ORDINANCE NO. 7168
• AN ORDINANCE APPROVING AN AMENDMENT TO THE 1994 -95 CDBG
FINAL STATEMENT OF OBJECTIVES AND PROJECTED USE OF FUNDS
TO ADD THE PURCHASE OF A POLICE MOBILE SUBSTATION; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council of the City of Baytown,
Texas, hereby approves and authorizes an amendment to the 1994 -95
CDBG Final Statement of Objectives and Projected Use of Funds to
add the purchase of a police mobile substation. A copy of said
amendment is attached hereto, marked Exhibit "A," and made a part
hereof for all intents and purposes.
Section 2: This ordinance shall take effect immediately from
and after its passage by the City Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown this the 21st day of November,
1994.

1994 CDBG FINAL STATMEM OF OBJECTIVES
AND PROJECTED USE OF FUNDS
*AMENDMENT*
The overall objectives of the Community Development Block
Program for the City of Baytown, Texas is the development of viable
urban communities by providing decent housing, a suitable living
environment and expanding economic opportunities, principally for
persons of low to moderate income in the Community Development
Target Area. Each activity as outlined in the City's 1994 CDBG
Final Statement of Objectives and Projected Use of Funds addresses
the objective for the CDBG Program.
All of the activities contained in the 1994 CDBG Final
Statement qualified under the low to moderate income benefit or the
elimination of slums and blighting conditions National Objectives.
As you may know, Houston /Harris County /Baytown area experienced
torrential rains and storms during the week of October 17, 1994
which caused major flooding never before experienced in southeast
Texas. Baytown recorded over 23.4" of rainfall and parts of the
City completely flooded causing several neighborhoods to be
evacuated to emergency shelters. The State of Texas and the
President of the United States declared a state and federal
emergency that resulted in a declaration of thirty -five counties in
southeast Texas (including Harris County) as federal disaster
areas. Federal and state agencies responded to this declaration by
providing emergency relief teams to the area and specifically, the
U.S. Department of Housing and Urban Development (HUD) issued
numerous blanket CDBG /HOME program waivers that allow communities
to address the problems caused by the flooding under the "Urgent
Need" CDBG.national objective.
The City has identified on project that is urgently needed to
address the problem of policing the outlying areas of the City that
are at times unaccessible for regular patrol officers where
vandalism is becoming an even increasing problem. The proposed
project is as follows:
* BAYTOWN POLICE MOBILE SOBSTATION - $20,000
Funds to be used to purchase a special equipped, 10' X 40'
fully self contained trailer to be used as a Mobile Police
Substation. The substation will be constructed so as to serve
a multiplicity of roles. First, because of it's mobility, it
can easily be transported from one neighborhood to another.
This ability to respond to varying specific neighborhood needs
is a major component of community policing.
• Secondly, because of it' s role as a substation, it will not
only function in it's police mission, but can serve as a base
for other community services, such as health, crisis
counseling and intervention, neighborhood watch programs and

• the like.
Thirdly, in an effort to serve all members of the community,
the substation will be built to comply with the "Americans
with Disabilities Act ". Construction will comply with uniform
federal accessibility standards so as to make the station
wheelchair accessible. Additionally, it will be TDY equipped
for deaf communications.
Envision a facility capable of furnishing not only police
protection in a neighborhood 24 hours a day, but a facility
serving as a base for temporary health services, counseling
services and various neighborhood improvement programs. The
need for more than a simple patrol response to the many
complex problems faced today in our society coupled with the
flexibility of movement to address the individual localized
needs of every neighborhood in Baytown can well be addressed
through this concept. Introduction of the substation into a
neighborhood will facilitate a "taking back the streets"
philosophy, on the part of law enforcement, and can be
supplemented by crime prevention efforts such as neighborhood
watch programs. Maintenance of crime problems can be handled
through periodic reintroduction of the substation in the
neighborhood. This project will be City -Wide and the Statutory
references are 24 CFR 570.201 (e)/24 CFR 570.208 (c).
Funds are being reprogrammed from unspent funds allocated to
housing rehabilitation in the CDBG Program Year B- 92- MC -48-
0033 and this project will be assessed for any environmental
concerns prior to implementation.
