Parks and Recreation Director Scott Johnson and Parks Superintendent Cliff Hatch presented the
Council with a draft of a special events permit application that would allow for the sale of
alcohol. The Council reviewed the application as the staff explained the details of the proposed
alcohol policy for special events at certain parks, and the application process.
The Council discussed the details of the application included, insurance requirements, police
presence, locations, distance requirements from schools, churches and day cares, fees, approval
process, etc.
The Council directed staff to allow the sale of alcohol connected to the special events application
to include the Wetlands Center, Town Square, Evergreen, and other locations, but not at all
parks. Staff noted that the Council would have to approve a variance to the distance requirement

form a school for the Wetlands Center as it shares a lot line with Lee High School; Council
agreed with said statement and asked staff to move forward with said variance as they wanted
this location to also be allowed to host special events that allowed the sale of alcohol.
Mr. Johnson noted that the special events approval process would be handled through the Parks
Department and would be vetted thoroughly to ensure that right types of events are occurring at
these locations and that this new policy is not abused. Mr. Johnson further noted that as this new
