2019 05 09 WS MinutesMINUTES OF THE REGULAR WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN May 09, 2019 The City Council of the City of Baytown, Texas, met in a Regular Work Session on Thursday, May 09, 2019, at 5:33 P.M. in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Laura Alvarado Council Member Chris Presley Council Member Charles Johnson Council Member Heather Betancourth Mayor Pro Tern Robert Hoskins Council Member David Himsel Council Member Brandon Capetillo Mayor Rick Davis City Manager Ignacio Ramirez City Attorney Leticia Brysch City Clerk Keith Dougherty Sergeant at Arms Mayor Capetillo convened the May 09, 2019, City Council Regular Work Session with a quorum present at 5:33 P.M., all members were present with the exception of Council Member Betancourth who arrived at 5:44 P.M. Please note that there are no recorded audio for this meeting. 1. DISCUSSIONS a. Discuss the City of Baytown Policy. Parks and Recreation Director Scott Johnson and Parks Superintendent Cliff Hatch presented the Council with a draft of a special events permit application that would allow for the sale of alcohol. The Council reviewed the application as the staff explained the details of the proposed alcohol policy for special events at certain parks, and the application process. The Council discussed the details of the application included, insurance requirements, police presence, locations, distance requirements from schools, churches and day cares, fees, approval process, etc. The Council directed staff to allow the sale of alcohol connected to the special events application to include the Wetlands Center, Town Square, Evergreen, and other locations, but not at all parks. Staff noted that the Council would have to approve a variance to the distance requirement City Council Regular Work Session Minutes May 09, 2019 Page 2 of 2 form a school for the Wetlands Center as it shares a lot line with Lee High School; Council agreed with said statement and asked staff to move forward with said variance as they wanted this location to also be allowed to host special events that allowed the sale of alcohol. Mr. Johnson noted that the special events approval process would be handled through the Parks Department and would be vetted thoroughly to ensure that right types of events are occurring at these locations and that this new policy is not abused. Mr. Johnson further noted that as this new policy is implemented, if something doesn't work, staff will return with recommended policy changes. b. Discuss any or all of the agenda items on the City Council Regular Agenda For May 9, 2019, which is attached below. This item was not taken. 2.
