ORDINANCE NO. 2320
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AUTHORIZING AND DIRECTING THE MAYOR AND CITY
CLERK OF THE CITY OF BAYTOWN TO EXECUTE AND ATTEST TO A
FACILITIES MANAGEMENT CONTRACT WITH B. H. GREER, d /b /a
COMPUTER CONSULTING SERVICES FOR DATA PROCESSING SERVICES
AND PROVIDING FOR THE EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS:
Section 1: That the City Council of the City of Baytown,
Texas, hereby authorizes and directs the Mayor and City
Clerk of the City of Baytown to execute and attest to a
facilities management contract with B. H. Greer, d /b /a
Computer Consulting Services for data processing services.
A copy of said contract is attached hereto, marked Exhibit
"A," and made a part hereof for all intents and purposes.
Section 2: This ordinance shall take effect from and
after its passage by the City Council of the City of Baytown,
Texas.
INTRODUCED, READ, and PASSED by the affirmative vote of
the City Council this 22nd day of September 1977.

This contract made and entered into by and between
the City of Baytown, Texas, a municipal corporation, herein-
after called the "City ", and B. H. Greer, doing business as
Computer Consulting Services, hereinafter called the "rdanager ",
this the day of 1977, witnesseth
that:
I.
For and in consideration of the sum of Eighteen
Thousand and No /100 ($18,000.00) Dollars per year, payable
in twelve (12) equal monthly payments on or before the fifth
(5th) day of the month following the month of service, to
the Manager by the City, Manager will plan and direct the
City's data processing operations consistent with the Scope
of Services of the Facilities Manager formulated by the City
of Baytown, a copy of which is attached hereto marked
Exhibit "A" and made a part hereof for all intents and
purposes.
It is specifically agreed and understood by the
parties hereto that the planning and directing of the City's
data processing operations contemplated by this contract
should require no more than one thousand (1,000) hours per
year and that one thousand (1,000) hours per year is the
maximum number of hours that Manager will be required to devote
to the performance of his duties under this contract.
It is further agreed and understood that the City
may desire additional services to be performed during the
term of the contract and that for the performance of such
additional services :`.tanager shall be compensated at the rate
of Eighteen and No /100 ($18.00) Dollars per hour. Manager
agrees to endeavor to use his time diligently and efficiently
to accomplish the City's data process planning and directing
needs during each year of this contract.
II.
The term of this contract shall be for a period of
three (3) years beginning October 1, 1977 and ending September
300 1980. Either party hereto may cancel this contract upon
thirty (30) days written notification to the other party.
Any amount due for any part of a month shall be prorated.
III.
If funds are not appropriated to continue the
planning and data processing of the City's operations con-
templated by this agreement and for the payment of the fees
hereunder, City may terminate this agreement at the end of
its current fiscal period. City will pay to Manager all
charges incurred through the end of such fiscal period.
IV.
It is agreed and understood that this contract is
for professional personal services and is not assignable.

SCOPE OF SERVICES - FACILITIES MANAGER
The Facilities Manager will be responsible for

planning and directing the work flow of the City's ongoing
data processing operations. This will include supervision
of production operations, employee technical training,
operating procedures development, system backup and security
and performance reporting. He will also be responsible for
the maintenance and development of new and existing data
processing systems. This will include the analysis of the
work flow involved in any of the data processing systems,
including work flows in user departments needing data processing
services, the development or enhancement of the general
systems design of new or existing systems, the programming
and testing of new programs and the maintenance or modifica-
tion of existing programs, the development of data conversion
plans and procedures, the preparation of documentation on
new and existing systems specifically including computer
operating manuals and keypunch manuals, the implementation
of new systems, and the training of user department employees
in the use of new systems. He will also be responsible for
advising the City staff on the use of the City's data
processing equipment and problems associated with data
processing operations.
The Manager will coordinate his work with the City
staff which will be responsible for setting production
priorities and making decisions concerning priorities for
program maintenance and new systems development. The City
staff will also retain responsibility for personnel management
of City data processing employees.
