ORDINANCE NO. 5636
AN ORDINANCE AUTHORIZING AND DIRECTING THE DIRECTOR OF
THE HARRIS COUNTY ORGANIZED CRIME AND NARCOTICS TASK
FORCE TO EXECUTE AN AGREEMENT WITH BILLY D. TIPPIT,
ARCHITECTS, INC. FOR ARCHITECTURAL SERVICES; AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council of the City of Baytown,
Texas, hereby authorizes and directs the Director of the Harris
County Organized Crime and Narcotics Task Force to execute an
agreement with Billy D. Tippit, Architects, Inc. for
architectural services in remodeling office space leased by the
Harris County Organized Crime and Narcotics Task Force. A copy
of said agreement is attached hereto, marked Exhibit "A," and
made a part hereof for all intents and purposes.
Section 2: That City Council hereby authorizes payment of
TEN THOUSAND AND N01100 ($10,000.00) DOLLARS to Billy D. Tippit,
Architects, Inc. for their professional services as architects.
Section 3: This ordinance shall take effect immediately
from and after its passage by the City Council of the City of
Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the
City Council of the City of Baytown, this the 13th day of
September, 1990.

Thank you for the opportunity to provide ,architectural
services for the referenced project. It is my understanding
rliat you will remodel the entire first floor and relocate
A.T. & F. to the fourth floor, and that ire will provide
Architectural and NEF plans for permitting and constructing the
remudalcd spaces. The folloxing proposal is to document our
previous conversation and my verb&l agreement with Mr. 910Y
Garcia of the naA concerning our services and fees in
conjunction with the Harris county organized Crime and Narcotics
Task force_
The scopes of work includes prepa'rati'on of plans, interior
elevations and details, mechanical, electrical, and Plumbing
plans for the permitting and oanstruction of ayproxfmmtol.Y
16,200 useable square feet for the major drug squads Of the high
intensity drug trafficing area, and approximately, 2,400 UstablG
square feet for A.T. & F. an the fourth floor. I amen receipt
of a preliminary layout are their space, as well 46 a 09A
"solicitation for Offers" which outlines their needs. Also,
havu a► Set of plans for the existing space for A.T. & F. which
will serve as a guide for their needs, plans will be prepared
to meet GSA guidelines, and will be approved by your otffice and
the local users.
Our proposal is outlined as followel
PHASE I - PRHLIMSKARY PLANNING! we will prepare Preliminary
spaces plains from the above guides, and submit to you for
sipprova1. Contract documents will be started only after written

Our rue for Phases t and II is $8,500.00, duo and payable
upon completion of the drawings. It is understood that our fee
for this work is not contingent upon your soliciting for bids or
for construction of the tenant improvements.
PHASE IIZ - CONTRACT ADMTNISTRATIONI The general contractor
will apply for *11 applicable permits, and will pay all fees
concerning those parmits. We will revise plans as needed to
obtain a City of Houston building permit during this phase.

the quality of his work. Monthly applications for payment by
the contractor will be reviewed and approved for payment, and
written reports will be turned in as needed. A final review of
the project will be made with the contractor and owner.
As -built drawings will be prepared from marked -up plans when
supplied to the Architect /ftVrineer by the General Contractor.
Two sets of plans will be provided for the permit process.
Fee for this phase of the work is $1,$00.00, payable in two
equal Monthly payments commencing when work is started on the
tenant improvements.

revisions to approved plans, at the hourly rates listed below.
All extra services will be billed monthly.

Charger for reimbursable expenmes, such as printing of
construction plans and deliveries, will be billed at cost.
Any balance due which exceeds 5o days will accrue interest
at the rate of 120 APR.
This agreement is cancellable by either party upon written
notice. Should you decide not to proceed with the project, you
agree to pay for all work done by Architect /Rngineer through the
date of notice, an a pro -rata share of the too.
