ORDINANCE NO. 3673
AN ORDINANCE PROVIDING FOR THE EXTENSION OF
CERTAIN BOUNDARY LIMITS OF THE CITY OF BAYTOWN,
TEXAS, AND THE ANNEXATION OF WILLOW CREEK SHOPPING
CENTER, PHASE 1I, WHICH SAID TERRITORY LIES ADJACENT
TO AND ADJOINS THE PRESENT BOUNDARY LIMITS FOR THE
CITY OF BAYTOWN, TEXAS.
WHEREAS, a public hearing before the City Council of the City of Baytown,
Texas, where all interested persons were provided with an opportunity to be heard
on the proposed annexation of the property described in Section 1 of this ordinance,
was held at 7:00 p.m. in the City Council Chamber of the City Hall of the City of
Baytown, Texas, on the 11th day of August, 1983, which date is not more than forty
(40) nor less than twenty (20) days prior to the institution of annexation pro-
ceedings; and
WHEREAS, a public hearing before the City Council of the City of Baytown,
Texas, where all interested persons were provided
with an
opportunity to be heard
on the proposed annexation of the
property described
in
Section 1 of this ordinance
was held within the area proposed to
be annexed
at 5:30
p.m., on the 11th day of
August, 1983, which date is not more
than forty
(40) nor
less than twenty (20) days
prior to the institution of annexation
proceedings;
and
WHEREAS, notice of such public hearing was published in a newspaper having
general circulation in the City of Baytown, Texas, and in the below described
territory on the 1st day of August, 1983, which date is not more than twenty (20)
nor less than ten (10) days prior to the date of such public hearings; and
WHEREAS, the total corporate area of the City of Baytown, Texas, on the
1st day of January 1983, was 29.35 square miles; and
WHEREAS, the population of the City of Baytown, Texas is approximately
59,635 inhabitants; and
WHEREAS, the below described territory lies within the extraterritorial
jurisdiction of the City of Baytown, Texas; and
WHEREAS, the below described territory lies adjacent to and adjoins the City
of Baytown, Texas; NOW THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:

Section 1:
That the following described Land
and
territory lying adjacent to
and adjoining the
City of Baytown is hereby added
and
annexed to the City of
Baytown, Texas,
and shall hereinafter be included within
the boundary limits of the
City of Baytown,
Texas, and present boundary limits
of such City, at the various
points contiguous to the area hereinafter described,
are
altered and amended so as
to include said area within the corporate limits of
the
City of Baytown, Texas,
to -wit:

Section 2: The above described territory and the area so annexed shall be a
part of the City of Baytown, Texas, and the property so added hereby shall bear its
pro rata part of the taxes levied by the City of Baytown, Texas, and the
inhabitants thereof shall be entitled to all of the rights and privileges of all the
citizens of the City of Baytown and shall be bound by the acts, ordinances,
resolutions, and regulations of the City of Baytown, Texas.
Section 3: In accordance with TEX.REV.CIV.STAT. art. 970a the service plan
prepared by the City for providing municipal services to the annexed area is
attached as Exhibit "B" and is hereby approved.
Section 4: This ordinance shall be published and passed in the manner
provided in Article 1, Section 9, of the Charter of the City of Baytown, Texas.
INTRODUCED, READ and PASSED on the FIRST READING this the 8th day
of September, 1983.

WILLOWCREEK SHOPPING CENTER _ PHASE II
BEGINNING at a point on the existing City Limit line, said point being
the Northwest corner of the Willowcreek Shopping Center, Phase I;
THENCE, North 00° 33' 45" West along the West property line of a 4.0
acre tract situated in the Harvey Whiting Survey, Abstract No. 840 as
conveyed to Brienwolf Corporation from Theo Wilburn and recorded under
County Clerk File No. J045877 of the Deed Records of Harris County,
Texas for a distance of 355.59 feet;
THENCE, North 000 33' 45" West for a distance of 30.0 feet to a point
for a corner; ,
THENCE, North 890 26' 15" East along the North right -of -way line of the
proposed street for a distance of 245.0 feet;
THENCE, South 000 33' 45" East along the existing City Limit line which
is parallel and 300 feet West of the Garth Road centerline, for a distance
of 30.0 feet;
THENCE, South 00° 33' 45" East along the existing City Limit line which
is parallel and 300 feet West of the Garth Road centerline, for a distance
of 355.59 feet to a point for a corner;
THENCE, South 89° 26' 15" West along the existing City Limit line, said
City Limit line being the Southern most property line of the aforementioned
4.0 acre tract, for a distance of 245.0 feet to the Point of Beginning,
containing 2.169 acres of land, more or less.

SERVICE PLAN FOR THE FIRE DEPARTMENT
1. Area being annexed Wi17owcreek Shopping Center, Phase II
2. The area will be assigned to the Fire Station No. 6
The newly annexed area will receive
the same services as other developments in the area.
3. The annexation of this area XM.}4)4Ylwill not require the construction of
additional buildings for this Department.
4. The annexation KXXX /will not require the purchase of additional vehicles.
Any purchases required will be made within two and one -half years of the
date of annexation. Please list any specific vehicle and attach hereto
as Exhibit "A ".
S. The annexation Uft /will not require additional personnel. The Department
will hire any required personnel as qualified applicants become available.
