ORDINANCE NO. 3166
AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR OF THE
CITY OF BAYTOWN TO EXECUTE AND THE CITY CLERK TO ATTEST
TO AN AGREEMENT WITH THE HARRIS COUNTY APPRAISAL DISTRICT,
AND PROVIDING FOR THE EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN:
Section 1: That the City Council of the City of Baytown
hereby authorizes and directs the Mayor and City Clerk of
the City of Baytown to execute and attest to an agreement
with the Harris County Appraisal District to match tax
account numbers. A copy of said Agreement is attached
hereto, marked as Exhibit "A ", and made a part hereof for
all intents and purposes.
Section 2: That this ordinance shall take effect from
and after its passage.
INTRODUCED, READ, and PASSED by the affirmative vote of
the City Council of the City of Baytown on this the 28th day

Harris County Appraisal District (the "District "), a political
subdivision of the State of Texas acting herein by and
through its Chief Appraiser, Searcy German, and
THE CITY OF BAYTOWN
, (the "Unit "), a taxing unit in the
District and a political subdivision of the State of Texas,
entere into the following agreement:
I.
From and after January 1, 1982, the District is charged
with the responsibility of appraising property in the District
for ad valorem tax purposes of the State and each taxing
unit that imposes ad valorem taxes on property in the District.
The Unit is one such taxing unit in the District. In order
to facilitate the tasks of the District and to preserve and
maintain the integrity of the tax records of the various
taxing units in the District, such District, after pilot
study and review, has embarked upon a tax account numbers
matching project.
II.
The District and the Unit enter into this Agreement to
promote governmental efficiency and economy and to insure
that the District receives at the earliest possible time
that information needed to construct and maintain a District -
wide appraisal and record system and to be able to provide
the Unit with pertinent information keyed to such Unit's own
tax account numbering system.

III.
This Contract shall be effective from the date hereto to
July 1, 1981, provided, however, if additional time is
required to complete performance of the services to be
provided hereunder, such term may be extended by agreement
of the parties for an additional period of three months.
IV.
The District shall furnish to the Unit a listing of all
real property, by abstract or subdivision, situated within
the boundaries of the Unit. Such listing shall. indicate the
name and address of the owner of the property, a description
of the property, and the account number assigned to such
property by the Tax Office of Harris County, Texas, and
shall contain an appropriate school district code. In
addition, the District shall furnish to the Unit written
guidelines to be followed by the Unit in the tax account
number matching process.
The Unit, acting by and through its Tax Assessor-
Collector shall compare such listing with the Unit's current
tax records and enter on said listing such Unit's tax account
number for the corresponding item of property. If the tax
records of the Unit reflect an item of property not included
on the listing furnished to such Unit by the District, the
Unit will cause such item of property to be added to the
listing provided by the District. Each such addition shall
include the tax account number of the Unit, a description of
the item of property, and the name and address of its owner.
After completion of the matching of tax account numbers,
the Unit shall return the listing to the District. In
addition, the Unit shall furnish to the District a copy of
such Unit's tax data file in computer readable form, together

with such Unit's tax data file layout. From such information,
the District shall employ a computer process to match the
property owner's name with the description of property
owned.
The District shall then merge all information provided
into a District --wide system and shall provide the Unit a
listing of all items of real property within such Unit. -
Such listing shall reflect the tax account numbers of the
Unit and the District, the description of each item of
property, and appraised values for each item of property for
the Unit and the District. Should a discrepancy exist as to
name of owner or description of property, all names and
description shall be shown.
Upon receipt of such master listing, the Unit will
verify that all items of real property within the Unit are
shown on such master listing. in the event of omission or
discrepancy, the same shall be noted on such listing and.
returned to the District for correction. The District shall
cause such corrections to be timely made and furnish its
corrected copy of such master listing to the Unit.
IV.
For the services to be performed by the Unit under the
provisions of this Contract, the District agrees to pay to
the Unit the sum of $0.25 for each item of real property
matched on such initial listing or identified thereon as a
problem match. Such payments shall be made by the District
to the Unit within thirty days after the District receives
from the Unit the listing reflecting the tax account numbers
matched and an invoice reflecting the total number of items
of property matched by account number or identified as
problem matches.
