ORDINANCE NO. 3511
AN ORDINANCE PROVIDING FOR THE REDISTRICTING OF THE
CITY OF BAYTOWN, AS PROVIDED BY ARTICLE NO. II,
SECTIONS 12 and 17, OF THE CHARTER OF THE CITY OF
BAYTOWN, AND PROVIDING FOR THE EFFECTIVE DATE
THEREOF.
WHEREAS, Article II, Sections 12 and 17, of the Charter of
the City of Baytown, provides that the City shall be divided into
Six (6) Districts according to population for election purposes;
and
WHEREAS, it is deemed advisable, at this time, that the City
of Baytown be redistricted so as to reflect the new population
figures for the City as determined by the Federal Census of 1980;
NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the City of Baytown is hereby divided into
Six (6) Election Districts as follows: (Calls along roads, and
streets, and other rights -of -ways are along the center of the
right -of -way; the unannexed Exxon property is that property
within Industrial District No. 1, as described in Ordinance No.
886 and the amendments thereto)
Council District 1: Beginning at the crossing of Goose Creek and
Decker Drive, follow Goose Creek in a southerly direction to
Market St., east on Market Street to Stadium Street, south on
Stadium Street to the Southern Pacific R.R., east on the railroad
right -of -way to South Pruett St., south on South Pruett St. to
Stella St., west on Stella St. to Lee Drive, south on Lee Drive
to the city limits at Tabbs Bay, then following the city limit
line, generally west and north along Tabbs Bay to Park St.
extended, east on Park Street. extended and Park St. to the city
limits bounding the unannexed Exxon property, and then following
this city limits as it proceeds southwest to Bayway Drive,
southeast along the east right -of -way of Bayway Drive, north to
the Missouri Pacific Railroad right -of -way, southeast on the M.P.
right -of -way to the Southern Pacific right -of -way, east on the S.
P. right -of -way, and continuing to follow the city limits as they
turn northeast then southeast, and then northeast again to the
west right -of -way of Airhart Drive. Continue northeast along the
right -of -way of Airhart Drive, departing from the city limits, to
Decker Drive, then southeast on Decker Drive to Goose Creek.
Council District 2: Beginning at the intersection of Bush Road
and Baker Road, proceed west along Baker Road to the west
right -of -way of Decker Drive, southeast along Decker Drive to the
city limit bounding the unincorporated Exxon property, west,
then south, then southwest following this city limit to Park St.,
west on Park St. and Park St. extended to the city limit along
Scott Bay, Crystal Bay, Burnett Bay and Spring Creek to Decker

Drive, continuing along the city limit line on the Northeast side
of Decker Drive, turning east with the city limit line that is
the north boundary of Craigmont Place, and continuing to follow
the city limit line north on Redell Road, around the Coady Land
Fill, south on Redell Road, east on the north boundary of Decker
Terrace, north along Goose Creek, southeast on the south right of
way of Lynchburg Cedar Bayou Road and continuing with the city
limit south and then east to the west right -of -way of Bush Road,
and south along Bush Road to Baker Road.
Council District 3: Beginning at the intersection of Alexander
Drive and Ward Road, proceed east on Ward Rod to Kilgore Road,
south on Kilgore Road to O'Neal, east on O'Neal and O'Neal
extended to Cedar Bayou, then following the city limit line along
Cedar Bayou around Ash Lake, west to Tri- Cities Beach Road, and
continuing to follow the city limits north on Tri - Cities Beach
Road, and along Tabbs Bay to Lee Drive. Then proceed north on
Lee Drive to Stella Street, east on Stella St. to South Pruett
St., north on South Pruett St. to the Southern Pacific ROW, east
on the S.P. ROW to Gulf Street, east on Gulf Street to South Main
Street, north on S. Main Street to Texas Ave., east on Texas Ave.
to Fifth St., north on Fifth St. to Sterling Ave. E., east on
Sterling Ave. to N.Seventh St., north on N. Seventh St. to East
James, east on East James to Alexander Drive and north on
Alexander Drive to Ward Road. The incorporated area east of Cedar
Bayou owned by U. S. Steel is included in this district.
Council District 4: Beginning at the intersection of North Main
Street and Massey - Tompkins, proceed est on Massey - Tompkins to
Cedar Bayou - Crosby, north on Cedar Bayou - Crosby to the city limit
line north of Hardin Road and east along the city limit line to
Raccoon Drive. Continuing along the city limit line proceed
north on Raccoon, around the W. L. Jenkins and J. C. Hollaway
Parks, north on Raccoon to the north boundary of Tierra del Oro,
east on this boundary to Cedar Bayou and south along Cedar Bayou,
following the city limit line whenever it does not follow Cedar
Bayou, to O'Neal extended. Leave the city limit line and proceed
west on O'Neal extended and O'Neal to Kilgore Road, north on
Kilgore Rd. to Ward Rd., west on Ward Rd. to Alexander Dr., north
on Alexander Dr. to Largo Dr., northwest on Largo Drive to Nolan
Rd., north on Nolan Rd. to Cedar Bayou Rd. west on Cedar Bayou
Rd. to N. Main St., north on N. Main to Massey - Tompkins. This
district will also include the incorporated areas east of Cedar
Bayou that are owned by Mobay Chemical Company and H.L.& P., and
the incorporated areas on either side of I -10 that are owned by
Gulf Oil Corporation and J. M. Huber,Inc.
Council District 5: Beginning at the point where Decker Dr.
crossed Goose Creek, proceed northeast along Goose creek to S.H.
201, east on S.H. 201 to N.Main St., south onN. Main St. to Cedar
Bayou Rd., east on Cedar Bayou Road to Nolan Rd., south on Nolan
Rd. to Largo Dr., southeast on Largo Dr. to Alexander Dr.,
southwest on Alexander Dr., southwest on Alexander Dr. to E.
James St., west on E. James St. to Seventh St., south on Seventh
St. to E. Sterling Ave., west on E. Sterling to N. Fifth St.,
south on N. Fifth St. to E. Texas Ave., west on E. Texas Ave. to
Main St. south on S. Main St. to Gulf Ave., west on W. Gulf Ave.
to the southern Pacific ROW, southwest on the ROW to Stadium St.,
north on Stadium St. to Market St., west on Market St. to Goose
Creek, and generally north along Goose Creek to the Point of
Beginning.
Council District 6: Beginning at the intersection of Decker Dr.
and Baker Rd., proceed est on Baker Road, to the west boundary of
Willowcreek Shopping Center, then follow the city limit line to
Crosby -Cedar bayou Rd., proceed south on Crosby -Cedar Bayou Rd to
Massey- Tompkins, west on Massey - Tompkins to N. Main St. south on
N. Main St. to S.H. 201, west on S.H. 201 to Goose Creek,
southerly along Goose Creek to Decker Drive, northwest on Decker
Dr. to the west right -of -way of Airhart Dr., southwest on the
Airhart right -of -way to the eastern most point of the unin-
corporated Exxon property, and then follow the city limit in a
generally northwest direction the northern boundary of the
unincorporated area. Then proceed northwest along the west
right -of -way of Decker Dr. to Baker Rd. the point of beginning.

Section 2: This ordinance shall take effect from and after
its passage by the City Council of the City of Baytown.
