ORDINANCE NO. 7009
AN ORDINANCE AMENDING CHAPTER 2, "ADMINISTRATION,"
ARTICLE II, "BOARDS AND COMMISSIONS," DIVISION 10,
"BAYTOWN AREA YOUTH COMMISSION," SECTION 2 -71.4, "MAKEUP
OF COMMISSION," AND SECTION' 2-71.6, "EXECUTIVE BOARD
CREATED, COMPOSITION, AND POWERS AND DUTIES," OF THE CODE
OF ORDINANCES, CITY OF BAYTOWN, TEXAS; PROVIDING A
REPEALING CLAUSE; CONTAINING A SAVINGS CLAUSE; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That Chapter 2, "Administration," Article II,
"Boards and Commissions," Division 10, "Baytown Area Youth
Commission," Section 2 -71.4, "Makeup of Commission," of the Code of
Ordinances, City of Baytown, Texas, is hereby amended to read as
follows:
ARTICLE II. BOARDS AND COMMISSIONS
DIVISION 10. BAYTOWN AREA YOUTH COMMISSION
Sec. 2 -71.4. Makeup of Commission.
The commission shall be comprised of residents of
the Baytown area and representatives of educational, law
enforcement, social service, planning, and community
agencies and organizations as the city council deems
appropriate. At least one member shall be appointed from
each city council district and one shall be appointed
from the portion of the city's ETJ lying outside of the
city's corporate boundaries. At least six (6) of the
Commission members shall be residents of the Goose Creek
Consolidated Independent School District and /or the City
of Baytown, currently enrolled in a recognized local
educational program (public or private school, GED study
program, vocational school, etc.), and not older than 21
years of age. Representatives from the following
agencies and organizations are to be appointed to the
commission, unless the organization states to the
contrary:
Baytown YMCA, Goose Creek Consolidated
Independent School District Administration,
Baytown Police Department, Goose Creek
Consolidated Independent School District
At -Risk Youth Programs, Baytown Parks and
Recreation Department Administration, Baytown
Housing Authority, Lee College, Local Business
Representative, Juvenile Court, Baytown Area
Community Long -Range Planning Commission, and
Baytown Planning and Community Development

Section 2: That Chapter 2, "Administration," Article II
"Boards and Commissions," Division 10, "Baytown Area Youth
Commission," Section 2- 71.6, "Executive Board Created, Composition,
and Powers and Duties," of the Code of Ordinances, City of Baytown,
Texas, is hereby amended to read as follows:
Section 2 -71.6. Executive Board Created, Composition, and
Powers and Duties.
(a) There is hereby created within the commission an
executive board which shall consist of nine (9) members.
This board shall consist of those persons holding the
following positions:
(1) Baytown Police Chief
(2) Goose Creek Consolidated Independent
School District - GAP Program
Director
(3) Baytown YMCA Executive Director
(4) Parks and Recreation Director
(5) Baytown Area Community Long -Range
Planning Commission Representative
The remaining four (4) members shall be appointed by the
Baytown Area Youth Commission. At least one of these
four (4) persons shall be an officer in a neighborhood
association. At least one of these four (4) persons
shall be a resident meeting the current education
enrollment and age limitation for appointment to the
commission by the Goose Creek Consolidated Independent
School District or Lee College.
(b) This board shall conduct the routine and month -to -month
functions and duties of the commission. The board shall
have the power and authority to exercise all powers and
duties of the commission and to bind the commission.
Section 3: All ordinances or parts of ordinances inconsistent
with the terms of this ordinance are hereby repealed; provided
however, that such repeal shall be only to the extent of such
inconsistency and in all other respects this ordinance shall be
cumulative of other ordinances regulating and governing the subject
matter covered by this ordinance.
Section 4: If any provisions, section, exception, subsection,
paragraph, sentence, clause or phrase of this ordinance or the
application of same to any person or set of circumstances, shall
for any reason be held unconstitutional, void or invalid, such
invalidity shall not affect the validity of the remaining
provisions of this ordinance or their application to other persons
or sets of circumstances and to this end all provisions of this
ordinance are declared to be severable.

iSection 5: This ordinance shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown this the.26th day of May, 1994.
