Ordinance No. 655ORDINANCE NO. 655 AN ORDINANCE AUTHORIZING AND ORDERING A SPECIAL ELECTION TO BE HELD ON THE 25TH DAY OF AUGUST, 1962, FOR THE PUR- POSE OF PERMITTING THE QUALIFIED VOTERS TO DECIDE WHETHER OR NOT THE SALARIES OF THE MEMBERS OF THE POLICE DEPART- MENT, COVERED BY CIVIL SERVICE, SHOULD BE INCREASED BY FORTY -FIVE ($45.00) DOLLARS PER PERSON PER MONTH; PROVID- ING THAT SUCH SALARY INCREASE SHALL BECOME EFFECTIVE NO LATER THAN OCTOBER 1, 1962, SHOULD SUCH RAISE RECEIVE THE FAVORABLE VOTE OF THE ELECTORATE; PROVIDING FOR A FORM OF BALLOT; PROVIDING FOR ELECTION OFFICIALS, DESIGNATING THE PLACES AND MANNER OF HOLDING SAID ELECTION; PRESCRIBING THE HOURS AND PROVIDING FOR THE POSTING AND PUBLICATION OF NOTICE. WHEREAS, Article 1583 -2, Vernon's Annotated Penal Code of the State of Texas, provides for minimum salaries for Policemen in certain cities; and WHEREAS, such Article states that a Police Department may petition the City Council for a salary increase; and WHEREAS, the Civil Service employees of the Baytown Police Department have heretofore, on the 12th day of July, 1962, duly presented the City Council a petition, signed by not less than 25% of the total number of voters which voted in Baytown's last municipal election; and WHEREAS, the City Council of the City of Baytown wishes to call an election for August 25, 1962, for the purpose of permitting the qualified voters to decide whether or not the salaries of each member of the Police Department, covered by Civil Service, should be increased by $45.00 per person per month; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: Section 1: That the City Council of the City of Baytown hereby authorizes and orders a Special Election to be held on the 25th day of August, 1962, for the purpose of permitting the qualified voters of the City of Baytown to decide whether or not the salaries of each member of the Police Department, covered by Civil Service, should be increased by $45.00 per person per month. Section 2: That such salary increase shall become effective no later than October 1, 1962, should such raise receive a favorable vote of the electorate. Section 3: That the form of the Ballot shall be substantially as follows: BALLOT Shall the MINIS SALARY of each member of the Police Department of the City of Baytown, governed by the Civil Service Laws of this State, as adopted by the City, be INCREASED in the amount of $45.00 per month? FOR the proposed minimum salary increase of $45.00 per month per Policeman. AGAINST.the proposed minimum salary increase of $45.00 per month per Policeman. Section 4: That such Special Election shall be held between the hours of 7:00 o'clock a.m. and 7:00 o'clock p.m. on the 25th day of August, 1962, from the City at large and said City of Baytown is hereby divided into Election Precincts and their polling places will be and the Election Officials shall be, for the pur- pose of this Election, as follows: Precinct No. Polling Place Officials No. 12 Alamo School James F.
