2019 04 11 WS MinutesMINUTES OF THE REGULAR WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN April 11, 2019 The City Council of the City of Baytown, Texas met in a Regular Work Session on Thursday, April 11, 2019, at 5:38 P.M., in the Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Charles Johnson Council Member Robert C. Hoskins Council Member Chris Presley Council Member David Himsel Council Member Brandon Capetillo Mayor Rick Davis City Manager Ignacio Ramirez City Attorney Leticia Brysch City Clerk Mayor Capetillo convened the April 11, 2019, City Council Regular Work Session with a quorum present at 5:38 P.M., all members were present with the exception of Council Members Alvarado and Betancourth. (Due to technical difficulties, portions of the recording are mission and/or are unintelligible) 1. DISCUSSIONS a. Discuss the City of Baytown Implementation Plan. Nick Woolery, Director of Strategic Initiatives presented the item and gave the Council a general overview of the draft Implementation Plan for Year 3. Mr. Woolery stated that the Council's goals and initiative strategies from their November and March retreat were included in the documents and wanted to make sure that Council was in agreement with the information before it is finalized and submitted to the Department Heads as they begin their preparations for their FY2019-2020 budget submissions. Mr. Woolery noted, in response to a question from Council Member Presley that the redevelopment of downtown and east of downtown is more of an MDD initiative. Mayor Capetillo that the strategic goals help Council look out two years, five years, ten years, forty-five years; however, they are not in place to make the Council feel that they can't ask questions, make changes or stifle creativity. He noted that these are tools to help everyone stay focused with the understanding that thing change and opportunities should be embraced. City Manager Rick Davis noted that he mirrored the mayor's comments in that this is a plan, but City Council Regular Work Session Minutes April 11, 2019 Page 2 of 2 to the degree that there is a plan, staff is going to be that much better focused, while remaining flexible. Mayor Capetillo noted that when he met with the Commissioner, he liked the idea of using the City's training academy as he too is looking at the same things; strategic planning and long-term planning as a city, m a precinct and a community. The Council and staff briefly discussed potential road projects and potential funding mechanisms and partnerships with the Hams County. b. Discuss any or all of the agenda items on the City Council Regular Meeting Agenda for April 11, 2019, which is attached below. The Council received a brief overview of items 2.b regarding the agreement between the City and Kenneth Benitez LLC for Phase Il of the Here, We Grow Giants Campaign, which is a partnership to promote the Goose Creek school district. The Council also received a brief of item 2.a. related to an 8 percent increase in the City's sewer rates. 2.
