ORDINANCE NO. 8538
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING THE EXPENDITURE OF GRANT FUNDS IN THE
AMOUNT OF NINETY -NINE THOUSAND FOUR HUNDRED EIGHTEEN AND
N01100 DOLLARS ($99,418.00) FROM THE UNITED STATES DEPARTMENT
OF JUSTICE AND AUTHORIZING THE MATCHING FUNDS OF THE CITY OF
BAYTOWN IN THE SUM OF ELEVEN THOUSAND FORTY -SIX AND NO / 100
DOLLARS ($11,046.00) AS RECOMMENDED BY THE LOCAL LAW
ENFORCEMENT BLOCK GRANT ADVISORY BOARD; AND PROVIDING
FOR THE EFFECTIVE DATE THEREOF.
WHEREAS, the City Council of the City of Baytown, Texas, in Resolution No. 1374,
adopted December 10, 1998, did authorize the City Manager to accept Local Law Enforcement
Block Grant No. 98LBVX3198 in the amount of NINETY-NINE THOUSAND FOUR HUNDRED
EIGHTEEN AND NO /100 DOLLARS ($99,418.00) from the United States Department of Justice
for the reduction of crime and improvement of public safety; and
WHEREAS, the City Council of the City of Baytown, Texas, in Resolution No. 1374,
adopted December 10, 1998, also authorized the matching funds of the City of Baytown in the
amount of ELEVEN THOUSAND FORTY -SIX AND N0 1100 DOLLARS ($11,046.00); and
WHEREAS, the Local Law Enforcement Block Grant Advisory Board (the "Board "),
appointed pursuant to Resolution No. 1374, held a public hearing on February 18, 1999, in
accordance with the guidelines established by the Department of Justice, Bureau of the Justice
Assistance for the expenditure of Law Enforcement Block Grant funds; and
WHEREAS, after the public hearing, the Board considered how the funds could be most
appropriately expended to reduce crime and enhance public safety in the City of Baytown and
concluded that the appropriate funds should be allocated and used as further described in Exhibit "A,"
which is attached hereto and incorporated herein for all intents and purposes; NOW THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown accepts the recommendations
of the Local Law Enforcement Block Grant Advisory Board for the purchases and expenditures
enumerated in Exhibit "A" in the sum of ONE HUNDRED TEN THOUSAND FOUR HUNDRED
SIXTY -FOUR AND NO /100 DOLLARS ($110,464.00) and authorizes payment thereof.
Section 2: This ordinance shall take effect immediately from and after its passage by the
City Council of the City of Baytown.

The Local Law Enforcement Advisory Board recommends the City Council spend the
LLEBG grant funds in the following five ways:
$15,000 worth of audiovisual and computer equipment for the Baytown Police Academy;
three mobile data terminals costing $24,000;
a digital jail camera system capable of entering mugshots in the computer and which has a
host of capabilities in addition to jail pictures costing $47,744;
a module of Firearms Training System that would cost $5000;
624 hours of neighborhood and speed alert overtime costing an estimated $18,720.
