ORDINANCE NO. 7684
AN ORDINANCE AUTHORIZING CHANGE ORDER NO. 01 WITH NEW
INNOVATION FOR HOUSING REHABILITATION PROJECT 95 -21 AT 513
SCHILLING, BAYTOWN; AUTHORIZING PAYMENT BY THE CITY OF
BAYTOWN, THE SUM OF FOUR THOUSAND FIVE HUNDRED AND NO/ 100
DOLLARS ($4,500.00); MAKING OTHER PROVISIONS RELATED THERETO;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: That the City Council does hereby authorize Change Order No. 01 with New
Innovation for Housing Rehabilitation Project 95 -21 at 513 Schilling, Baytown. A copy of said
change order is attached hereto, marked Exhibit "A," and made a part hereof for all intents and
purposes.
Section 2: That the City Council of the City of Baytown hereby authorizes payment up to the
amount of FOUR THOUSAND FIVE HUNDRED AND NO /100 DOLLARS ($4,500.00) to New
Innovation for Change Order No. 01 for Housing Rehabilitation Project 95 -21 at 513 Schilling,
Baytown.
Section 3: That pursuant to the provisions of Texas Local Government Code Annotated §
252.048, the City Manager is hereby granted general authority to approve any change order
involving a decrease or an increase in costs of FIVE THOUSAND AND NO /100 DOLLARS
($5,000.00) or less, subject to the provision that the original contract price may not be increased by
more than ten percent (10 %) or decreased by more than twenty -five percent (25 %) without the
consent of the contractor to such decrease.
Section 4: This ordinance shall take effect immediately from and after its passage by the City
Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the City
of Baytown this the 11th day of April, 1996.

The following additions will be made to the original work write -up:
1. This structure was scheduled for rehabilitation. After initial
exposure, it was apparent there was extensive structural
damage, dry rot, and only one working utility was a very
hazardous electrical system. This project was deemed
economically unfeasible to rehabilitate. Therefore,
reconstruction is the only feasible alternative.
Please see the attached scope of work for 513 Schilling.
Original Contract Price: $18,000.00
Change order amount: $ 4,500.00
TOTAL CHANGE ORDER: $22,500.00

SCOPE OF WORK
FOR RECONSTRUCTION OF
513 SCHILLIIING
Foundation:
a. Install new seals and floor joist for entire foundation. Raise and level foundation. Install
additional blocks and beams entire length of structure. Install termite caps.
Roof:
a. Install new framework, decking, felt paper 30 #, drip edge and shingles over entire
structure.
Windows:
a. Install new aluminum frame windows complete with screens.
Siding:
a. Install medium density hardboard exterior siding over entire structure.
b. Install necessary trim (comer boards, bird board, door and window facings).
C. Install two attic vents.
Exterior paint:
a. Use sealant as primer coat.
b. Paint entire exterior of structure.
Electrical:
a. Install new electric service (breaker box, meter loop and weather head).
b. Install new wiring throughout entire structure.
C. Install cover plates for all switches and outlets.
d. Install ceiling fan with light kit in living room and each bedroom each with wall switch.
C. Install two -tone doorbell.
Plumbing:
a. Install new fresh water lines throughout structure and to water meter.
b. Install two hose bibs.
C. Install pipe insulation on all pipes under structure.
d. Install new waste water lines under structure. Install clean out and wast water line to city
main.
e. Install new gas lines throughout structure and to gas meter.
INTERIOR
Living room:
a. Front entry - install pre -hung metal door complete with security knob, dead bolt lock,
peephole, door stop, interior facing.
b. Front entry - install aluminum storm door complete with screen and hardware.
C. Front entry - install treated wood porch, steps, and handrail.
d. Front entry - install exterior light fixture with interior wall switch.
e. Install new ceiling joists and wall studs.
f. Install sheetrock on walls and ceiling, tape, float and texture.
g. Install carpet pad and carpet.
h. Install baseboard.
i. Paint walls, ceiling and all trim.

b. Install stud walls to form closet.
