Ordinance No. 966ORDINANCE NO. 966 la AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF BAYTOWN ADOPTING CERTAIN RULES, POLICIES AND PRO- CEDURES CONCERNING EMPLOYEES OF THE CITY OF BAYTOWN, AS ESTABLISHED IN THAT CERTAIN PAMPHLET ENTITLED "PERSONNEL POLICIES OF THE CITY OF BAYTOWN", DATED MARCH, 1969; PROVIDING THAT THE RULES, POLICIES AND PROCEDURES HEREIN ADOPTED SHALL SUPPLEMENT AR- TICLE IV, RULES FOR CITY EMPLOYEES, OF CHAPTER 2, ADMINISTRATION, OF THE CODE OF ORDINANCES OF THE CITY OF BAYTOWN; PROVIDING A SAVINGS CLAUSE AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. BAYTOWN: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF Section 1: There is hereby adopted by the City Council, for the purpose of prescribing rules, policies and procedures concerning employees of the City of Baytown, that certain pamphlet entitled "Personnel Policies of the City of Baytown ", dated March, 1969. The said pamphlet is hereby adopted and incorporated as fully as if set out at length herein, and the provisions thereof shall be controlling from and after the effective date of this ordinance. Section 2: That Article IV, Rules for City Em- ployees, of Chapter 2, Administration, of the Code of Ordi- nances of the City of Baytown, is hereby supplemented, and the same shall continue in full force and effect except as the same shall be modified by the adoption of the pamphlet entitled "Personnel Policies of the City of Baytown ", dated March, 1969. Section 3: Savings Clause: If any provision, section, exception, subsection, paragraph, sentence, clause or phrase of the aforesaid "Personnel Policies of the City of Baytown" or the application of same to any person or set AOM%' IVART", of circumstances, shall for any reason be held unconstitu- tional, void or invalid, such invalidity shall not affect the validity of the remaining provisions, of this ordinance or their application to other persons or sets of circu-nstances and to this end all provisions of the Personnel Policies of the City of Baytown are declared to be severable.
