Ordinance No. 2,91800626 -3 ORDINANCE NO. 2918 AN ORDINANCE AUTHORIZING A CHANGE ORDER TO THE CONTRACT WITH BROWN & ROOT, INC., TO PROVIDE FOR THE REMOVAL OF THE EXISTING ASPHALT AND THE PLACEMENT OF NEW ASPHALT ON WEST LOBIT, FROM JAMES STREET TO PRUETT STREET, UNDER THE 1980 STREET IMPROVEMENT PROGRAM AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: Section 1: That the City Council does hereby authorize a change order to the contract with Brown & Root, Inc., to provide for the removal of the existing asphalt and the placement of new asphalt on West Lobit, from James Street to Pruett Street, under the 1980 Street Improvement Program. A copy of said change order is attached hereto, marked Exhibit "A," and made a part hereof for all intents and purposes. Section 2: This ordinance shall take effect from and after its passage. Lobit Change Order After extensive base work was done on W. Lobit Avenue between Decker Drive and .lames Street, the Engineering Department realized the initial street cores were not representative of the material found when the reconstruction was in progress. Additional cores were taken between James Street and N. Pruett to provide further base information. Upon careful review of this information and a study of W. Lobit, the following alternatives are available: 1. Asphalt overlay (Remove & salvage existing asphalt) - $21,545.84 2. Asphalt overlay only - 19,231.12 3. Do nothing this year and add to next year's street program The work completed to date on W. Lobit comes to $96,398.73 including asphalt from Decker Drive to James Street. The estimated cost of W. Lobit was $104,626.36. The original contract for the 1980 Street Improvement Program was $385,803.60. Change orders and overruns to date bring our contract to $404,800.00. A total of $425,000 was budgeted for the 1980 Street Improvement Program. I recommend that we do alternate number 1 which would be to remove and sal- vage the existing asphalt from James Street to Pruett Street and lay 11" of new asphalt. The core tests indicate there is adequate base material in place. We do not want to raise the crown of the street any higher than it is now because of the probability of cars dragging at the driveways. By removing the existing asphalt and relaying new asphalt, we will have a new improved riding surface at the present street elevation. The cost for this is approximately $21,545.84, which would bring our total expenditures to approximately $426,346. This would be slightly over our budget of $425,000 and there could be some unforeseen over- runs on the balance of the contract work. ND/lc
