ORDINANCE NO. 3454
AN ORDINANCE PROVIDING FOR THE EXTENSION OF CERTAIN
BOUNDARY LIMITS OF THE CITY OF BAYTOWN, TEXAS, AND
THE ANNEXATION OF GOOSE CREEK SHOPPING CENTER AND
ADJACENT LAND WHICH SAID TERRITORY LIES ADJACENT TO
AND ADJOINS THE PRESENT BOUNDARY LIMITS FOR THE
CITY OF BAYTOWN, TEXAS.
WHEREAS, a public hearing before the City Council of the
City of Baytown, Texas, where all interested persons were
provided with an opportunity to be heard on the proposed annexa-
tion of the property described in Section 1 of this ordinance,
was held at 7:00 p.m. in the City Council Chamber of the City
Hall of the City of Baytown, Texas, on the 12th day of August,
1982, which date is not more than forty (40) nor less than twenty
(20) days prior to the institution of annexation proceedings; and
WHEREAS, a public hearing before the City Council of the
City of Baytown, Texas, where all interested persons were
provided with an opportunity to be heard on the proposed an-
nexation of the property described in Section 1 of this ordinance
was held within the area proposed to be annexed at 5:30 p.m., on
the 12th day of August, 1982, which date is not more than forty
(40) nor less than twenty days prior to the institution of
annexation proceedings; and
WHEREAS, notice of such public hearing was published in a
newspaper having general circulation in the City of Baytown,
Texas, and in the below described territory on the 26th day of
July , 1982, which date is not more than twenty (20) nor less
than (10) days prior to the date of such public hearings; and
WHEREAS, the total corporate area of the City of Baytown,
Texas, on the lst day of January 1981, was 28.79 square miles;
and
WHEREAS, the population of the City of Baytown, Texas is
approximately 56,650 inhabitants; and

WHEREAS, the below described territory lies within the
extraterritorial jurisdiction of the City of Baytown, Texas; and
WHEREAS, the below described territory lies adjacent to and
adjoins the City of Baytown, Texas; NOW THEREFORE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: That the following described land and territory
lying adjacent to and adjoining the City of Baytown is hereby
added and annexed to the City of Baytown, Texas, and shall
hereinafter be included within the boundary limits of the City of
Baytown, Texas, and present boundary limits of such City, at the
various point contiguous to the area hereinafter described, are
altered and amended so as to include said area within the
corporate limits of the City of Baytown, Texas, to -wit:

Section 2: The above described territory and the area so
annexed shall be a part of the City of Baytown, Texas, and the
property so added hereby shall bear its pro rata part of the
taxes levied by the City of Baytown, Texas, and the inhabitants
thereof shall be entitled to all of the rights and privileges of
all the citizens and shall be bound by the acts, ordinances,
resolutions, and regulations of the City of Baytown, Texas.
Section 3: In accordance with TEX.REV.CIV.STAT. art. 970a
the service plan prepared by the City for providing municipal
services to the annexed area is attached as Exhibit "B" and is
hereby approved.
Section 4: This ordinance shall be published and passed in
the manner provided in Article 1, Section 9, of the Charter of
the City of Baytown, Texas.

FIELD MOTES FOR GOOSE CREEK SHOPPING CENTER

BEING a parcel or tract of land containing 3.54 acres out of Block 19 of
Highland Farms Subdivision, Harris County, Texas, as recorded in Volume 10 at
Page 47 of the Map Records of Harris County, and being a part of that certain
tract of land conveyed to william B. Ramsey by Bernard J. Murski and wife in
deed recorded in Volune 6918 at Page.462 of the Deed Records of Harris County,
Texas, and being more particularly described by metes and bounds as follows:
BEGINNING at the point of intersection of the East right -of -way line of
Garth Road, as widened, with the North right -of -way line of Sharon Road,
said point marked with a 3/4" iron rod;
THENCE North 7$° 26' 25" East with the*North right --of -way line of Sharon
Road a distance of 245' to a paint tailed the POINT OF BEGINNING;
THENCE North 060 30' 30" West a distance of 434.34' along a line parallel

SERVICE PLAN

CThe land proposed for annexation is an area of 3.54 acres known as Goose
Creek Center. This development is located in the northeast quadrant of
the intersection of Garth Road and Sharon Lane. The land is located in
Block 19 of the Highland Farms Subdivision, Harris County, Texas.'
The area proposed for annexation does abut the existing limit on the
west side, near the eastern right -of -way of Garth 'Road.
Detailed Service Plans for each City Department concerned is available
in the .City Clerk's Office for individual analysis.
No Department surveyed anticipates the need for any new city buildings,
personnel or equipment. All Departments concerned will commence applicable
services upon .completion of the Center, when construction begins, or upon.
completion of the annexation process, as appropriate.
The area annexed will become a part of Fire District 6 and Patrol Zone 7.
Access to the property will be.fram Garth Road. Water and Sanitary. Sewer
services are also available in Garth Road. Refuse pickup is not provided
by the City for commercial developments, so this service plan is not
necessary. Drainage facilities are provided by part of San Jacinto
Mall's detention facility'.

PUBLIC WORKS SERVICE PLAN FOR:
1. Area being annexed: Goose Creek Shopping Center
2. A. Water service is available from a.16" water line on Garth Rd. Sanitary
sewer is provided by a 15" gravity line that flows to the Garth Rd.
Lift Station, Both utilities are adequate to provide service to this
area.
B. Storm drainage.will flow to the Garth Rd, drainage ditch and south to a
Harris County Flood Control ditch,
C. Solid Waste service will need to be privately contracted by the commercial
facilities at the Center.
3. The annexation will not require the construction of additional buildings for
this Depart-ment..
4. The annexation will not require the purchase of additional vehicles.
5.. The annexation will not require additional. personnel,

FIRE PROTECTION SERVICE PLAN FOR
GOOSE CREEK CENTER
1. Area being annexed: Goose Creek Center
2. Fire District to which area will be assigned: District No. 6
Newly annexed area will receive the same protection as other areas in this
district.
3. The annexation of this area K,919 /will not require the construction of
additional buildings for the Fire Department.,
4. The annexation will require the purchase of no
additional fire trucks. Such purchase, if necessary, will be made within
two and one -half years of the date of annexation. The list of specific
equipment, if any, is attached hereto as Exhibit "A ".
5. The annexation will require the addition of no
fire fighters to the City of Baytown Fire Department. The City of Baytown
will hire such additional fire fighters as qualified applicants become
available.
