BEIT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS: Section 1:That the City Council does hereby authorize a change order to the contractwith Stephens Contracting Company,Contract No.5,Job No.44A, Upper Goose Creek Interceptor SewerContract,a copyof said changeorder at tachedhereto,marked Exhibit "A",and made a part hereof for all intents and purposes. Section 2:This ordinance shall take effect from and after the date of its passage by an affirmative vote of the City Council of the City of Baytown. Contract Dated:June 7,1973 Original Contract Amount:$481,419.00 Project:Construction of Upper Goose Creek Interceptor Sewer in Baytown,Harris County,Texas,Job No.44A, Contract No.5 Dear Sir: Unstable soil conditions on the subject project have caused problems in constructing the 27-inch sanitary sewer across a portion of the easement on the Gulf Coast Hospital site.The contractor has attempted several times to construct thesewer, but each time fluid soil conditions have caused the pipe and bedding material in the bottom of the trench to be pushed upward by the weight of the soilon each side of the trench. Special construction techniques must be employed to resist the unusual up-thrust forces encountered at this location. Subsequent soil borings indicate that this unstable soil con dition will be encountered along the original route of the sewer from the existing end of pipe laying operations to the vicinity of Manhole No.7.See the attached drawing #CO-1-1. It would be very costly to use the special construction techniques for this entire length. See drawing #CO-1-1 for alternate location.Where unstable soil is encountered we recommend using the special construction as described in the following: 1.There is enough available head to construct the alternate route with 24-inch sewer at a 0.26%slope which is the capacity equivalent ofthe 27-inch at 0.14%slope. 2.Use 24-inch ductile iron pipe,Class IV,installed on timber bents as required to resist up-lift. (27-inch ductile iron is not available)See attached drawing CO-1-2 for details of timber bent. 3.Since it would be easier to connect the 24-inch ductile iron to 24-inch concrete pipe in lieu of 27-inch,we suggest using 24-inch concrete pipe paid at 27-inch pipe price. 4.The timber bents shall be paid at the contracted timber price and a quantity of 31.5 Mfbm per bent.
