The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, April 16, 2019, at 4:30
P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

President Bradley Smith convened the April 16, 2019, FCPEMSD Board Regular Meeting with a
quorum present at 4:30 P.M., all members were present with the exception of Directors Adelina
Gomez-Abshire and Richard Carr who were both absent.
There is no recording for this meeting.
1. MINUTES
a. Consider approving the minutes of the Baytown Fire Control, Prevention, and
Emergency Medical Services District Regular Meeting held on January 15, 2019.
A motion was made by Vice President John Adkins, and seconded by Director Maurice Watts to
approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services
District Regular Meeting held on January 15, 2019. The vote was as follows:
Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Gerald
Baldwin, Director Barry L. Hawkins, Director Maurice Watts

2. PROPOSED RESOLUTIONS
a. Consider a resolution authorizing a budget transfer from the Fire Control,
Prevention, and Emergency Medical Services District's Fiscal Year 2018-2019 Budget's
Contingencies line to Wearing Apparel for the funding of twenty (20) sets of bunker gear
for the Fire Department.
Finance Director Wade Nickerson presented the item and stated that this item allows for a budget
appropriation transfer in the amount of $50,000 from Contingencies to Wearing Apparel, for the
funding of twenty (20) sets of bunker gear for the Fire Department. This item will provide
additional protections for the firefighters, and staff recommended approval.
A motion was made by Vice President John Adkins, and seconded by Director Barry L. Hawkins
to approve Resolution No. 62, related to Item 2.a. The vote was as follows:

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION,
AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR
2018-2019 BUDGET FOR THE FUNDING OF TWENTY (20) SETS OF
BUNKER GEAR FOR THE FIRE DEPARTMENT; AND PROVIDING FOR
THE EFFECTIVE DATE THEREOF.
b. Consider a resolution approving the Baytown Fire Control, Prevention, and
Emergency Medical Services District's Investment Policy and Strategy Statement in
accordance with the Public Funds Investment Act,
Mr. Nickerson presented the item and stated that that the FCPEMSD Investment Policy and
Strategy Statement requires the Boards approval because of a change to the Investment Policy's
authorized broker/dealers and noted that staff recommended approval.
A motion was made by Director Barry L. Hawkins, and seconded by Vice President John
Adkins to approve Resolution No. 63, related to Item 2.b. The vote was as follows:

RESOLUTION NO. 63
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES
DISTRICT ADOPTING THE BAYTOWN FIRE CONTROL, PREVENTION,
AND EMERGENCY MEDICAL SERVICES DISTRICT'S INVESTMENT
POLICY AND STRATEGY STATEMENT; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
3. REPORTS
a. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Quarterly Financial and Investment Reports for the Quarter Ending March 31,
2019.
Mr. Nickerson presented the item and noted that this has been a rough year as it relates to sales
tax revenue, and noted that sales tax is down from last year an estimated 11 %; however, even
with the reduction, it is still coming in a little over the budgeted amount. As it relates to the
investment report, the quarterly interest rate is at an estimated 2.4%.
President Bradley Smith noted that the financial reports were received.
b. Present update regarding the Baytown Fire Training Field.
Fire staff gave an overview of the status of the Baytown Fire Training Field and noted that San
Jacinto College is using the facility for its training and the bid opening for the next phase of the
field were scheduled for opening next week.
4. MANAGER'S REPORT
a. The next Baytown Fire Control, Prevention, and Emergency Medical Services
District meeting is scheduled for Tuesday, April 16, 2019, at 4:30 p.m. in the Baytown
Conference Room located at City Hall, 2401 Market Street, Baytown, Texas..

General Manager Rick Davis stated that the next Baytown Fire Control, Prevention, and
Emergency Medical Services District meeting is scheduled for Tuesday, June 18, 2019, at 4:30
P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown,
Texas.
5. ADJOURN
With there being no further business to discuss, President Bradley Smith adjourned the April 16,
2019, FCPEMSD Board Regular Meeting at 4:48 P.M.
