ORDINANCE NO. 5686
AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN
BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS, AND THE
ANNEXATION OF ABBE ADDITION, THE HOWELL TRACT ADJOINING
ABBE ADDITION, AND EXXON PROPERTY AT THE CORNER OF
HIGHWAY 146 AND INTERSTATE 10 AND ADJACENT AREA; WHICH
SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT
BOUNDARY LIMITS FOR THE CITY OF BAYTOWN, TEXAS.
WHEREAS, there being no request for an "on- site" hearing,
two public hearings before the City Council of the City of
Baytown, Texas, where all interested persons were provided with
an opportunity to be heard on the proposed annexation of the
property described in Section 1 of this ordinance, were held, one
at 7 :00 p.m. and the other at 7:15 p.m., on the 11th day of
October, 1990, in the City Council Chamber of the City Hall of
the City of Baytown, Texas, which date is not more than forty
(40) nor less than twenty (20) days prior to the institution of
annexation proceedings; and
WHEREAS, notices of such public hearings were published in a
newspaper having general circulation in the City of Baytown,
Texas, and in the below described territory on the 28th day of
September, 1990, which date is not more than twenty (20) nor less
than ten (10) days prior to the date of such public hearings; and
WHEREAS, the total corporate area of the City of Baytown,
Texas, on the 1st day of January, 1990, was 31.96 square miles;
and
WHEREAS, the population of the City of Baytown, Texas, is
approximately 65,714 inhabitants; and
WHEREAS, the below described territory lies within the
extraterritorial jurisdiction of the City of Baytown, Texas; and
WHEREAS, the below described territory lies adjacent to and
adjoins the City of Baytown, Texas; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the following described land and territory
lying adjacent to and adjoining the City of Baytown is hereby
added and annexed to the City of Baytown, Texas, and shall
hereinafter be included within the boundary limits of the City of
Baytown, Texas, and present boundary limits of such City, at the
various points contiguous to the area hereinafter described, are
altered and amended so as to include said area within the
corporate limits of the City of Baytown, Texas, to -wit:

Section 2: The above described territory and the area so
annexed shall be a part of the City of Baytown, Texas, and the
property so added hereby shall bear its pro rata of the taxes
levied by the City of Baytown, Texas, and the inhabitants thereof
shall be entitled to all of the rights and privileges of all the
citizens of the City of Baytown and shall be bound by the acts,
ordinances, resolutions, and regulations of the City of Baytown,
Texas.
Section 3: In accordance with TEX. L.GOW T.CODE ANN. §
43.056, as amended, the service plan prepared by the City for
providing municipal services to the annexed area is attached as
Exhibit "B" and is hereby approved.
Section 4: This ordinance shall be published and passed in
the manner provided in Article 1, Section 9, of the Charter of
the City of Baytown, Texas.

that tract of land described in deed recorded in Vol. 40, Page 175
of the Deed Records of Chambers County, Texas, in the William
Bloodgood Survey, Abstract 4, in Chambers County, Texas, and being
more particularly described by metes and bounds as follows:

the intersection of the easterly line of State Highway No. 146 and

BEGINNING at a point on the East right -of -way line of State Highway
146, said point being the northwest corner of Abbe Subdivision as
delineated on plat recorded in Volume 2, P. 104 of the Plat Records
of Chambers County, Texas, said point also being on the existing
city limits line of the City of Baytown,
THENCE, eastward along the North line of Abbe Subdivision a
distance of approximately 1588.50 feet to the northeastern corner
of said subdivision,
THENCE, North 790 30100" East a distance of approximately 223.72
feet along the North property line of a 2.1929 acre tract of land
owned by Lawrence L. Howell to a 1/2" iron rod marking the
northeast corner of said tract,

SUMMARY
The area subject of the proposed annexation is located in
west Chambers County immediately adjacent to existing city
limit boundaries. One small commercial tract lies at the
southeast intersection of State Highway 146 and Interstate
10. The second tract includes the Abbe' Addition
subdivision tract and a small adjoining parcel (see attached
map). All of the subject tracts combined have a total land
area of 43.1931 acres with most of the area included in the
Abbe' Addition tract.
Public hearings on the proposed annexation are scheduled to
be held on October 11, 1990 at 7:00 PM and 7:15 PM in the
City Hall Council Chambers. After the conclusion of the
public hearings, the City Council will decide on the actual
area, if any, to be annexed. Municipal service and
improvement costs, personnel needed, equipment required, and
capital improvements necessary to serve the area and
population of this annexation will be based on the area that
is actually annexed.
Existing land uses included a commercial parcel on the I-
10 /Hwy 146 tract and a 61 lot subdivision and vacant
property on the other tract. Of the 61 lots in Abbe'
Addition, 48 (or 80a) are developed.
Specific service plans for each responding department,
vicinity maps, and field notes are attached. Based upon the
responses received from the various municipal departments
and the size of the subject area, no additional City
buildings, vehicles, or personnel will be required to
service the proposed area if the annexation is approved.
