A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
AUTHORIZING THE CITY MANAGER TO MAKE APPLICATION TO THE TEXAS
GENERAL LAND OFFICE FOR THE TEXAS HURRICANE HARVEY (DR-4332)
COMMUNITY DEVELOPMENT BLOCK GRANT - DISASTER RECOVERY PROGRAM FOR
TWO DRAINAGE IMPROVEMENT PROJECTS IN CHAMBERS COUNTY; DESIGNATING
AN AUTHORIZED REPRESENTATIVE FOR PURPOSES OF REPRESENTING THE CITY
FOR ALL PURPOSES ASSOCIATED WITH THE APPLICATION; DESIGNATING AN
AUTHORIZED REPRESENTATIVE TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT
MAY RESULT THEREFROM AND TO EXECUTE ANY RESULTING RESERVATION
SYSTEM PARTICIPATION AGREEMENT; AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
Section 1: The City Council authorizes the City Manager to make application to the Texas General
Land Office for the Texas Hurricane Harvey (DR-4332) Community Development Block Grant - Disaster Recovery
(CDBG-DR) Program for two drainage improvement projects in Chambers County in the amount of ONE MILLION
SEVEN HUNDRED EIGHTY-FIVE THOUSAND EIGHT HUNDRED SIXTY-FOUR AND NO;100 DOLLARS
($1,785,864.00).
Section 2: That the City Manager of the City of Baytown, an office currently held by Richard L. Davis,
is hereby designated as the authorized representative for all purposes under the grant.
Section 3: That the City Manager is hereby authorized to accept or affirm any grant award that may
result from the above applications and is further authorized to execute any resulting agreements.
Section 4: That the City Council of the City of Baytown shall allocate additional funds necessary for the
City to (i) administer the grant funds and manage the projects or (ii) fund a third -party administrator to do so.
Section 5: That all funds will be used in accordance with all applicable federal, state, local and
programmatic requirements, including, but not limited to, procurement, environmental review, labor standards, real
property acquisition, fair housing and civil rights requirements.
Section 6: This resolution shall take effect immediately from and after its passage by the City Council of
the City of Baytown, Texas.
