BE IT ORDAINED BYTHE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS: /fs*v Section 1:That the City Council of the City of Baytown,Texas,hereby endorses the Memorandum of Agreement Between the Houston-Galveston Area Council andtheSam Houston Resource Conservation and Development (RC&D)Sponsors and authorizes the City Manager to execute and disseminate evidence of such endorsement.A copyof said Memorandum of Agreement is attached hereto,marked Exhibit "A,"and made a part hereof forall intents and purposes. Memorandum of Agreement between the Houston-Galveston Area Council and the Sam Houston Resource Conservation and Development (RC&D)Sponsors This memorandum of agreement is entered into by andbetween the Houston-Galveston Area Council (hereinafter referred toas the Agency)and the Sam Houston RC&D Sponsors (hereinafter referred to as the Sponsors). Whereas the Agency was duly established pursuant to laws ofthe State of Texas on September 9,1966,and Whereas the Agencyhas overall responsibility for initiating and carrying on an areawide comprehensive planning process for the Gulf Coast State Planning Region,including Walker,Montgomery, Harris,Fort Bend,Brazoria,Matagorda,Wharton,Colorado,Austin, Galveston,Liberty and Chambers Councils,and Whereas the Agency is committed to a policy coordination of planning activities among all organizations concerned with physical, social,and economic development of the Gulf CoastState Planning Region,and Whereas the Sponsors have organized the Sara Houston RC&D Council for the purpose of coordinating their activities in directing and carrying out a program of landconservation and land utilization, and thereby to accelerate economic development,increase employ- ment opportunities,and improve environment in order to foster a sound economy and improve the quality of living for the people of the Sam Houston RC&D area,and Whereas the RC&D Council will coordinate activities for the Sponsors relating to land conservation and land utilization planning and implementation,as a means to accomplishing the Sponsors'objectives, and' Whereas the Sponsors and the RC&D Council desire that their activities be compatible with policies,goals,and objectives as set forth by the Agency,and Whereas there is a mutually supporting concern for many planning and development activities by the membership of both the Agency, the Sponsors,and the Saia Houscou /.CciD Council. -2- Now,therefore,the Agency and the Sponsors mutually agree to the following: a.Facilitate coordination of their activities through use of compatible base data,statistics,and projections. b.Establish coordinated and non-duplicative research and share mutually inthe results thereof.', c.Advise the other of all research,plans,and programs in which itis engaged. d.Review each others annual work program to determinepotential and possible duplication of effort,mutual utilization of resources areas of desired coordination and cooperation,and potential sharing of resources inthe interest of economy where mutually feasibleand bugetarily possible.' e.Provide the other with advisory services in areas of specific or unique specialization. f.Provide an opportunity for each to participate with the other in planning and formulating goals ancl objectives as such may relate to each others programs. g.Assist and cooperate with each other in sponsoring and con ducting educational programs concerning natural resource planning and development. h.Furnish each other with notices of and invitations to all meetings of mutual concern and furnish copies ofthe minutes of such meetings,attend such meetings ofthe other as may be deemed appropriate and beneficial,and be available to serve on committees of the other. i.This memorandum of agreement may be amended at any time by mutual agreement ofthe Agency and a majority of the Sponsors.It may be cancelled by either the Agency or a majority of the Sponsors after 60 days notice to the agreement. j.Copies of this memorandum of agreement may be furnished to appropriate agencies or organizations from which the Agency and the Sponsors receive assistance.
