ING THE CONSTRUCTION, ALTE:RHTION, EQUIPMENT AND
REMOVAL OF BUILDINGS f;ND STRUCTURES WITHIN THE CITY
LIMITS OF BAYTOWN, TEXAS; REPEALING ORDINANCES IN-
CONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE;
PROVIDING A PENALTY AND THE EFFECTIVE DATE THEREOF."
BEING ORDINANCE NO. 637, PASSED BY THE CITY COUNCIL
OF THE CITY OF BJAYTOWN ON THE 10TH DAY OF OCTOBER,
1961, BY AMENDING SECTION 15 AND ADDING SUBPARA-
GRAPHS - SECTIONS 15 -1 GENERAL, 15 -2 COLUMNS AND PIERS,
15 -3 FLOORS, 15 -4 ROOFS, 15 - -5 BEALIS, GIRDERS AND
TRUSSES, 15 -6 ll;ULS, 15 -7 FLOORING, INTERIOR FINISH
SUPPORTS AND TRIM, SECTION 15A UNPROTECTED NONCOi;iBUST-
ISLE. CONSTRUCTION, SECTIONS G�:NERAL, 15A -2 EX-
TERIOR ti- JALLS, 15A -3 ROOFS AND 15A -4 PARTITIONS; AND
PROVIDING FOR THE PUBLIC. =;TION AND EFFECTIVE DATE
THEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOILlN:
Section 1: That Section 15, Fireproof, Semi- Fireproof and Heavy
Timber Construction, of said Ordinance No, 637, shall be amended to read
as follows:
FOR FIRE ZONE NO. ONE
Section 15: FIRE -- RESISTIVE CONSTRUCTION - TYPE A
Section 15 -1: General:
(a) All structural members including walls, columns, piers, beams,
girders, trusses, floors and roofs shall be of approved non - combustible
material.
(b) No pipes, wi-es, cables, ducts or other service equipment shall
be embedded in the -required fireproofing of any structural member, nor
shall they be between the required fireproofing and the structural member
protected; however, this bhall not prohibit the installation of service
equipment between fire resisting ceilings and the structural members pro-
tected thereby as covered by Section 15 -8.
Section 15 -2: Columns and Piers:
(a) Columns and piers supporting loads from only one floor or roof
shall have a fire resistance rating of not less than three (3) hours.
Columns and piers supporting loads from more than one floor or roof shall
have a fire resistance rating of not less than four (4) hours. all spaces
between the required fireproofing and the member protected shall be fire -
stopped with noncombustible material at each floor level.
(b) Where the fireproofing of columns is subject to damage from
moving vehicles, handling of merchandise or other sources, the fireproof-
ing shall be protected against such possible damage.
Section 15 -3: Floors:
Floors shall have a fire resistance rating of not less than three
(3) hours.
Section 15 -4: Roofs:
Roofs shall have a fire resistance rating of not less than two (2)
hours.

Section 15 -5: Beams, Girders and Trusses:
(a) Girders and trusses supporting loads from only one floor or
roof shall have a fire resistance rating of not less than three (3) hours.
Girders and trusses supporting loads from more than one floor or roof
shall be individually protected to have a fire resistance rating of not
less than four (4) hours.
Section 15--6: Walls:
(a) Bearing portions of exterior and interior walls shall have a
fire resistance rating of not less than four (4) hours.
(b) Nonbearing portions of exterior and interior walls shall be of
approved noncombustible material and:
(1) '�Jhere a horizontal separation of five (51) feet or
less is provided, nonbearing portions of exterior walls
shall have a fire resistance rating of not less than
three (3) hours and the total area of windows in such
portions of an exterior wall shall not exceed forty
(40;0) percent of the total wall area;
(2) 'Jhere a horizontal separation of more than five (51)
feet but less than twenty (201) feet is provided, non-
bearing portions of exterior walls shall have a fire re-
sistance rating of not less than two (2) hours and the
total area of windows in such portions of an exterior
wall shall not exceed forty (40;x) percent of the total
wall area;
(3) ':!here a horizontal separation of twenty (201) feet
to thirty (301) feet is provided, nonbearing portions of
exterior walls shall have a fire resistance rating of not
less than one (1) hour and the total area of windows in
such portions of an exterior wall shall not exceed sixty
(60,x) percent of the total wall area;
(4) tlhere a horizontal separation of thirty (301) feet
or more is provided, no fire resistance rating is re-
quired for the nonbearing portions of exterior walls;
(5) Openings in exterior ".walls shall be protected in
accordance with section `1 and vertical separation
between openings in exterior walls shall be provided in
accordance with section -.-2, t_ t,�, j �Z
(c) Lintels over openings in walls shall have a fire resistance
rating not less than required by this section for the wall in which the
lintel is placed; however, no fire resistance rating shall be required
when the opening is spanned by a masonry arch designed to carry all im-
posed loads or the opening is spanned by a beam above the lintel which
has a fire resistance rating not less than required by this section for
the wall in which the beam is placed, or the span does not exceed four
(4 ") feet. Stone lintels shall not be used unless supplemented with iron
or steel lintels or masonry arches designed to support the imposed loads.
Section 15 -7: Partitions:
In buildings four (4) stories or more in height, interior parti-
tions enclosing elevator shafts, stairways required by section 14, ordin-
ance No. 637, and other openings through floors shall be of approved non-
combustible material and shall have a fire resistance rating of not less
than two (2) hours. In buildings less than four (4) stories in height,
partitions enclosing elevator shafts, stairways - required by sections
_3 and other openings through floors shall be of approved non-
combustible material and shall have a fire resistance rating of not less
than one (1) hour. all other permanent partitions shall be of approved
noncombustible material except the doors, door casings, frames, jambs
and bucks, window and transom frames and casings may be of wood.
Section 15 -8:
Fire Resisting Ceilings:
(a) Fire resisting ceilings shall be continuous except that one
electrical outlet box not exceeding sixteen (16) square inches in area
may be installed in such ceilings in each ninety (90) square feet of
ceiling area. Noncombustible pipes, ducts, additional or larger elect-
rical outlets and other service equipment may be installed in fire re-
sisting ceilings only when the type of ceiling to be used has been tested
with such equipment installed in place and the proportionate area of
openings for such equipment to be installed in the ceiling does not ex-
ceed the proportionate area of such openings in the assembly tested,and
no opening is larger than that in the assembly tested.
(b) Duct openings installed in accordance with paragraph (a) a-
bove shall be protected by approved fire dampers.
(c) Nothing in this section shall be construed to prevent open-
ings in fire resisting ceilings into shafts or ducts, the enclosing walls
of which are of construction equivalent to the ceiling.
(d) The space above fire resisting ceilings shall be firestopped
with approved noncombustible material to form areas of not more than
fifteen hundred (1500) square feet. Steel not thinner than 24 gauge
shall be accepted as firestopping.
Section 15 -9: Flooring, Interior Finish Supports and Trim:
(a) Uhere the floor finish is not laid directly on the floor slab
the space between the floor finish and the slab shall be filled with non-
combustible material in such a manner that there will be no open spaces
under the floor finish which will exceed one hundred (100) square feet
in area. Combustible boards not more than one -half (1/211) inch thick
may be placed under the floor finish if laid directly on the floor slab
or firestopped as required for the floor finish.
(b) 'Jooden trim used for door or window casings, chair rails, pic-
ture mouldings and baseboards shall be backed solidly with noncombustible
material.
(c) Supporting members for wall or ceiling finish shall be of non-
combustible material except for furring strips applied directly against
a noncombustible surface,

Section 15A: UNPROTECTED NONCOMBUSTIBLE CONSTRUCTION:
Section 15A -1: General-
All structural members, including walls, partitions, columns, piers,
beams, girders, joists, trusses, floors and roofs shall be of approved
noncombustible material,
and:
Section 15A -2: Exterior Walls:
(a) Exterior walls shall be of approved noncombustible material
(1) !:!here a building exceeds thirty five hundred
(3,500) square feet in area and a horizontal separation
of less than twenty (201) feet is provided exterior walls
shall have a fare resistance rating of not less than two
(2) hours and the total area of windows in such walls shall
not exceed forty (40,x) percent of the wall area,
(2) !there a building exceeds thirty five hundred
(3,500) square feet in area and a horizontal separation
of twenty (201) feet to thirty (301) feet is provided
exterior walls shall have a fire resistance rating of not
less than one (1) hour and the total area of windows in
such walls shall not exceed sixty (60 ')) percent of the
wall area;
(3) Where the building is 1; ss�' than thirty five hundred

thirty (301) feet or more is provided, no fire resistance
rating is required for exterior walls.

Section 15A -4: Partitions:
Permanent partitions shall be of approved noncombustible material,
and shall have a fire resistance rating of not less than one (1) hour
when enclosing elevator shafts, stairways required by section 14 (ordin-
ance number 637) and other openings through floors. Doors, door casings,
frames, jambs and bucks, window and transom frames and casings may be of
wood.
Section 2: That all the terms and provisions of the said Ordinance
No. 637, passed by the City Council of the City of Baytown on the 10th day
of October, 1961, are hereby continued in full force and effect and any
person violating any of the terms of the ordinance shall be subject to the
penalties provided therein.
Section 3: Effective Date: This ordinance shall take effect from
and after ten 10) days from its passage by the City Council. The City
Clerk is hereby directed to give notice hereof by causing the caption of
this ordinance to be published in the official newspaper of the City of
Baytown at least twice prior to the effective date.
