T I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS, AMENDING CHAPTER 27, -SUBDIVISIONS,- BY
THE ADDITION OF A NEW SUBSECTION (c) AND (d) TO SECTION
27 -72, ESTABLISHING DETENTION FACILIT`! DRAINAGE
IMPROVEMENT STANDARDS; REPEALING ORDINANCES
INCONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE; AND
PROVIDING FOR THE EFFECTIVE DATE HEREOF.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the Code of Ordinances of the City of Baytown is amended
by the amendment of Chapter 2?, "Subdivisions," by the addition of a new
Subsection (c) and (d) to Section 27 -72, which shall read as follows:
CHAPTER 27 "SUBDIVISIONS"
Sec. 27 -72
(c) Detention facilities.
(1) Standards: The detention facility shalt be designed for easy
maintenance. Every consideration ;hall be given to designing the
facility for multipurpose use such as playground, baQ field,
minipark, etc. to assure that maintenance will be accomplished.
The design shall include the following:

a. A 20 foot maintenance roadway shall encompass the
perimeter of the detention facility and shall be considered
a part of the facility.
b. A 12 foot wide concrete access ramp shall be provided
into the basin for maintenance equipment access.
c. An earthen detention basin shall have minimum side
slopes of 3:1 and a minimurn bottom width of 10 feet.
d. A 5 foot wide, 6 inch thick reinforced concrete trickle
channel shall be constructed through the basin bottom to
accommodate low flow and allow fast drying.
e. The br)ttorn of the detention basin shall have a minimum
0.2% cross slope to facilitate quick drainage.
f. Inlets and outlets and required trash racks shall be
Incited so as to he easily accessible.
g. The detr-�ntion basin, rnaintenance roadway, and
right -of -way shall be hydromulched with bermuda seed and
watered to facilitate full grass coverage.
h. Provide for ingress/egress (dedicated right -of -w ly, if
necessary) to the detention basin.

Section 2: All ordinances or parts of ordinances inconsistent with the terms
of this ordinance are hereby repealed, provided however, that such repeal shall be
only to the extent of sue' inconsistency and in all other respects this ordinance

shall be cumulative of other ordit.ances regulating and governing the subject matter
covered by this ordinance.
Section 3: If any provision, sei:tion, exception, subsection, paragraph,
sentence, clause or phrase of this ordinance or the application of same to any
person or set of circumstances, shall for any reason be held unccnstitutional, void or
invalid, such invalidity shall not affect the validity of the remaining provisions of
this ordinance or their application to other persons or sets of circumstances and to
this end all provisions of this ordinance are declared to be severable.
Section 4: This ordinance shall take effect from and after ten (10) days from
its passage by the City Council. The City Clerk is hereby directed to give notice
hereof by causing the caption of this ordinance to be published in the official
newspaper of the City of Baytown at least twice within ten (10) days after the
