ORDINANCE NO. 6627
AN ORDINANCE AMENDING APPENDIX A, "CLASS SPECIFICATIONS
FOR POSITIONS IN THE CLASSIFIED SERVICE" OF THE CODE OF
ORDINANCES OF THE CITY OF BAYTOWN, TEXAS; PROVIDING A
REPEALING CLAUSE; CONTAINING A SAVINGS CLAUSE; AND
PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That Appendix A, "Class Specifications For
Positions in the Classified Service," "Service Group - Police," of
the Code of Ordinances, City of Baytown, Texas, is hereby amended
to read as follows:
SERVICE GROUP - POLICE
POLICE CADET
"A NON -CIVIL SERVICE EMPLOYEE GOVERNED BY CITY POLICY"
General Statement of Duties: Performs training duties
while assigned to the administrative offices.
Distinguishing features of the class: Non - certified,
newly hired employee awaiting entrance into a police
academy. A Non -Civil Service employee governed by City
policy. Civil Service probation period does not begin
until assigned as a Police Academy Trainee.
Examples of work: Assists Police Department personnel as
required.
Qualifications: Meet entrance requirements from Texas
Commission on Law Enforcement Officers Standards and
Education (TCLEOSE) and qualifications established by
Chapter 143 of the local Government Code. Possess a
valid Texas driver's license.
POLICE ACADEMY TRAINEE
"A NON -CIVIL SERVICE EMPLOYEE GOVERNED BY CITY POLICY"
General Statement of Duties: Assigned to the police
academy for basic police officer training, as required by
Texas Commission on Law Enforcement Officer Standards and
Education (TCLEOSE).
Distinguishing features of the class: Attends and
successfully completes a certified police academy.
Non - certified, newly hired employee attending the police
academy. A Non -Civil Service employee governed by City
Policy. Civil Service probation begins on assignment to
the police academy.

Examples of work: Regularly attends all classes at the
police academy, completes required physical fitness
requirements and successfully qualifies at the shooting
range.
Qualifications: Meet entrance requirements from Texas
Commission on Law Enforcement Officer Standards and
Education (TCLEOSE) and qualifications established by
Chapter 143 of the local Government Code and the Civil
Service Rules of the City. Possess a valid Texas
driver's license.
PATROL OFFICER
General Statement of Duties: Enforces law to protect and
serve the public. Provides aide to citizens while
rendering basic police services to the public.
Distinguishing characteristics of work: Patrols a
specified area of the city to preserve law and order, to
prevent and discover the commission of crime, and to
enforce motor vehicle operations and parking regulations.
Assists in personnel related issues, crime prevention
tasks, training programs and other specialized
assignments.
Examples of work: Investigates and reports criminal
offenses, assists in the investigation of misdemeanor and
felony offenses, apprehends suspects and assists in the
prosecution of offenders. Prepares educational programs
and classes for the public on crime prevention and for
the academy. Performs administrative duties as assigned.
Qualifications: Ability to work under stressful
conditions. Ability to deal courteously with the public.
Knowledge of civil, traffic and criminal laws and city
ordinances. Knowledge of geography. High school diploma
and 45 semester hours of college or successful completion
of academy training from a certified program or prior
police officer experience as a certified peace officer.
Basic police officer certification obtained from Texas
Commission on Law Enforcement Officer Standards and
Education (TCLEOSE) . Valid Texas Driver's license. All
other qualifications as established by Chapter 143 of the
Local Government Code and the Civil Service Rules of the
City.
SERGEANT
General Statement of Duties: Supervises and coordinates
general activities of assigned personnel on a squad.
Enforces laws to protect and serve the public.

Distinguishing characteristic of work: Responsible for
direct supervision and control of patrol officers
assigned to areas of the city to meet basic law
enforcement needs, patrol officers assigned to
investigations and those individuals assigned to crime
prevention.
Examples of work: Supervises, coordinates, plans and
organizes the work of personnel assigned. Supervises
operations of patrol units, detectives and other
specialized units of the department. Performs
investigations, develops training methods, conducts
training and performs administrative duties. Evaluates
performance of subordinates.
Qualifications: Ability to communicate both orally and
in writing. Ability to work under stressful conditions.
Knowledge of civil, traffic and criminal laws and city
ordinances. Knowledge of methods of law enforcement
tactics and policies. Knowledge of city streets and
geography. Knowledge of departmental policies, methods
and procedures. High school diploma or equivalent, State
of Texas Peace officers License and sworn officer for the
City. Two (2) years of experience in the position
classification immediately below. All other requirements
as established by Chapter 143 of the Local Government
Code and the Civil Service Rules of the City.
LIEUTENANT
General Statement of Duties: Supervises, coordinates and
directs assigned personnel on a specific shift. Enforces
laws to protect and serve the public.
Distinguishing features of the class: Responsible for
exercising command over and integrating field activities
of subordinate supervisors in meeting basic law
enforcement needs, investigations and administrative
procedures. Directs police activities, training, public
education and other activities as required.
Examples of work: Reviews, discusses and analyses
general work orders, specific instructions and routine
work activities and special assignments of subordinates.
Gives written and oral instructions to subordinates.
Assures compliance with standard operating procedures,
regulations and standards. Assists with divisional
budget. Evaluates performance of subordinates.
Qualifications: Ability to work under stressful
conditions, meet time deadlines and communicate orally
and in writing. Ability to maintain tactful, cooperative
relationship with the public and other police

authorities. Knowledge of civil, traffic and criminal
laws and city ordinances. Knowledge of departmental
policies, methods and procedures. High school diploma or
equivalent, State of Texas Police Officers License and
sworn officer for the City. Two (2) years of experience
in the position classification immediately below. All
other requirements as established by Chapter 143 of the
Local Government Code and the Civil Service Rules of the
City.
ASSISTANT CHIEF /CAPTAIN*
General Statement of Duties: Assists the Chief of Police
in the complex task of overall planning, directing and
supervising divisions of the Police Department. Assumes
Police Chief's administrative duties during absence.
Enforces laws to protect and serve the public.
Distinguishing features of the class: Manages and
administers the overall operations of the divisions where
assigned including personnel deployment, budget concerns
and policy enforcement. Regularly reviews operations to
ensure effectiveness and conformity with established
strategies.
Examples of work: Assist Chief of Police in analyzing
and studying work activities. Plans, organizes and
coordinates work of field units through subordinate
levels of line supervision. Advises, trains and develops
subordinate supervisors in knowledge and understanding of
rules, regulations, laws and techniques of the law
enforcement process. Responds to emergency incidents,
assumes commands if necessary. Prepares divisional
budget and assists in departmental budget. Evaluates
performance of subordinates.
Qualifications: Ability to work under stressful
conditions, meet time deadlines and communicate orally
and in writing. Ability to maintain tactful, cooperative
relationship with the public and other police
authorities. Knowledge of civil, traffic and criminal
laws and city ordinances. Knowledge of departmental
policies, methods and procedures. High school diploma or
equivalent, State of Texas Peace Officer License and
sworn officer for the City. Two (2) years of experience
in the position classification immediately below if
position is one filled by testing. All other
requirements as established by Chapter 143 of the Local
Government Code and the Civil Service Rules of the City.

*Note - Provisions enacted by Ord. No. 5941, §§ 1 -4, adopted August
1, 1991 are provided as follows:
Section l: That Appendix "I" of Chapter 8, Art. II of
"Classification Plan for Classified Service" of the Code of
Ordinances, City of Baytown, Texas is hereby amended by renaming the
classification immediately below Chief of Police of the Baytown
Police Department from "Assistant Chief of Police" to "Captain."
Section 2: That the City Council of the City of Baytown hereby
prescribes for a total of five Captain positions in the City of
Baytown Police Department.
Section 3: That the two existing persons in this classification
retain the title of Assistant Chief until their retirement.
Section 4: That upon the two existing positions in this
classification becoming vacant the positions shall be filled with
Captains by testing as provided by Chapter 143 of the Local
Government Code.
Section 2: That Appendix A, "Class Specifications For
Positions in the Classified Service," "Service Group - Firemen," of
the Code of Ordinances, City of Baytown, Texas, is hereby amended
to read as follows:
SERVICE GROUP - FIRE FIGHTERS
FIRE CADET
"A NON -CIVIL SERVICE EMPLOYEE GOVERNED BY CITY POLICY"
General Statement of Duties: Performs training duties
while assigned to the administrative offices.
Distinguishing features of the class: Non - certified,
newly hired employee awaiting entrance into a recruit
training academy. A Non -Civil Service employee governed
by City policy. Civil Service probation period does not
begin until assigned as Fire Academy trainee.
Examples of work (illustrative only): Reads and studies
Fire Department and City of Baytown Rules, Regulations,
Policies and Procedures. Assists staff personnel as
required. Attends training classes with shift personnel.
Receives uniforms and equipment in preparation for
recruit training.
Qualifications: Meet entrance and future certification
requirement from the Texas Fire Commission. Possess a
valid Texas driver's license. Other qualifications as
established by Chapter 143 of the Local Government Code.
FIRE ACADEMY TRAINEE
"A NON -CIVIL SERVICE EMPLOYEE GOVERNED BY CITY POLICY"
General Statement of Duties: Assigned to a recruit fire
academy for basic fire fighter training, as required and

regulated by the Texas Fire Commission. Assigned to an
appropriate training facility for emergency medical
training.
Distinguishing features of the class: Attend a Fire
Academy as assigned and successfully completes all
assignments. Attend emergency medical training classes.
A Non -Civil Service employee governed by City policy.
Probation period begins on assignment as Fire Academy
trainee.
Examples of work (illustrative only) : Attend classes,
complete academic and physical requirements, perform fire
fighting, rescue and emergency medical functions under
the supervision of an instructor.
Qualifications: Meet entrance and future certification
requirement from the Texas Fire Commission. Possess a
valid Texas Class "B" driver's license. Other
qualifications as established by Chapter 143 of the Local
Government Code and Civil Service rules of the City.
FIRE FIGHTER
General Statement of Duties: Protects lives and property
by extinguishing fires, performing rescues, conducting
emergency first aid and any other functions required to
protect and assist the public.
Distinguishing features of the class: Performs manual tasks
of a hazardous nature involving fire fighting, rescue, control
of hazardous materials and emergency first aid under the
immediate supervision of superior officers. Performs routine
maintenance and custodial work on station and equipment under
general supervision. Performs duties of the Fire Equipment
Operator, when assigned.
Examples of work (illustrative only): Suppresses fires
by stretching fire hoses, making entry into structures,
climbing ladders and applying water. Cleans and assists
in performing maintenance on equipment, tools, apparatus
and facilities. Participates in fire prevention /public
education activities. Operates motorized apparatus for
training, maintenance or other occasional duties.
Qualifications: Ability to work under stressful
conditions. Knowledge of fire fighting, hazardous
materials and emergency medical procedures. Basic Fire
Fighter's Certification. Class "B" Texas driver's
license. Other qualifications as established by Chapter
143 of the Local Government Code and Civil Service rules
of the City.

FIRE EQUIPMENT OPERATOR
General Statement of Duties: Provides safe operation of
apparatus transporting personnel and equipment to
emergency and non- emergency incidents.
Distinguishing features of the class: Operates motorized
apparatus, pumps and aerial apparatus. Calculates fire
flows and friction losses. Performs operational survey
of equipment. Performs routine maintenance and custodial
work on station and equipment under general supervision.
Performs duties of the Lieutenant, when assigned.
Examples of work (illustrative only): Maintains a
thorough knowledge of streets and features of assigned
districts. Drives motorized apparatus on routine
assignments and emergency responses. Establishes and
maintains proper water supply for fire hoses. Conducts
daily operational evaluations on vehicles, equipment and
facilities. Assist in fire fighting, as required.
Qualifications: Ability to work under stressful conditions,
meet time deadlines, communicate effectively. Knowledge of
fire fighting, hazardous materials, human relations and
emergency medical procedures. Basic Fire Fighter's
Certification. Class "B" Texas driver's license. Two (2)
years of experience. Other qualifications as established by
Chapter 143 of the Local Government Code and Civil Service
rules of the City.
LIEUTENANT
General Statement of Duties: Coordinates, supervises and
directs fire protection /emergency response related
activities as assigned.
Distinguishing features of the class: Commands
activities at emergency incidents. Provides input to
assist in preparation of divisional budget. Directs fire
prevention inspections, training, public education and
other activities. Directs personnel, as assigned,
coordinating work assignments with superior and peer
officers. Performs duties of the Battalion Chief, when
assigned.
Examples of work (illustrative only) : Performs fire
fighting, emergency medical and other emergency
functions. Inspects facilities, personnel and equipment
under their control, participates and directs training
activities, assures compliance with standard operating
procedures, regulations and standards, responds to
emergency incidents. Resolves conflicts between members.
makes work assignments. Conducts investigations related

to fire cause determination. Evaluates performance of
subordinates.
Qualifications: Ability to work under stressful
conditions, meet time deadlines, communicate effectively.
Knowledge of fire fighting, hazardous materials,
instruction techniques, human relations and emergency
medical procedures. Basic Fire Fighter's Certification.
Basic Fire Investigator, Fire Inspector, Peace Officer
certification if responsible for those areas. Class "B"
Texas driver's license. Four (4) years of experience.
Other qualifications as established by Chapter 143 of the
Local Government Code and Civil Service rules of the
City.
BATTALION CHIEF
General Statement of Duties: Coordinates, supervises and
directs fire protection /emergency response related
activities in an assigned division.
Distinguishing features of the class: Commands
activities at emergency incidents. Assists in
preparation of divisional budget. Directs fire
prevention inspections, training, public education and
other activities as required. Directs personnel within
a division, as assigned.
Examples of work (illustrative only): Inspects
facilities, personnel and equipment under their control,
develops, participates and directs training activities,
assures compliance with standard operating procedures,
regulations and standards, responds to emergency
incidents. Evaluates performance of subordinates.
Qualifications: Ability to work under stressful
conditions, meet time deadlines, communicate effectively.
Knowledge of fire fighting, hazardous materials,
instruction techniques, human relations and emergency
medical procedures. Basic Fire Fighter's Certification,
Basic Fire Instructor's Certification. Basic Fire
Investigator, Fire Inspector, Peace Officer certification
if responsible for those areas. Class "B" Texas driver's
license. Six (6) years of experience. Other
qualifications as established by Chapter 143 of the Local

ASSISTANT FIRE CHIEF
General Statement of Duties: Assists Fire Chief with
management of personnel, facilities and equipment.
Assumes Fire Chief's administrative duties in his
absence.

Distinguishing features of the class: Responsible for
the planning, control and general supervision of the
activities of all fire and related personnel within an
assigned division or divisions in meeting the fire
prevention, investigation, inspection, suppression, or
other emergency needs of the citizens and visitors in the
response areas. Gives major attention to scheduling and
deploying of resources to meet needs and does related
work as required.
Examples of work (illustrative only): Establishes work
schedules for subordinates to comply with applicable
regulations. Responds to emergency incidents, assumes
command if necessary. Supervises inspection of
establishments to assure compliance with fire
regulations. Develops programs to educate the public in
fire safety. Coordinates inspection and repair of Fire
Department facilities and equipment. Prepares divisional
budget and assists in development of departmental budget.
Evaluates performance of subordinates.
Qualifications: Knowledge of fire fighting, equipment,
ordinances, laws, codes and standards, rules and
regulations, human relations, hazardous materials and
chemistry. Ability to communicate effectively, handle
stressful situations, analyze data and establish
priorities. Basic Fire Fighter certification, Class "B"
Driver's license. Basic Fire Investigator, Fire
Inspector, Peace Officer certification if responsible for
those areas. Class "B" Texas driver's license. Other
qualifications as established by Chapter 143 of the Local
Government Code and Civil Service rules of the City.
Section 3: All ordinances or parts of ordinances
inconsistent with the terms of this ordinance are hereby
repealed; provided however, that such repeal shall be only to the
extent of such inconsistency and in all other respects this
ordinance shall be cumulative of other ordinances regulating and
governing the subject matter covered by this ordinance.
Section 4: If any provisions, section, exception,
subsection, paragraph, sentence, clause or phrase of this
ordinance or the application of same to any person or set of
circumstances, shall for any reason be held unconstitutional,
void or invalid, such invalidity shall not affect the validity of
the remaining provisions of this ordinance or their application
to other persons or sets of circumstances and to this end all
provisions of this ordinance are declared to be severable.
Section 5: This ordinance shall take effect from and after
ten (10) days from its passage by the City Council. The City
Clerk is hereby directed to give notice hereof by causing the

caption of this ordinance to be published in the official
newspaper of the City of Baytown at least twice within ten (10)
days after passage of this ordinance.
