Ordinance No. 668ORDINANCE NO. 668 AN ORDINANCE PROVIDING FOR THE REDISTRICTING OF THE CITY OF BAYTOWN, AS PROVIDED BY ARTICLE NO. II, SECTIONS 12 AND 17, OF THE CHARTER OF THE CITY OF BAYTOWN, AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF. WHEREAS, Article II, Sections 12 and 17,of the Charter of the City of Baytown, provides that the City shall be divided into Six (6) Districts ae- cording to population for electron purposes; and WHEREAS, the City Council has heretofore provided for Six (6) Districts within the City of Baytown; and WHEREAS, the enactment of Ordinance No. 627 -A, passed by the City Coun- ell on final reading November 29, 1%2, and the enactment of Ordinances Nos. 426 -A and 500 -A, passed by the City Council on final reading December 19, 1962, annexed certain additional territory to the City; and WHEREAS, it is deemed advisable, at this time, that the City of Baytown be redistricted so as to provide for this newly annexed territory and the dic- tates of the Federal Census of 1960; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, Section 1: That the City of Baytown is hereby divided into Six (6) Elec- tion Districts as follows: District No. 1: BEGINNING at the point of intersection of the West right of way line of Harbor Street with the North line of the Houston Light and Power Company tract in the City of Baytown, William Scott Upper League, Harris County, Texas, said point of beginning be- ing further described as situated South 32 degrees 19 minutes West, a distance of 49.5 feet from the point of intersection of the aforesaid street West right of way line and the North right of way line of Baker Street, and said point of intersection of said street described as lying North 20 degrees 28 minutes West, a distance of 74.6 feet from the Northwest corner of Block 1 in Airhart Addition, William Scott Upper League, Harris County, Texas, and said point of intersection of the aforesaid street and property lines being known as Point No. 35 in the City Limits of Baytown, formerly Pelly, as adopted by the City Council by Ordinance dated April 17, 1947; THENCE, North 32 degrees 18 minutes East into the private property of Humble Oil & Refining Company's Baytown Plant site with a line parallel to and 1.04 feet East from a center line of a private road identified as East Avenue and its South projection for a distance of 1795.04 feet to the center line of a private road identified as Humble Street; THENCE, North 57 degrees 42 minutes West to the aforesaid center line of Humble Street 1043.49 feet to the center line of a private road identified as Baytown avenue; THENCE, North 32 degrees 18 minutes East with the aforesaid center line of Baytown Avenue 1636.17 feet to a center line of a private road identified as Fannin Street within the Baytown Refinery pro- perty; THENCE, North 57 degrees 42 minutes West with the aforesaid center line of the Fannin Street 1075.40 feet to a center line of a private road identified as San Jacinto Avenue; THENCE, North 32 degrees 18 minutes East 1794 feet to the center line of the intersection of the aforesaid San Jacinto avenue with the Wooster -Cedar Bayou County Road; THENCE, continuing North with the center line of the aforesaid San Jacinto avenue, approximately 1368 feet to an angle point, said point being identified by Humble Oil & Refining Company's Coordinate System as North 12566 and West 3100; THENCE, North 57 degrees 42 minutes West 605.83 feet to an angle point; THENCE, North 32 degrees 18 minutes East 300 feet to an angle point; THENCE, North 57 degrees 42 minutes West 849.25 feet to an angle point; THENCE, North 32 degrees 18 minutes East 1234.27 feet to a point in the Southwest right of way line of Decker Drive, said point identi- fied by Humble Oil and Refining Company's Coordinate System as North 14102.27 and West 4555.06; THENCE, East and Southeast along the South right of way line of Decker Drive (State Highway Spur 330) to the center line of Goose Creek Stream; THENCE, South following the meanders of the center line of Goose Creek Stream to the center line of Market Street Road; THENCE, East along the center line of Market Street Road to the East line of William Scott Upper League; THENCE, South alone the East line of the William Scott Upper League to the center line of West Main Street; THENCE, West along the center line of West Main Street to the center line of Goose Creek Stream; THENCE, South following the meanders of the center line of Goose Creek Stream to a point that is 200 feet from and parallel to the South right of way line of State Highway No. 146; THENCE, West along the line that is 200 feet from and parallel to the South right of way line of State Highway No. 146 to the East shoreline of Black Duck Bay; THENCE, North and West following the shoreline of Black Duck Bay to a line that is 2500 feet from and parallel to the center line of the Houston Ship Channel; THENCE, North and West following the line that is 2500 feet from and parallel to the center line of the Houston Ship Channel to the East shore of Scotts Bay; THENCE, North along the shoreline of Scotts Bay to the most Southerly corner of Bay Villa Subdivision; THENCE, Northwest with the Northeast right of way line of Market Street Road to the point of intersection of the Northeast right of way line of Market Street Road with the South line of the Defense Plant Corporation's 58.299 acre tract projected North 87 degrees and 44 minutes West; THENCE, South 87 degrees 44 minutes East past the Southwest corner of the Defense Plant Corporation's 58.299 acre tract and continuing South 87 degrees 44 minutes East 1733.75 feet to the West right of way line of the Houston -North Shore Railroad; THENCE, South 11 degrees 43 minutes West with the West right of way line of said Houston -north Shore Railroad to a point; said point further described as lying North 32 degrees 19 minutes East 715 feet from the North line of the Houston -North Shore Railroad 8.8 acre easement projected North 57 degrees 47 minutes West; THENCE, over and across Houston -North Shore right of way to the center line situated South 32 degrees 19 minutes East 854.64 feet, North 57 degrees 41 minutes West 6885.5 feet, North 32 degrees 19 minutes East 619.62 feet, North 11 degrees 43 minutes East 133.9 feet from the Northeast corner of the Houston Light and Power Com- pany's tract, to the West line of the Humble Oil and Refining Com- pany's property, continuing on a line situated North 32 degrees 19 minutes East 715 feet from the North line of the Houston -North Shore Railroad's 8.0 acre easement to the point of intersection with the North line of the said Houston Light and Power Company's tract; THENCE, South 73 degrees 56 minutes East with the North line of said Houston Light and Power Company's tract to the POINT OF BEGIN- NING. Section 2: Effective Date: This ordinance shall take effect immediately from and after its passage and the City Clerk is hereby directed to publish the caption of this ordinance at least once in the official newspaper of the City of Baytown.
