• AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER
TO EXECUTE AND THE CITY CLERK TO ATTEST TO A CONTRACT
WITH PEGGY HARRISON INTERIORS FOR PROFESSIONAL INTERIOR
DESIGN SERVICES IN CONJUNCTION WITH THE EXPANSION AND
RENOVATION OF STERLING MUNICIPAL LIBRARY; AUTHORIZING
PAYMENT BY THE CITY OF BAYTOWN, THE SUM OF SIXTEEN
THOUSAND FIVE HUNDRED FIFTY AND NO 1100 ($16,550.00)
DOLLARS, PLUS EXPENSES; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council of the City of Baytown,
Texas, hereby authorizes and directs the City Manager and City
Clerk of the City of Baytown to execute and attest to a contract
with Peggy Harrison Interiors for professional interior design
services in conjunction with the expansion and renovation of
Sterling Municipal Library. A copy of said contract is attached
hereto, marked Exhibit "A," and made a part hereof for all
intents and purposes.
Section 2: That the City Council of the City of Baytown
authorizes payment to Peggy Harrison Interiors of the sum of
SIXTEEN THOUSAND FIVE HUNDRED FIFTY AND N01100 ($16,550.00)
DOLLARS, plus expenses, pursuant to the contract.
Section 3: This ordinance shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown, this the 22nd day of
October, 1992.

Dear Mrs. Wilhite;
We are pleased to submit the following proposal for design
services and interior planning in considersation for your
future addition to Sterling Municipal Library.
I- Initial Programming
Phase 1 involves developing an understanding of the clients
physical needs as it relates to their documentation of personnel,
egnipment, storage, circulation,future requirements and relation -
ships to one another.
.Space Planning
Phase 2 consists of the architectural translation of Phase I
by means of drawings and layouts• The programming is adjusted
and developed into a cohesive spacial elan which reflects work
and circulation areas, furniture layouts to assure conformance
with the physical and functional requirements.
3-Finish and Design Development
Phase 3 entails the creation of color and materials in the form
of schemes, }.pallets of color and drawings. Styles of furniture
and furnishings are presented and reviewed during this process in
order to establish an overall harmony through the use of schemes
and furniture clans.
4- Documentation
• Phase a prepares the necessary specifications and documents
required to clearly identify the details of the interior space
for the clients occupancy. The documents shall include for all
rooms-- color and finish schedules, telephone and electrical loca --
tions and lighting descriptions and locations- The designer
shall advise the client of any adjustments to previous Statements
of Probable Project Cost indicated by changes in requirements on
general market conditions. EXHIBIT A

Phase 5 will deal with the coor•dinatior, of the procurement and or
the installation of custom designed pieces, millwork:, materials,
colors, and finishes, furniture and equipment. The Designer will
inspect these items and ascertain that all are
installed according with the approved documents.
REIMBURSEMENTS
Reimbursable expenses are in addition to the compensations for
basic and additional services and include actur•al expenditures
made by the Designer /Architect, employees, or pr•ofessi.ona1
consultants in the inter•st of the Project, including the followi

Expenses of transportation, mileage when traveling in
connection with the project; long distance calls; and
any fees paid for securing approved outside contractors
for the project.
Expenses of reproductions, postage and handling of dr•aw--
inr4s and sp'eclflcatlores excluding duplicate sets at the
completion, of each phase for owner's review and approval.
In authorized in advance by the owner-, the expense of
renderings or models for the owner's Use.
Expenses of computer typing and materials for- completion
bid package.
COMPENSATION
The fee for the Designee's professional services as described
above is based on a riot- -to- exceed budget of $16,550-00.
Invoicing for services rendered will be submitted 01-1 a monthly
basis; terms of payment are net ten (10) days from date of
invoice.
TERMINATION
This aggr•eement may be terminated by either party uporl thirty
days written notice should the other party fail substantially
to perform in accordance with its terms through no fault of the
other-. In the event of termination, the designer shall he
paid his compensation for services performed to termination
date, including reimbursable expenses then due and all term-
inal expenses.
