AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS,AUTHORIZING A CHANGE ORDER TO THE CONTRACT FOR
THE 1975 STREET IMPROVEMENT PROGRAM,PHASE II WITH
BROWN &ROOT,INC.,AND PROVIDING FOR THE EFFECTIVE
DATE HEREOF.
BEIT ORDAINED BY THECITY COUNCIL OF THE CITY OF
BAYTOWN,TEXAS:
Section 1:That the City Council does hereby authorize
a change order to the contract for the 1975 Street Improvement
Program,Phase II with Brown &Root,Inc.A copy of said
change order is attached hereto,marked Exhibit "A,"and
made a part hereof for all intents and purposes.
Section 2:This ordinance shall take effect from"and
after the date of its passage by the affirmative vote of the
City Council of the City of Baytown.
INTRODUCED,READ and PASSED by the affirmative vote of
a majority of the City Council of the City of Baytown this
13th day of May 1976.

SUBJECT:Change Order No2 to-1975 S.I.P>Phase II
Attached is a copy of a letter from Jim Sanders of Planning identi
fying the problem on Market St in the vicinity of Lee Dr.I agree
with Jim in regards to this problem and I recommend that this section
of Market St be paved.with 8"concrete pavement.There is not
enough money left in the Thomas Traffic Circle project to cover the
cost of this additional pavement.This additional pavement is 330s.y.
and would cost an estimated $6,900.00.We do howeverhavean estimated
$40,000.00 surplus from our 1975 Street Improvement Program,Phase
II.Although some of this money has been designated for traffic
signal installation,there still should bean adequate surplus to
cover this additional work.Brown &Root,our contractor,has been
informed of this proposed change and they are agreeable.

SUBJECT:Street Improvement
The improvements currently underway for the intersection of Decker/Texas/
Lee/Market (former Thomas Circle)will create a problem on Market St.
As you know,the northeast bound lanesof Market St.consist of about
twenty-four (24)feet of concrete pavement and about thirty (30)feet
of asphaltic pavement with a slight drop from the concrete to the asphalt.
Previoustraffic channelization allowed the two thru lanes (i.e.,from
Market St.into the traffic circle area)to remain on the concrete
portion.New channelization,due to currently underway improvements,will
move northeast bound traffic to theright asit approaches the Lee/Market
Intersection to the extent of about one lane-width.The results of this
movement will be that the right-hand thru lane will have to make a
transition from the concrete to the asphaltic section,across the now-
present bump.
Weshould look at alleviating this drastic elevation change either
through replacement of the existing asphaltic paving within the
thru traffic lane with concrete,or by overlaying the asphaltic section
to provide a smooth transition between the two types of surface.
