ORDINANCE NO. 3515
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN AUTHORIZING CHANGE ORDER NO. 5 TO THE
CONTRACT WITH NAYLOR INDUSTRIES, INC. FOR REHABI-
LITATION OF THE WEST DISTRICT SEWAGE COLLECTION
SYSTEM SEWER LINE GROUTING AND MANHOLE REPAIR.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City Council does hereby authorize
Change Order No. 5 to the contract with Naylor Industries, Inc.,
for the rehabilitation of the West District Sewer Collection
System Sewer Line Grouting and Manhole Repair. A copy of said
change order is attached hereto marked "Exhibit A ", and made a
part hereof for all intents and purposes.
Section 2: This ordinance shall take effect from and after
the date of its passage.

deductions will be applied to the contract. The items listed
below represent a change in scope of work to sewer segments
which were not conducive to rehabilitation by methods proposed
in the original 1976 West District SSSES. The change in scope
of work and new cost effective analysis by line segment is
included in Attachment 1 to this "Change Order ".

specification Items and Revised Plans are hereby made a part of
this contract and attached hereto:

lene material and the resin from which the pipe is extruded
shall meet or exceed the requirements of Type II, Class C, Grade
P -34, Category 5 - conforming to ASTM D -1248 and ASTM D -3350,
latest revisions, and have the PPI recommended designation PE
3406. The liner and fittings to be sliplined into the existing
sewers six inches and larger shall conform to ASTM D --2122 and

ITEM NO. L330 - SLIP--LINING OF EXISTING SANITARY SEWERS
A: General: This item shall govern for slip - lining of existing
sanitary sewers for the purpose of restoring these lines to an
acceptable usable condition. Such slip -- lining shall be constructed
in accordance with this item.
B. Materials: The liner and fittings to be slip -lined into the
existing sewers 8- inches and larger shall be of a polyethylene
material and the resin from which the pipe is extruded shall meet
or exceed the requirements of a Type III,'Class C, Grade P -34
Category 5 - and have a cell classification of 335433C by ASTM
D -1248 and ASTM D- -3350, latest revisions, and have the PPI recom-
mended designation PE3406. The liner and fittings to be slip -lined
into the existing sanitary sewers eight inches and larger shall be
in the following sizes:

C. Installation Procedures:
1. Pumping: The Contractor will be required to furnish
pumping equipment in order to accomplish this work and to main-
tain continuous wastewater flow.
2. Line Obstructions: It will be necessary for the Contractor
to clear the lanes, that are to receive plastic liner, of any debris
and protruding service connections that might prevent the entry of
the liner.
The equipment and methods selected by the Contractor to clean the
sanitary lines prior to slip - lining will be subject to approval by
Engineer.

All debris taken from the sewers shall be properly disposed of
by the Contractor and the cost for this item shall be included
in price bid for cleaning of sewer lines.
The Contractor's attention is directed to the fact that portions
of these sewers may be in very poor condition at the top of the
sewer. It will be necessary that the Contractor exercise extreme
caution at these locations during the slip lining operation to
prevent further damage and in order to keep the sewers in service.
3. Excavation and Backfilling: Excavation will be required
at each building service connection to expose the existing connec-
tion and permit the working space required for reconnecting the
building service lead to the new plastic liner pipe. Access shaft
excavations will also be required at intermediate manholes, or
other intermediate points, where the liner pipe will be "fed" into
the existing sewer. When at all possible, these intermediate
access shaft excavations should coincide with building service
connection excavations, or critical deviations in line or grade.
Where excavations for insertion of the polyethylene liner are
made in a line section between two manholes, the polyethylene
pipe will be joined together with a circle seal clamp or a.stain-
less steel full encirclement clamp. Minimum clamp lengths for
each liner size are as follows:

On all excavations where the polyethylene pipe has been exposed,
there shall be placed, prior to backfilling, a bedding below the
pipe and encasement around and above the pipe of a minimum thick-
ness of 12 inches, using cement stabilized sand. Before any
excavation is done for any purpose, it will be the responsibility
of the contractor to check with the various utility companies and
determine the location of their facilities. Any necessary temp-
orary constructicn right- of- -s:,ay and /or storage areas will-be
arranged for by the contractor.
Access shafts and point repairs under flexible base streets
(asphalt) shall be backfilled and tamped to standard 95% Proctor.
Backfill for a distance of 6 feet from the pavement edge of both
asphaltic and Portland cement concrete pavements shall be tamped
to standard 95% Proctor. Backfill under concrete streets will be
cement stabilized sand. Backfill placement shall not begin until
approval has been given by the Engineer.

4. Pi e Jointing: Sections of plastic liner pipe shall be
assembled and joined on the site, above ground. Jointing shall
be by the heating and butt - fusion method and in strict conformance
with the manufacturer's recommendations.
5. Insertion of Liner: After completing the access shaft
excavation, the top of the existing sewer, down to the spring line,
shall be removed for the full length of the access shaft. A power
winch shall then be connected to the end of the liner by use of a
pulling head so that the liner can be fed into the existing sewer.
Some type of bumper shall be provided in order to prevent the
ragged edges of the broken out sewer pipe from scoring the outside
of the liner as it is pulled into the pipe.
Precautions shall be taken not to damage the liner or break any.
of the joints. Sufficient time shall be allowed for pipe to return
to normal length (over - elongation due to higher temperature at
installation) based upon average temperature in the sewer.
6. House Service Connections: After the liner has been pulled
into place and secured in the manhole walls, each existing service
connection, as directed by the Engineer, shall be reconnected to
the new liner. A portion of the existing sewer around each service
connection shall be removed to expose the liner pipe, and provide
sufficient working space for making the new service connection.
Service laterals shall be connected by the use of a prefabricated
polyethylene saddle or equal. The polyethylene saddle shall be a
two piece saddle equipped with neoprene gaskets so that a complete
seal is accomplished when the two piece saddle is placed around the
polyethylene pipe and pulled together with four stainless steel
bands. 'The stub -out attached to the saddle must protrude into the
polyethylene liner a distance equal to the wall thickness of the
polyethylene liner in place. The stub -out shall then be attached
to the service lateral with a suitable fitting of the banded
coupling type conforming to ASTM C594. The fitting shall be secured
to the service lateral and polyethylene stub -out with stainless
steel bands. The entire service connection shall be encased with
a one -foot cover of cement stabilized sand backfill. The price bid
for reconnecting service lines shall be full compensation for all
labor, materials and equipment necessary to accomplish the work
including backfilling.
7. Manhole Re lacement: In those places where the main access
shaft is excavated at an existing manhole, the manhole will be re-
placed with new manhole conforming to Specification item No. L303.
Where new manholes are not required at the access shaft locations,
the line will be encased as specified before back-filling.

8. Sealinq Pol eth lene Pipe in Manholes: The annular space
between the polyethylene liner and existing sewer line must be
sealed where the sewer line enters or exits each manhole. The
annular space may be sealed with chemical seal. The chosen method
must be approved by the Engineer.
D. Cleanup Operations: All materials not used in the backfilling
operation shall be disposed of offsite by the contractor. Finish
grading shall be as required and in locations other than in street
rights -of-ways the surface shall be graded smooth, suitable for
planting grass.
E. Air Testing: Due to the fact that this sewer system is in
operation and must be kept in operation, the Contractor will not
be required to test the liner after installation. However, in the
event that poor workmanship is evident in the jointing of the sec-
tions of liner, the Engineer, at his option, may require the liner
to be tested before insertion in the existing sewer.
1. The low pressure air test shall be performed with AIR -LOC
equipment manufactured by Cherne Industrial, Inc., Hopkins,
Minnesota, or equal, and shall be conducted under the supervision
of the Engineer.
F. Measurement and Payment:
1. Cleaning of Sanitary Sewers: The unit price bid for cleaning
of sanitary sewers shall be full compensation for all labor and
equipment required to clean, prior to slip-lining all sewer lines
in this project, including collection, transportation and disposal
of sand and debris from the sewers at a legal dump site.
2. Slip- Lining: The unit price bid for slip- lining the sewer
lines shall be full compensation for all materials, labor and
equipment required to complete this project as per plans and spec-
ifications.
Included in the unit bid price for slip - lining shall be the cost for
excavation and backfilling of access shafts, except in the case when
a shaft is excavated in a paved street in which case payment items
(removal and replacement of concrete base and surface, and special
backfill) are provided separately.
3. Reconnection of Service Lines: The unit price bid for recon-
nection of 6" or all other house or building service lines shall be
full compensation for all materials, labor, and equipment necessary
to locate and make these connections. Any number of houses or
buildings discharging into a common point of the sewer line is
counted as one and only one house connection. There will be no sep-
arate payment for manhole replacement.
4. Street Surface: The street surface repairs where required
for liner's access shafts and house or building service line re-
connections shall be paid for at the unit prices bid for base and
surface.

shall be replaced with the following:
I. Dry Point Repair:
a. Dry Point Repair in Accordance with Paragraph B.l:
A dry point repair shall be paid for at the unit price bid
per each for all repairs necessary within a 12' section,
according to the size and depth of pipe including repair of
sewer service connections if necessary where the existing
carrier pipe is required to be replaced.
b. Dry Point Repair in Accordance with Paragraph B.2:
A dry point repair shall be paid for at the unit price bid
per each for all repairs necessary within a 12' section,
according to the size and depth of pipe including repair of
sewer service connections if necessary where the existing
carrier pipe is not required to be replaced, and the line is
scheduled for sliplining. This repair will be termed
"Obstruction Removal" in the Bid Proposal Item.
