Ordinance No. 2,2247522 ORDINANCE NO. 2224 AN ORDINANCE CREATING THE DEPARTMENT OF PERSONNEL FOR THE CITY OF BAYTOWN; PROVIDING FOR THE POWERS AND DUTIES OF THE HEAD OF SUCH DEPARTMENT; REPEALING ORDI- NANCES INCONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE, AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. WHEREAS, the City of Baytown has established City service rules to secure and retain employees on the basis of merit and fitness for the work to be performed; and WHEREAS, the Personnel Director has been delegated the responsibility of developing, administering, and interpreting this City civil service system; and WHEREAS, Section 22 of the Charter of the City of Baytown allows Council by ordinance to create offices and departments; and WHEREAS, the City Council deems it advisable to formally create, pursuant to said Charter provision, the Department of Personnel and the position of Personnel Director; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: Section 1: That the Code of Ordinances of the City of Baytown is hereby amended by the amendment of Chapter 2, "Administration," Article I. In General, by the addition of two new Sections 6 and 7, which shall read as follows, to- wit. Sec. 2 -6. Department of personnel -- Created; personnel director to be head; appointment. There is hereby established the department of personnel for the city. The head of this department shall be the personnel director. Sec. 2 -7. Same -- Duties of personnel director. The personnel director shall be the chief advisor to the council, to all offices, departments and agencies and to all officers and employees in personnel matters. It shall be his duty to perform all services incident to his position and to serve as director of the city and /or civil service. 7523 Section 2: That the Code of Ordinances of the City of Baytown, is hereby amended by the amendment of Chapter 8, "City Civil Service for Firemen and Policemen," Section 8 -1, Definitions, by providing a new definition of director, which shall read as follows, to -wit: Director. Section 3: That the Code of Ordinances of the City of Baytown, Texas is hereby amended by the amendment of Chapter 8, "City Civil Service for Firemen and Policemen," by repealing Section 8 -10 thereof, and the same shall cease to have force and effect from and after the effective date of this ordinance. Section 4: That the Code of Ordinances hereof is hereby amended by adding thereto a new Section 8 -10, Director of firemen's and policemen's civil service, which shall read as follows, to -wit: Sec. 8 -10.
