,
September 26, 2019, at 5:30 P.M., in the Hullum Conference Room of the Baytown City
Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

Mayor Capetillo convened the September 26, 2019, City Council Regular Work Session with a
quonun present at 5:31 P.M., all members were present with the exception of Council Member
Himsel who was absent.
1. DISCUSSIONS
a. Receive and discuss an Emergency Management Update from the Baytown Fire
Department.
Emergency Management Coordinator Jamie Galloway presented the item and gave the Council
an overview of the Fire Department's activities related to emergency management to include the
following:
• Hiring of Deputy Emergency Management Coordinator,
• Training for Fire Personnel and Emergency Operations Center (EOC) assigned staff,
• Red Cross Shelter training for designated staff,
• Agreements for the creation of local shelters and the School District,
• Coordinating local training and events for public education and outreach,
• Use of Swifireach program to communicated with public, and
• Completing a needs assessment after Imelda storm.
The Council thanks Mr. Galloway for all of his hard work and efforts in forwarding their desire
for emergency preparedness, education and outreach

b. Receive and discuss a presentation on future residential development and the use of
public improvement districts.
Interim Assistant City Manager Nick Woolery introduced the item and noted the presentation
was related to an item on the regular Council agenda that would approve an agreement with a
company to oversee and manage the City's public improvement districts. Mrs. Tiffany Foster
gave the Council an overview of the existing and proposed developments throughout the City
and noted that there are many interested developers that would like to bring different residential
products into the City and would welcome development mechanisms such as public
improvement districts (PIDS) in order to create unique developments in the city limits. Mrs.
Foster noted that PIDs would be inside the city limits and would allow the Council to have more
control over the look and feel of the project to ensure that the developers build the products the
Council desires.
The Council discussed the various locations and noted their excitement at the potential
developments.
C. Discuss any or all of the agenda items on the City Council Regular Meeting Agenda
for September 26, 2019, which is attached below.
City Manager Davis noted that as it related to Item 8.a. on the regular Council agenda, after a
thorough hiring and selection process, he has selected Nick Woolery as the new Assistant City
Manager.
