ORDINANCE NO. 972
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN FORMALLY CALLING A JOINT PUBLIC HEARING
BEFORE THE PLANNING AND ZONING COMMISSION AND THE
CITY COUNCIL PURSUANT TO ARTICLE 1011f, V.A.T.S.,
GIVING INTERESTED PARTIES AN OPPORTUNITY TO BE
HEARD CONSIDERING THE QUESTION OF ZONING; ORDER-
ING AND DIRECTING THE CITY CLERK TO PUBLISH A NO-
TICE OF THE SAID PUBLIC HEARING SO AS TO GIVE AT
LEAST FIFTEEN (15) DAYS' NOTICE OF THE TIME AND
PLACE OF SUCH PUBLIC HEARING; AND PROVIDING FOR
THE EFFECTIVE DATE THEREOF.
WHEREAS, the Planning & Zoning Commission of the
City of Baytown, together with the City Council, has reviewed
the feasibility of zoning for the City of Baytown for more
than two years; and
WHEREAS, the City Council, together with the Plan-
ning & Zoning Commission, previously held a joint public hearing,
after due notice as required by law, to give interested par-
ties an opportunity to be heard concerning the question of
zoning, such public hearing having been convened in the
Council Chambers of the City Hall at 7:00 p.m. on Monday,
March 10., 1969, and being recessed until the same time and
place on March 17, 1969, at wkich said hearing was concluded
and closed; and
WHEREAS, subsequent to s.uch public hearing, the
Planning & Zoning Commission submitted its Final Report to
the City Council, the said report having been accepted by the
Council as meeting the requirements of Article 1011f, V.A.T.S.; and
WHEREAS, subsequent to such Final Report, the Plan-
ning & Zoning Commission, together with the City Council,
made certain minor modifications in the proposed zoning or-
dinance and zoning map; and
WHEREAS, the City Council is now desirous of
holding a final public hearing to allow all interested par-
ties an opportunity to be heard concerning the proposed zoning
ordinance as finally amended together with the final zoning
map, whi ch said ordinance and map are to be acted upon by the
electors under the power of referendum provided in Section
98 of the City Charter on the 20th day of May, 1969; NOW
BE IT ORDAINED, BY THE CITY COUNCIL OF THE CITY OF
Section 1: That a joint public hearing before the
Planning & Zoning Commission and the City Council, pursuant
to Article 1011f, V.A.T.S.,, for the purpose of giving interested
parties the right to appear and be heard concerning the ques-
tion of the adoption of a zoning ordinance for the City of
Baytown, is hereby called for the 12th day of flay, 1969, at
7:00 o'clock p.m. in the Council Chambers of the City Hall.
Section 2: That the City Clerk is, hereby ordered
and directed to publish a notice of the said public hearing
in the official newspaper of the City of Baytown, so as, to
give at least fifteen (15) days' notice of the time and place
of such public hearing.
Section 3: That this ordinance shall take effect
from and after the date of its passage by an affirmative vote
of the City Council of the City of Baytown,
INTRODUCED, READ and PASSED by an affirmative vote,
of the City Council of the City of Baytown, on this 24th
day of April, 1969.

ORDINANCE NO. 972 -A
AN ORDINANCE APPOINTING A BOARD OF EQUALIZATION TO
SERVE FOR THE YEAR 1969; FIXING THE TIME OF THE
FIRST MEETING OF SAID BOARD AND AUTHORIZING SAID
BOARD TO EXERCISE THE POWER AND FULFILL THE DUTIES
CONFERRED UPON IT BY THE CHARTER OF THE CITY OF
BAYTOWN.
WHEREAS, in Article VII, Section 83 of the Char-
ter of the City of Baytown, it is provided that the City
Council shall each year, prior to the first day of June,
appoint three (3) residents of said City who shall be qua-
lified voters and real property owners, as the Board of
Equalization; said Charter also providing that the Council
shall fix the time of the first meeting of said Board of
Equalization, NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
BAYTOWN:
Section 1: That the following named resident
citizens of the City of Baytown, each of whom is a quali-
fied voter and a real property owner, are hereby appointed
as and shall constitute the Board of Equalization for the
current year, to -wit:
1. Charles L. Umholtz
2. Truman Cox
3. Ronald D. Haddox
Said Board shall serve from and after the first day of June,
1969, and as long thereafter as may be necessary to hear,
review and determine the value and assessment of all property,
both real and personal, within the City of Baytown as said
assessments appear on the Tax Roll for the year 1969.
Section 2: It shall be the duty of said Board to
hear and determine the complaint of any person that assessments
of property, as made and returned by the City Tax Assessor-
Collector, are in excess of the true value of said properties
and to review, examine and, if necessary, revise the assessments
as returned by the City Tax Assessor-Collector, to the end
that all property within the City shall be assessed as fairly
and as uniformly as possible. Said Board of Equalization
shall have the authority and shall exercise all the powers
and fulfill all of the duties granted and conferred upon it
by the express provisions of the Charter of the City of
Baytown.
Section 3: The Board • Equa
