Ordinance No. 923ORDINANCE NO. 923 AN ORDINANCE AMENDING AN ORDINANCE ENTITLED, "AN OR- DINANCE GOVERNING PLUMBING INSTALLATION; REQUIRING ALL PLUMBING WORK TO BE DONE BY LICENSED PLUMBERS UN- LESS SUCH WORK IS DONE BY THE PROPERTY OWNER HIMSELF; PROVIDING FOR PERMIT AND INSPECTION FEES, PROVIDING THAT ANY PERSON, FIRM OR CORPORATION WHO SHALL REFUSE TO COMPLY WITH, OR WHO VIOLATES ANY OF THE PROVISIONS OF THIS ORDINANCE SHALL BE DEEY1ED GUILTY OF A MISDE- MEANOR AND, UPON CONVICTION THEREOF, SHALL BE FINED NOT LESS THAN ONE ($1.04) DOLLAR NOR MORE THAN TWO HUNDRED ($200.00) DOLLARS; REPEALING ORDINANCES IN- CONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE 'T'HERE- OF", BEING ORDINANCE NO. 643, PASSED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, ON THE 11TH DAY OF JANUARY, 1962, BY AMENDING SECTION 2 BY THE ADDITION OF SUBSEC- TION (j), AND FURTHER AMENDING SECTION 3, SUBSECTION (c), SECTION 6, SUBSECTION (g) POND SECTION i, BY ALLOW- ING THE USE OF PLASTIC PIPE OF CERTAIN SPECIFICATIONS FOR WATER, GAS AND SEWER SERVICE LINES; PROVIDING A SAVINGS CLAUSE, REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY FOR VIOLATION OF THIS ORDINANCE AND PROVIDING FOR THE PUBLTC'ATION AND EFFECTIVE DATE THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: Section l: That Section 2 of said Ordinance No. 643 shall be amended by the addition thereto of Subsection (j), which shall read as follows: Section 2: Permits: (j) Certain types of plastic pipe, as specified herein, may be used in water, gas and sewer service lines provided the same meet the in- stallation standards set out herein. A per- mit must be obtained for the substitution of plastic pipe for metal pipe in water service lines. The fee for such permit shall be Two ($2.00) Dollars to cover the cost of an elec- trical and plumbing inspection. This inspec- tion must be made to assure that any building substituting plastic for metal pipe in the eater service lime nevertheless maintains a proper grounding system for the electrical service. Where plastic pipe is used, a dri- ven ground .rod must be connected to the elec- trical service box, and must also be connected (or bonded) to the water piping system of the building. All such grounds must comply with the "National Electrical Code" which, is part of the City of Baytown °s Electrical Code. Section 2: That Section 3, Subsects.on (c) of said Ordinance No. 643, shall be amended as follows: Section 3: Sewer Service: (c) All house sewer lines laid in the City of Baytown shall be constructed of one of the following materials: (1) Concrete or clay tile, bell and spigot, with a self centering bell contain- ing a preset mastic sealant. All pipe fittings such as 90 °,'45n Ys, etc., shall conform to pipe specifications. (2) Vitrified clay or concrete tile, bell and spigot having a preset rubber or neoprene ring which will seal and center pipe. All fittings to conform to pipe specifications. (3) Cast Iron, (all to be bell and spigot). (4) Asbestos Cement, joined with couplings of the same m- aterial as the pipe and sealed with two (2) neoprene gaskets. (5) Plastic pipe and fittings of either abs-- t3WV with A.S.T.M. D- 2661-67, CS- 270 -65 and N.S.F. seal of approval. Section 3: That Section 6, Subsection (g) of said Ordinance No. 6431 shall be amended as follows: Section 6: Water Service: (g) Each water connection shall be provided with a standard round way stop -cock which may be placed within a meter box leading from the same to the service pipe but such work must be done by the Water Department only. supply pipes for such pre- mises must be equipped with an additional round way stop and waste cock on private property to be used by plumbers, owners or occupants for 'drain- ing the pipe to prevent freezing and for turning off the water for repairs to defective plumbing, and in addition, theme shall be provided a separate stop -cock for each water closet installed. In a building having two or more apartments, each apart- ment must be controlled by a separate cut--off. The water connection, between the water meter and the house cut -off valve for each residence or apart- ment shall not be less than 3/4" galvanized iron, copper or plastic pipe. Plastic pipe must be of the type indicated and must be installed according to the standards below: 1. Lype . (a) Polyethylene (P.E.) plastic pipe Schedule 40 & 80 as approved in A.s.T.M. Designation: D2447 -65T issued 1965. (b) Poly (vinyl chloride) (P.V.C.) plas- tic pipe Schedules 40, 80 & 120 as approved in A.S.T.M. Designation: D1785 -64T issued 1960, revised 1964. (c) Flexible Polythylene plastic pipe Schedule 40, Type 1 -11 -111 as ap- proved in Commercial Standards CS 157 -60. (d) Acrylonitrile- Butadiene - Styrene (A.B.S.) plastic pipe as approved by Commercial Standards CS 254 -63. 2. 5 ecifications and Standards. -2- (a) No plastic pipe larger than 11/2" in diameter may be used. (b) All plastic pipe must bear the manu- facturer's name and number designa- ting the pressure test and use .of pipe. (C) All pipe connections and fittings shall be of the same material as the pipe and shall be secured according to the manu- facturer's recommendations. (d) All plastic pipe shall be buried a minimum of 12" and a].1 risers above this depth will be the same size in galvanized iron or rigid copper. (e) All plastic pipe must bear the N.S.F. seal of approval for potable water. All house pipes must be either galvanized iron or copper. The pipe from the house cut --off valve must be either 3/4" galvanized iron or copper, which size shall not be reduced before connection to the first water closet or bath tub and hot wafer heater. Ali cuts in water pipe shall be carefully reamed out to eliminate burrs and pre- serve full bore of the pipe. Wa.:er supply pipes to fixtures must be as fol- lows: Lavatory's 3 /8" pipe or copper tubing; sank 3 /B"; commodes shall be 1/2" pipe with a cut -dff ahead of the supply tank; showers and tubs 1/2" pipe. on commercial installations, the pipe sizing 'will be taken from the State of Texas Plumbing In- spection handbook. All water pipes shall have a drain from the lowest point outside building, or other points approved by the plumbing inspector. All water pipes shall be so installed and graded so as to drain at low points. When pipes are supported from floor or ceiling joints they must be carried on substantial hangers as here- inafter specified and the City Inspector shall not pass on installation until pipes have been secure - ly supported and graded to his satisfaction. Section 4: Tnat section `t, Paragraph 5 thereof, of said ordinance No. 643, shall be amended as follows: Section 7: Gas Fittin s : 5. The fuel line connecting the gas meter to any build- ing shall not be less than 1" in diameter to the first= opening. P last-Lc pipe of the type indicated in Sec- tion 6(g) may be used, providing that all specifica- tions pertaining to installation are met. All risers or drops must be taken off 3/4" pipes or larger, two one -half inch openings off of three - quarter inch pipe. Section 5: Savings_Clause: -3- If any provision, exception, section, subsection, paragraph, sentence, clause or phrase of this ordinance or the application of same to any person or set of cir- cumstances, shall for any reason be held unconstitutional., void or invalid, such invalidity shall not affect the validity of the re- maining provisions of this ordinance or their application to other persons or sets of circumstances and to this end, all provisions of this ordinance are declared to be severable. Section 6: Repealing Clause: All ordinances or parts of ordinances inconsistent with the terms of this ordinance are here- by repealed; provided, however, that such repeal shall be only to the extent of such inconsistency and in all other respects this or- dinance shall be cumulative of other ordinances regulating and governing the subject matter covered by this ordinance. Section 7: Penalty: Any person, firms or corporation vio- lating any provision of this ordinance or failing to observe any provision hereof shall be deemed guilty of a misdemeanor and, upon conviction, shall be fined in any sin's not less than One ($1.00) Dollar nor more than Two Hundred ($200.00) Dollars, and each and every day or fraction thereof which this ordinance, or any part thereof, shall. be violated, shall be deemed a separate offense and punishable as such. Section 8: Effective Date: This ordinance.shall take ef- fect from and after ten (10) days from its passage by the City Council.. The City Clerk is hereby directed to give notice hereof by causing the caption of this ordinance to be published in the official newspaper of the City of Baytown at least twice within ten (10) days after the passage of this ordinance.
