Shackelford Civil Engineer Proposal for Minimum Foundation Guideline City of Baytown Baytown, Texas We are pleased to submit this proposal for a geotechnical study to develop guidelines for minimum standard foundation criteria for single family dwellings in the City of Baytown. This proposal was requested by Mr. Shackelford on August 14, 1984. He estimate the fees for this study to be $14,700. Project Description The City of Baytown currently has minimum standard criteria for rein- forced concrete slab foundations for four zones. We understand that the city has, in recent years, begun to expand beyond these zones, primarily in the northerly direction toward Interstate 10. The purpose of this study is to assist the City of Baytown in developing-minimum standard foundation criteria for the recent growth areas and to review current standards for the existing four zones. The approximate geographical limits for this study are: • Wallisville Road to the north, • Cedar Bayou to the east, • Spring Bayou to the west, and • Baker Road to the south. Our review of existing standards will extend from about Baker Road to the Houston Ship Channel. Scope of Study We propose to carry out this assignment using as much of available soil information as possible. To accomplish this, we plan to divide this study into four tasks as follows: 0 E city of Baytown Mr. Edward H. Shackelford 40913-5b- August 31, 1984 Page 2 • Historical Data Study - consisting of a Compilation and review of soil boring data from several sources, including McClelland Engineers' in -house records, the City of Baytown files, as well as public agencies who may have soil data in the area of study; • Field Exploration - drilling shallow soil borings 40 supplement data obtained by the Historical Data Study; • Laboratory Testing; and o Engineering Analysis on all soil information gathered. • The following paragraphs describe each of these tasks in more detail. Historical Data Study v 11 A great deal of soil boring information Is available from geotechnical investigations within the City of Baytown. Most of these studies have been focused within the more developed and populated regions of the city. A brief search through our files alone reveals at least 35 studies have been performed over the years within the City of Baytown. Attachment A presents the approxi- mate locations of most of our studies, together with other potential sources of information. In addition to the MEI studies, the city has access to other public and commercial projects that can "fill -in" those areas not investigated by McClelland. We request that the city assist us in this effort by furnishing us the pertinent engineering reports. As part of this study, we also plan to contact the State Department of Highways and Transportation to obtain soil boring data at major overpasses or crossings. At the completion of the Historical Data Study, we expect to be able to correlate primary soil types and classification properties with the four existing zones. At the same time, major geologic features should be identi- fied that may assist in the assessment of shrink -swell potential of the sur- ficisl soils. An investigation into the performance of existing foundations designed in accordance with existing minimum standards is not included in this study. However, if you wish, we will be pleased to present a separate pro- posal on this matter. Field Exploration Program The information developed by the Historical Data Study will identify specific areas requiring additional soil borings. These borings will be drilled using a light -duty rig under the supervision of a geotechnical engi- neer.. Attachment B presents the asss.mptions made and the estimated cost breakdown for the field program. Soil samples will be taken at approximately 2 -ft intervals to 10 -ft depth and at 5 -ft intervals thereafter. Undisturbed cohesive soil samples will typically be obtained with a 3 -in. thin - walled tube sampler. Cranular soils will be sampled with a 2 -in. split-barrel sampler using a controlled driving C7 C E City of Baytown Mr. Edward H. Shackelford 40913 -5c August 31, 1984 Page 3 procedure. Each sample will be removed from the sampler, examined, and visu- ally classified by our geotechnical engineer in the field. Suitable portions of representative samples will then be seated and packaged for transportation to our laboratory for testing. Water level in each of the open boreholes will be measured prior to departing from the site. Cuttings from each boring will be used to backfill the boreholes. Laboratory Testing • Laboratory tests will be performed on selected samples to evaluate the classification properties of the soils. These tests may include, but not be limited to, plastic and liquid limits, natural water content, percent passing the No. 200 sieve, and unit freight. In addition, soil shear strengths will be estimated using a pocket penetrometer. 11 Engineering Analysis All soil data will be compiled and summarized in an engineering report that will present typical soil conditions to be anticipated at select loca- tions within the city. Field and laboratory test results will be presented on logs of borings. A recommended minimum standard foundation criteria will be presented for newly developed areas. The types of recommendations will include depths and widths of typical edge and interior grade beams for both home and garage. To assist us in the review of structural detailing, we plan to have Cunningham Associates as part of this project team. The approximate breakdown of engineering hours is presented on Attachment C. Terms and Cost The general terms and conditions under which we propose to perform this study are presented on the attached Schedule 40.01 (Mar 79). We estimate the cost of performing this study as described to be $14,700: $2800 for field, $600 for laboratory, and $11,300 for engineering. Our field and laboratory services will be charged in accordance with Attachments D and E. respectively. Time Schedule We anticipate the Historical Study to be completed within a month of authorization to proceed. The field exploration program should begin within a week of the completion of the Historical Study, assuming that all necessary clearances have been made.
