2019 06 18 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT June 18, 2019 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on June 18, 2019, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith President John Adkins Vice President Gerald Baldwin Director Richard Carr Director Barry L. Hawkins Director Maurice Watts Director Rick Davis General Manager Mike Garner General Counsel Alisha Segovia Deputy Secretary President Brenda Bradley Smith convened the June 18, 2019, FCPEMSD Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Director Adelina Gomez-Abshire who was absent. 1. DISCUSSIONS a. Discuss the Baytown Fire Control, Prevention, and Emergency Medical Services District Fiscal Year 2019-20 Proposed Budget and budget process. General Manager Rick Davis presented the item and gave the board members an overview of the proposed budget. Some of the main points for the budget are the following: • as the Harvey phenomenon comes to an end, staff has budgeted conservatively as it relates to sales tax revenues at 2% over the current year's revenue; • the budget contains an allocation of $30,000 for the FCPEMSD reauthorization election that is scheduled to take place in November of 2020 the rest of the cost for the election will be included in the FY2020-21 budget; • there is an allocation of $200 to pay for the required bonds for each of the board members as needed, this used to be paid by the City's General Fund and is now included in each Districts' budgets; • the Capital Outlay item is broken down into the purchase of $700,000 for a new fire engine and $250,000 for a new ambulance; • construction costs have increased and in order to compete the Fire Training Field as originally presented to the board members four years ago, the budget includes about half a million dollars to supplement the gap of an estimated $5065000; FCPEMSD Board Regular Meeting Minutes June 18, 2019 Page 2 of 3 • a transfer of an estimated $ 851,400 to cover debt service for Phase III of the Fire Training Field debt; and • an estimated $42,000 in Unforeseen Initiatives that the District can use as needed throughout the year. Mr. Davis noted that the public hearing regarding this proposed budget is scheduled for July 16"', 2019, at which time they may also approve the budget. 2. PROPOSED RESOLUTIONS a. Consider a resolution amending the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2018-2019 Budget in order to transfer monies from Contingency (20701-99001) to Machinery and Equipment (20701-84042) for the purchase of one (1) 32' CBRNE terrorism response watercraft from North River Boats for the Baytown Fire Department. Finance Director Wade Nickerson presented the item and stated that this item amends the Baytown Fire Control, Prevention, and Emergency Services District's Fiscal Year 2018-2019 Budget in order to transfer $36,942 from Contingency (20701-99001) to Machinery and Equipment (20701-84042) to cover the remaining balance of one (1) fixed pump, 32' CBRNE terrorism response watercraft to enhance CBRNE detection and response, marine firefighting capabilities, as well as pre and post -detonation search, rescue and recovery operations by specially trained members of the Baytown Fire Department HazMat and DIVE/USR teams. Mr. Nickerson further noted that the price for the boat is $386,942; the City of Baytown will be reimbursed $3 50,000 of this expenditure through a grant from the FY2018 Port Security Grant Program and the District will pay the remaining amount of $36,942 that is not covered by the grant monies. Fire staff showed the board members pictures of the boat in question and recommended approval. A motion was made by Director Maurice Watts, and seconded by Vice President John Adkins to approve Resolution No. 64, related to Item 2.a. Hawkins, Director Maurice Watts, Director Richard (James) Carr Nays: None Other: Director Adelina Gomez-Abshire (Absent) Approved FCPEMSD Board Regular Meeting Minutes June 18, 2019 Page 3 of 3 RESOLUTION NO. 64 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2018-2019 BUDGET FOR THE FUNDING OF WATERCRAFT TQ ENHANCE FIREFIGHTING CAPABILITIES FOR THE FIRE DEPARTMENT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Present update regarding the Baytown Fire Training Field. Fire Department staff presented the Board with an update of the Baytown Fire Training Field and noted that there has been a lot of interest from third parties, neighbors, partners, etc., regarding the construction; on June 27 the fire props for the field will be purchased from Gorilla, and there will be a Ribbon Cutting Ceremony for this project in the near future. 4. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, July 16, 2019, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. Mr. Davis presented the item and noted that the next FCPEMSD meeting is scheduled for July 16, 2019, at 4:30 P.M. in the Baytown Conference Room and will deal with the public hearing and approval of the proposed budget and the Fire Training Field, Phase III Groundbreaking Event is scheduled for June 28, 2019 at 9:30 A.M. at the training facility, 7020 Bayway Drive, Baytown, Texas 77520. 5.
