AN ORDINANCE CREATING A COMMUNITY DEVELOPMENT ADVISORY
COMMITTEE; DEFINING ITS POWERS AND DUTIES; MAKING
VARIOUS FINDINGS AND PROVISIONS RELATED THERETO.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN:
Section 1: That Chapter 2, "Administration," Article
II, Boards and Commissions, of the Code of Ordinances of the
City of Baytown is hereby amended by the adoption of a new
Division 5, Community Development Advisory Committee, Sections
2 -59 through 2 -61, providing for a Community Development
Advisory Committee, which shall read as follows:
Sec. 2 -59. Community development advisory committee -- creation,
membership, appointment.
(1) There is hereby created a community development advisory
committee, hereafter referred to as the committee, which
shall consist of twelve (12) members. The members of this
board shall be residents of the city and shall be appointed
by city council.
(2) The board shall consist of at least eight (8) low to
moderate income residents of the city (as defined by the
Department of Housing and Urban Development). Minority
groups will at least be represented in proportion to such
city -wide percentage representation. The board shall consist
of at least one (1) member from each of the six (6) council
districts.
(3) Of the original twelve (12) members, four (4) shall be
appointed for three (3) years, four (4) shall be appointed
for two (2) years, and four (4) shall be appointed for one
(1) year. Thereafter, all appointments shall be for three
(3) year terms. A term of office shall commence on January
1 of the initial year of appointment.
(4) All members shall be subject to removal by the council
for cause.
Sec. 2 -60. Same -- Powers and duties.
(1) The committee shall hold public hearings and meetings
to advise citizens of the status and other matters pertaining
to the Community Development Block Grant Program.
(2) The committee shall report and make recommendations to
city council as to the status and other matters pertaining
to the Community Development Block Grant Program.
Sec. 2 -61. City community development director.
The city community development director shall serve as ex
officio secretary of the board and shall perform the following
services:
(a) Keep the minutes, books, files, and records of the
committee;
(b) Send out all notices and attend to all correspondence
under the direction of the board;
(c) Assist the board.
Section 2: This ordinance shall take effect from and
after its passage.
INTRODUCED, READ, and PASSED by the affirmative vote of
a majority of the City Council of the City of Baytown this
8th day of February , 1979.
