AN ORDINANCE AMENDING AN ORDINANCE, TO -WIT: "AN ORDINANCE AMENDING AN ORDINANCE CLASSIFYING ALL POSITIONS IN THE CLAS- SIFIED SERVICE OF THE CITY OF BAYTOWN; DEFINING CERTAIN TERMS; PROVIDING FOR THE ESTABLISHMENT AND ADOPTION OF THE CLASSIFI- CATION PLAN; PROVIDING FOR RECORDS OF THE PLAN TO BE MAINTAINED; INTERPRETING THE CLASS SPECIFICATIONS SO ESTABLISHED; PROVIDING FOR THE ALLOCATION OF POSITIONS TO THE VARIOUS CLASSES; PROVID- ING FOR THE RE -ALLOCATION OF POSITIONS WHEN DUTIES CHANCE; PRO- ViDING FOR APPEAL BY THE EMPLOYEE; PROVIDING FOR THE STATUS OF PRESENT EMPLOYEES; PROVIDING FOR PERIODIC INVESTIGATION OF THE CLASSIFICATION PLAN; PROVIDING FOR CLASS SPECIFICATION; PROVID- ING A SAVINGS CLAUSE; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR AMENDMENTS TO THIS ORDINANCE; LISTING CLASS SPECI- FICATIONS; AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF". BEING ORDINANCE NO. 560, AMENDING ORDINANCE NO. 165, PASSED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN ON THE BTH DAY OF OCTOBER, 1959, BY AMENDING APPENDIX I, SERVICE GROUP, POLICE AND SERVICE GROUP, FIREMEN, SO AS TO RECLASSIFY THE PO- SITIONS OF THE POLICE AND FIRE DEPARTMENTS OF THE CITY OF BAY - TOWN; CONTAINING A SAVINGS CLAUSE AND PROVIDING FOR TETE PUBLI- CATION AND EFFECTIVE DATE OF THIS ORDINANCE. WHEREAS, the City Council of the City of Baytown passed Ordinance No. 560 on the 8th day of October, 1959, said ordinance amending Ordinance No. 165, in- ter alia, classifying the positions in the Fire and Police Departments of the City of Baytown; and WHEREAS, after careful study and consideration, the City Council deems it advantageous to reclassify the positions in the Police and Fire Departments; and WHEREAS, the Civil Service Commission of the City of Baytown has recon:me e e this reclassification; and WHEREAS, all the proper and legal procedural steps have been taken for the purpose of this reclassification; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: Section 1: That Appendix I, "Class Specifications for Positions in the Classified Service, Service Group - Police". is hereby amended and as amended shall hereafter read as follows: SERVICE GROUP - POLICE PATROLMAN -FIRST CLASS Distimuishina Characteristics of Work: Same as Second Class. Examines of Work: Same as Second Class. Desirable Knowledge. Skills and Abilities: Same as Second Class. Acceptable Experience and Training: Same as Second Class, except must have two years service as Second Class with the Baytown Police Department. Movement from Second Class to First Class shall be made upon satisfactory completion of two years service as Second Class. Qualifications: Same as Second Class. Necessary Special Qualifications: Same as Second Class. SERVICE GROUP - POLICE PATROLMAN - SECOND CLASS Distinguishing Characteristics of Work: This is general police work in the protec- tion of life and property through the enforcement of laws and ordinances. Employees are responsible for the protection of life and property, pre- vention of crime, apprehension of criminals, and the general enforce- ment of laws and ordinances in a designated area on an assigned shift. Work is performed in accordance with departmental rules and regulations and normally consists of routine patrol, preliminary investigation and traffic regulation duties, which may be performed in cruiser cars, motorcycles, or on foot. Work involves an element of personal danger and employees must be able to act without direct supervision and to exercise independent discretion in meeting emergencies. Employees may be assigned to work at headquarters on special assignments, which call upon specialized abilities and knowledges usually attained through experience as a uniformed patrolman. Assignments and general and special instructions are received from a superior officer who reviews work methods and results through reports, personal inspection and discussion. Examples of Work: Patrols a specified beat or area of the City on foot, on a motorcycle, or in a radio cruiser to preserve law and order, to prevent and dis- cover the commission of crime, and to enforce motor or vehicle operations and parking regulations. Answers calls and complaints involving fire. automobile accidents, robberies and other misdemeanors and felonies. At scene of crime administers first aid, conducts preliminary investiga- tions, gathers evidence, obtains witnesses, and may make arrests and take prisoners to jail. Interviews persons with complaints and injuries and attempts to make the proper disposition or direct them to proper authorities. Investigates juvenile delinquency. Furnishes escort to banks, business firms, military convoys and funerals. Investigates automobile accidents, checks on stolen automobiles and makes detailed reports. Prepares evidence for issuance of complaints, services criminal processes, including warrants and subpoenas, testifies as a witness in court and keeps records and makes reports of all activities and disposition of cases. Works as turnkey at City Jail and lets persons in and out of jail. Checks parking meters for overtime parking violations and issues traffics tickets. "3t# Directs congested traffic and school traffic as required. Keeps necessary records and makes reports on activities. Gives directions and assistance to the public. When assigned to work in plain clothes, investigates stolen bicycle reports and assists in apprehending bicycle thieves, checks and in- vestigates pawn shops and secondhand stores for stolen articles; makes traffic investigations. When assigned to work as a detective, works on one of the following details: automobile theft, homicide and robbery, forgery and bunco, missing persons, industrial plant protection, sex crimes, burglary or subversive activities. Performs special guarding and other duties as required or assigned. Desirable Knowledge. Skills and Abilities: Some knowledge of modern approved principles, practices and procedures of police work. Some knowledge of the geography of the City and location of import- ant buildings. Some knowledge of State Laws, City Ordinances, and the rules and regulations of the Department. Working knowledge of business engiish and arithmetic so as to prepare routine reports (and to type at a reasonable speed). Ability to understand and carry out oral and written directions. Ability to deal courteously but firmly with the public. Ability to act quickly and calmly in emergencies. Ability to work long hours and withstand physical strains of police work. Ability to size up situations and people and adopt an effective course of action. Ability to develop skill in the use of firearms. Ability to render first aid. Good powers of observation. Good general and social intelligence. Resourcefulness, tact, alertness, integrity and courage. Desirable Experience and Training: Education equivalent to that represented by graduation from a standard high school. Some experience involving meeting and dealing with the public under varying circumstances. Qualifications: Education: Minimum: High School Education or the equivalent. Qualify in mental aptitude tests. Personal interview to determine whether candidates personality is suitable for police work. Character and reputation: To be of the highest standard, beyond question or reproach. "Ar' Personal history, investigated. Appearance: Manner and bearing suitable for police work. Social Adaptability: Ability to deal with all kinds of people, under different conditions. Necessary S ecial Qualifications: Age: Minimum: 21 - Maximum; 35. Physical Condition: Candidates must be able to meet the medical requirements, including height, weight and chest measurements, pre- scribed in the Civil Service Rules. All Patrolmen assigned to positions in the Police Department prior to October 1, 1962, will be classified as Patrolmen (First Class) effective Octo- ber 1, 1962. All probationary policemen appointed to positions in the Police Department prior to October 1, 1962, will be classified as Patrolmen (First Class) upon the satisfactory completion of the probationary period. Section 2: That Appendix I, "Class Specifications for Positions in the Clas- sified Service, Service Group - Firemen", is hereby amended and as amended shall hereafter read as follows: SERVICE GROUP - FIREMEN ASSISTANT FIRE CHIEF General Statement of Duties: Has responsible charge of the activities of all fire fighting units within an assigned division or district, does related work as re- quired.. Distin uishin Feat res of the Class: This is important supervisory fire depart- ment work involving responsibility for coordination and directing the over-all activities of, and for the condition and efficiency of all fire fighting units within assigned division or district. The work is performed in accordance with established policies and requires the exercise of good judgment ir.emergencies. A high degree of responsibility for the protection of lives and pperty is in- volved. Examples_ of -Work: (Illustrative Ong): Responds to all fires within an assigned division or district and assumes command of the over-all fire fighting activities. Orders all companies not needed at fires to return promptly to their stations. Investigates and, if possible, determines the causes of fires and submits detailed reports. Immediately notifies the Chief regarding all major fires and unusual happenings involving loss of life, injuries to persons and damage to property re- sulting from accidents at scenes of fire or in responding to alarms. Submits de- tailed reports regarding all accidents at fires or in responding to alarms, and makes periodic visits and inspects company journals, records, apparatus, hose, tools, uniforms and other equipment to insure proper conditions. Reports all de- fects and deficiencies found to exist. Details officers and men when necessary to equalize companies, and investigates and reports violations of regulations and dereliction of duty. Supervises the preparation and submits personnel and activi- ty reports, assists in the over-all administration of the department, and directs the training of subordinates. Re aired Knowled a Skills and Abilities: Thorough knowledge of modern fire fight- ing and fire prevention methods, thorough knowledge of the City's fire prevention laws and regulations, thorough knowledge of the geography, building conditions and major fire hazards of the City. Thorough knowledge of the safety precautions used in fire fighting, good knowledge of fire training techniques, ability to maintain discipline, ability to recognize fire hazards, demonstrated ability to direct and coordinate fire fighting activities, resourcefulness, sound judgment in emergencies and good physical condition. 11 501 Acceptable Experience and Training: One year of satisfactory permanent service as an officer no lower than a Captain and a graduate from high school, or any equival- ent combination of experience and training sufficient to indicate ability to do the work. But in no case will any person be eligible for appointment or examina- tion for the position of Assistant Fire Chief unless he has served as a Junior Of- ficer or fire fighter for a period of five years in the service of the City of Bay- town Fire Department. FIRE MARSHAL General Statement of Duties: Has charge of the activities of Fire Prevention Bureau in the City. Distinguishing Features „of the Class: This is important supervisory Fire Preven- tion work involving responsibility in the over-all activities in the protection of lives and property. Examples of Work: (Illustrative Only); To carry out all the duties that have been set up in the Fire Marshal's Ordinance No. 97 of the City of Baytown. Required Knowledge, Skills and Abilities: Thorough knowledge of Fire Prevention methods, knowledge of the City's Fire Prevention Laws and Regulations, thorough knowledge of the geography, building conditions and major fire hazards and know- ledge of the City's Building Code. hcce table Ext erience and Training: One year of satisfactory permanent service as an officer no lower than a Captain and a graduate from high school, or any equiva- lent combination from experience and training sufficient to indicate ability to do the work. But in no case will any person be eligible for appointment or examina- tion for the position of Fire Marshal unless he has served as a junior officer, a fire inspector, or a fire fighter with the necessary inspection experience, and shall have had five years service with the City of Baytown's Fire Department. FIRE. CAPTAIN General Statement of Duties: Has responsible charge of an assigned fire company, and does related work as required. Distinguishing Features of the Class: This is supervisory Fire Department work involving responsibility for directing the activities of a fire company. The work is performed in accordance with established policies and requires the exercise of good judgment in emergencies. Examples of Mork: (Illustrative Only: Supervises over-all fire fighting activi- ties at scenes of fire. Checks to insure that men are properly assigned to lay out and connect hose lines and nozzles, direct hose streams, raise ladders and ventilate buildings. Directs salvage operations during and immediately following a fire and inspects property at scene of fire to prevent re -ignition. Directs the cleaning checking and replacement of tools and equipment after a fire, and directs custodial and maintenance activities at a station. Inspects equipment, grounds and station to insure proper order and condition, maintains discipline, and makes reports of personnel and activities. Directs the maintenance and repair of all hose, nozzles, hydrant gates, fire extinguishers, life net and inhalators. He al- so trains and drills subordinates. Re wired Knowled a Skills„ and Abilities: Thorough knowledge of modern fire fight- ing and fire prevention methods, good knowledge of the City's fire prevention laws and ordinances, of the geography of the area, of first aid methods, of the City's building code, the rules and regulations of the department and of the use and main- tenance of fire fighting equipment. Ability to recognize fire hazards, maintain discipline, plan and supervise the work of subordinates, lay out work for subordi- nates, resourcefulness and good judgment in emergencies and good physical condition. Acce table Ex erience and Training: Four years of satisfactory permanent service in a classification no lower than Pump Operator and Driver First Class and a gradu- ate from high school, or any equivalent combination of training and experience suf- ficient to indicate ability to do the work. But in no case will any person be WN eligible for appointment or examination for the position of Fire Captain unless hee has satisfactorily served for a period of four years -.in the service of the Baytown Fire Department. PUMP OPERATOR AND DRIVER FIRST CLASS General Statement of Duties: Same as Second Class. Distinguishing Features of this Classification: Same as Second Class Examples of Work: Illustrative Only): Same as Second Class. Required Knowledae. Skills and Abilities: Same as Second Class. Acceptable Training and Experience: Same as Second Class, except must have at least two years service as Second Class with the Baytown Fire Department. Move- ment from Second Class to First Class shall be made upon satisfactory completion of two years service as Second Class. PUMP OPERATOR AND DRIVER SECOND CLASS General, Statement of Duties: Performs fire fighting duties, does related work as required: Distinguishing Features of this Classification: This is a standardized manual work of a hazardous nature, involving fighting fires, salvage and rescue work under the immediate supervision of Officers. Routine maintenance and custodial work on sta- tion and equipment. Examples of Work: (Illustrative Only): Responds to fire alarms, lays and connects hose lines and turns water on and off. Drives and operates motor -driven fire fight- ing equipment, operates a pressure pump, learns and practices new methods, cleans and maintains fire fighting equipment. Has a thorough knowledge of the City, its streets, location of all fire hydrants in his district. Ability to operate the Radio Base Station and dispatch fire fighting equipment as needed on all emergency alarms. Required Knowledge Skills and Abilities: mental alertness, mechanical aptitude, ability to get along with others, must be safety -minded and dependable, must be in excellent physical condition, must be in possession of a valid Commercial Driver's License. Acceptable Experience and Training: Must be a high school graduate or its equiva- lent in training and experience. All non -supervisory employees, except probationary firemen, appointed to positions in the Fire Department prior to October 1, 1962, will be classified as Pump Operator and Driver (First Class), effective October 1, 1962. Probationary firemen appointed to positions in the Fire Department prior to October 1, 1962, will be classified as Pump Operator and Driver (First Class) upon the satisfactory completion of the probationary period. Section 3: Savings Clause: If any provision, exception, section, subsection, paragraph, sentence, clause or phrase of this ordinance or the application of same to any person or set of circumstances shall for any reason be held unconstitutional void or invalid, such invalidity shall not affect the remaining provisions of this ordinance or their application to other persons or sets of circumstances, and to this end, all provisions of this ordinance are declared to be severable_ 1? 71} Section 4: Effective Date: This ordinance shall take effect retroactively, as of October 1, 1%2, upon its passage by the City Council of the City of Baytown. The City Clerk is hereby directed to give notice hereof by causing the caption of this ordinance to be published in the official newspaper of the City of Baytown at least twice within ten (10) days after the passage of this ordinance.
