OF THE BAYTOWN MUNICIPAL DEVELOPMENT DISTRICT
August 1, 2019
The Board of Directors of the Baytown Municipal Development District (MDD) met in a
Regular Meeting on Thursday, August 1, 2019, at 4:31 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Brandon Capetillo convened the August 1, 2019, MDD Board Regular Meeting with a
quorum present at 4:31 P.M., all members were present with the exception of Directors Mary
Hernandez, Charles Johnson, David P. Jirrels, and Gary Englert, and Director Suhey Rios -
Alvarez who arrived at 4:34 P.M.
1. MDD FISCAL YEAR 2019-20 PROPOSED BUDGET
a. Conduct a public hearing concerning the Baytown Municipal Development
District's Fiscal Year 2019-20 Proposed Budget,
At 4:33 P.M. President Capetillo opened the public hearing regarding the Baytown Municipal
Development District's (the "District") Fiscal Year 2019-20 Proposed Budget.
Finance Director Wade Nickerson presented the item and noted the proposed budget
has estimated revenues of $6.8 million and estimated expenditures of $10.6 million with a zero
fund balance. He further noted that based on the notes from the July 11 th MDD meeting, staff
has added funding in the amount of $300,000 for park development, mainly a savings account
for the Russell Park Development Project and $150,000 for the design and engineering of the
Goose Creek Trail; this was accomplished by reducing the funding for the cost share item for
utility capsizing by $300,000, and then $150,000 were taken from the unforeseen / new initiatives
line item for the trail funding. These changes leave the MDD budget with an unforeseen / new
initiative line item at $5,301.
At 4:3 5 P.M. with no one desiring to speak on this item, President Capetillo closed the public
hearing regarding the District's Fiscal Year 2019-20 Proposed Budget.

b. Consider a resolution adopting the Baytown Municipal Development District Fiscal
Year 2019-20 Budget.
Mr. Nickerson presented the item and stated that he had nothing further to add, but would answer
any questions. Vice President Presley noted that he was looking forward to the discussion
regarding the redevelopment of the 100 block of Texas Avenue and wanted to note that he would
hope that some funding would be available to move that project forward. Director Alvarado also
noted that she wanted to continue to support the development of the Market Street Project
whether through MDD funds or General Funds. Mr. Nickerson noted that the MDD budget does
not have much left in contingency with only $5,000 or so in unforeseen / new initiatives, but
noted that the projects mentioned do have some monies allotted to them in the General Fund.
President Capetillo thanked the staff for their hard work on the MDD budget.
A motion was made by Director Robert C. Hoskins, and seconded by Director David Himsel
approving Resolution No. 377, related to Item Lb. The vote was as follows:

RESOLUTION NO. 377
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
MUNICIPAL DEVELOPMENT DISTRICT ADOPTING A BUDGET FOR THE
ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 20191 AND ENDING
SEPTEMBER 30, 2020; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
2. REPORTS
a. Receive the Baytown Municipal Development District's Quarterly Financial and
Investment Reports for the Quarter Ending June 30, 2019.
Mr. Nickerson presented the item and stated that in accordance with the Public Funds Investment
Act, Section 2256.023 (a) and (b), he was submitting the MDD Financial and Quarterly Reports
for the quarter ending June 30, 2019. The District received the reports and no action was taken
on this item.

3. MANAGER'S REPORT
a. The next Baytown Municipal Development District meeting is scheduled for
Thursday, September 5, 2019, at 4:30 p.m., in the Council Chamber located at City Hall,
2401 Market Street, Baytown, Texas, 77520.
Deputy General Manager Ron Bottoms noted that he had no report or comments for the District.
4. ADJOURN
With there being no further business to discuss, President Capetillo adjourned the August 1,
2019, MDD Board Regular Meeting at 4:47 P.M.
