ORDINANCE NO. 5652
AN ORDINANCE ADOPTING ANNEX Q, "HAZARDOUS MATERIALS
RESPONSE," OF THE BAYTOWN EMERGENCY MANAGEMENT PLAN;
. REPEALING INCONSISTENT PROVISIONS; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
•
WHEREAS, a revised plan for responding to hazardous
materials under the Emergency Management Plan of the City of
Baytown has been proposed by the Emergency Management Coordinator
and reviewed by the City Council; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That Annex Q, "Hazardous Materials Response," to
the Baytown Emergency Management Plan is hereby adopted and
replaces the current Annex Q dated September 22, 1988. A copy of
said Annex Q is attached hereto as Exhibit "A" and made a part
hereof for all purposes.
Section 2: All provisions of the Baytown Emergency
Management Plan or parts of provisions of the Emergency
Management Plan inconsistent with the terms of these provisions
are hereby repealed; provided however, that such repeal shall be
only to the extent of such inconsistency and in all other
respects these provisions of the Emergency Management Plan shall
be cumulative of other provisions regulating and governing the
subject matter covered by this plan.
Section 3: This ordinance shall take effect immediately from
and after its passage by the City Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown, this the 27th day of
September, 1990.

PROCEDURE FOR RESPONSE TO HAZARDOUS MATERIAL RELEASES
1. Purpose
It is the purpose of this document to outline specific actions to be taken
in the event of a hazardous material release or the threat of such a release.
II. General
Actions should always be taken to allow a margin of safety in the event
the situation is, or becomes, worse than original expectations.
il.Procedure
A. Each facility should make contingency plans to be used in case of
accidental release of hazardous materials it handles. As a minimum, the
computer program ARCHIE (Accidental Release of Chemical Hazards In Emer-
gencies) should be used. This software is available from the Federal Emergcncyl
Management Agency. i
B. Actions to be taken by the releasing facility.
1. Establish an exclusion zone for a safe distance of at least 200
yards around the release area and evacuate all persons not -Wearing protective
clothing and SCBA.
2. Evaluate the offects of the release.

c. Direction and strength of the wind
d. Distance the material is expected to travel
3. Provide a recommended action for the public to take.
a. Take shelter in doors
b. Evacuate to a safer location
4. Report the event and recommenuat.'3ns, giving the information shown
on the Incident Report Form Appendix 2, Tab r,:
a. To the Baytown Police Dept.
(1.) phone 911, if there is a threat to the public
(2.) phone 422 8371, if. there is a no threat to the public,
but iF the public can hear, smell, or see the release
b. To the the appropriate agencies
5. Give warning: (See Annex A, darning and Appendix 9 this Annex) i
a. To adjacent plant Facilities
b. To the nearby public, :f there is any �h,ii,,ce warning through
the Police Dept. would be too slow.
6. Establish communications with police until the EOC is open. As
soon as it is open, maintain coordination through the EOC.
7. Take steps to control, and end the release as soon as practicable_
8. Notify EOC as soon as the all clear is given
9. Make necessary after action reports.
B. Actions to be taken by the first responders to a transportation event..
I. Establish an exclusion zone for a safe distance of at least 200
yards around the release area and evacuate all persons not wearing protective
clothing and SCBA.

a. To nearby affected groups having special needs eg. Schools,
hospitals, and nursing homes (see Appendix 1 Tab C)
b. To nearby public
7. Take steps to control, and end the release as soon as practicable.

9. Coordinate arrangements with the shipper for clean up.
10. Make necessary after action reports.
C. Actions taken by the City upon receiving notification of a release
1. Police Dept.
a. Notify responding departments: Fire, EMS, Public Works, Health
b. Give warning and instructions to the public (See Annex A )
(1.) To area~ ?ceiving 50% or more of concentrations that I
would cause immediate Danger to Life and Health, 50% uEIDLH.
(2.) To areas receiving concentrations above "e Threshold
Limit Value, TLV.
c. Call Texas Dept. of Public Safety, 957 -6192 and report the I
event and request notification of applicable State agencies.
d. Notify Emergency Management Coor,'inator Alternate in all �
cases involving hazardous materials, if there is any danger to the public
e. Perform the duties listed in detail on pages Q -9 and Q -10.
2. Fire Dept.
a. Notify Police Dept. and EMS, if call comes direct to "ire
Dept.
b. Call National Response Center 1- 800-.424 -8802 Eor advice. If

1. Establish a fixed, marked command location.
a. Provide for maximum visibility of the incident, preferably from two
sides.
b. Provide for maximum visibility of the surrounding area.

SIREN OPERAT I OAT
• I. COBTROI.
A. The City has control over all sirens in all zones. The City may
activate any or all sirens.
B. Each zone has control over all sirens within its zone. Each zone
may activate any or all sirens within that zone but none in other zones.
11. CRITERIA FOR ACTIVATIRG SYSTEM
System will be activated if it is felt there is a need to shelter in
place or evacuate.
III. ACTIVATION
A. Fixed Site Incident
1. Facilities with controllers will activate their sirens (if
occurring on their site).
2. As sirens are being activated, contact City of Baytown Police
Department at 911 and provide information on the Hazardous Xaterials Incident
Report Form (Appedix 2 Tab C)
3. Baytown Police will activate the EBS through KTRH and KPRC and
notify the Department of Public Safety Disaster District in Houston.
4, Facilities without controllers will notify the City of Baytown
Police Department with appropriate information (attachment) at 911. Baytown
Police will activate appropriate sirens and make notification as needed.
B. Transportation Incident
1. Incident Commander or Scene Coordinator will notify the City
of Baytown Police Department.
2. City of Baytown Police Department will activate appropriate
sirens.
3. Baytown Police will activate the EBS through KTRH or KPRC and
notify the Department of Public Safety Disaster District in Houston.
C. Katural Disasters
1. The Mayor or his delegate has the authority to activate the
system in the event of approaching imminent threat to the public, i.e.,
hurricane, tornado, etc.
2. If the approaching danger is less than 15 minutes from the
area, the ranking police .supervisor has the authority to activate the system.

IF. ALL CLEAR
A. Fixed Site
1. iihen danger has passed, notify City of Baytown Police
Department Dispatcher (422 -8371) that area is secured and the facility is ready
to sound the all clear.
2. If civil authorities agree, the City of Baytown Police
Department will notify appropriate media of the all clear condition,
B. Transportation Incident
1. Incident Commander or Scene Coordinator will notify City of
Baytown Police Department that the area is secure and request all clear to he
sounded.
2. If appropriate civil authorities agree, the City of Baytown
Police Department will notify appropriate media of the all clear condition.
C. Natural Disaster
Then the danger has passed, the City of Baytown Police Department
will notify the appropriate media of the all clear condition.
