• ORDINANCE NO. 619
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, CREATING THE BAYTOWN ADVISORY BOARD; PRO-
VIDING FOR ITS [MEMBERSHIP AND THE TERMS-OF THE MEM-
BERS THEREOF; PROVIDING FOR THE FILLING OF VACANCIES
THEREOF; ENUMERATING ITS POWERS AND DUTIES; PROVID-
ING THAT IT SHALL BE UNDER THE JURISDICTION OF THE
CITY COUNCIL AND REQUIRING THAT ALL ADMINISTRATIVE
PERSONNEL OF THE CITY OF BAYTOWN COOPERATE WITH SUCH
BOARD.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN:
Section 1: That there is hereby created an Agency of the City Council of
• the City of Baytown which shall hereafter be known as the " BAYTOWN ADVISORY BOARD ",
and that such Board shall consist of seven (7) members who shall, except for three
(3) of the original appointees, hold office for a period of two (2) years. That
such members shall be appointed by the City Council and should a vacancy occur in
such Board that such vacancy shall be filled by the City Council for the remainder
of the term of such vacancy. The first seven (7) members and their terms of office
shall be as follows, to -wit:

That there shall be no limit as to the number of terms for which.a member
may be appointed.
Section 2: That the Board is hereby authorized to establish its own rules of
procedure, the selection of its officers, the times and places of its meetings and
all other matters reasonably relating to -the proper functioning of such Board.
Section 3: That the primary function of the Board shall be recommendations
',to the Council as to the long -range needs of the City of Baytown so as to promote
the proper growth and development of the entire City. The Board is hereby author-
ized to advise the Council as to any matter it may deem beneficial to the City, ant
the following are enumerated for greater certainty:
1.
Plan and project recreation, including sites and
facilities;.
2.
Construction and renovation of all City buildings,
including City hall, Auditorium, Public Works, Fire
Stations, Police Stations and other public buildings,
including sites therefor;
3.
Proper equipment and facilities for the Fire and Police
Departments and traffic devices;
4.
Any and all types of permanent improvements connected
with the Health Department and Public Works, including
sanitary treatment plants, storm sewer lines, sanitary
sewer lines, garbage facilities and all types of perman-
ent improvements reasonably necessary for the proper
functioning of such improvements;
5.
Master plan for proper streets, highways and incidental
drainage, including present and future streets;
6.
Any and all types of recommendations it may deem needful
for the proper operation and growth of the City's Water
Works System, above and below the ground;
7.
Any matters it deems pertinent in connection with the
zoning, annexation and the efficient development of
subdivisions;

Advise the Council as to ways the City may better its
financial standing, including taxation and other revenue
measures.
The enumeration of the foregoing powers shall never be construed to preclude,
by implication or otherwise, any other recommendations that the Board may deem pro-
per for its submission to the City Council.
Section 4: That such Baytown Advisory Board is hereby declared to be an
adjunct of the City Council. The City manager and all other administrative employee:
of the City are hereby authorized and directed to cooperate with and assist the Ad-
visory Board at all reasonable times and places.
• Section 5: That the members of the Baytown Advisory Board shall serve with-
out pay or compensation; provided, however, that they shall be entitled to all neces-
sary expenses incurred in the performance of their official duties.
Section 6: Repealing Clause: All ordinances or parts of ordinances incon-
sistent with the terms of this ordinance are hereby repealed; provided., however,
that such repeal shall be only to the extent of such inconsistency, and in all other
respects this ordinance shall be cumulative of other ordinances regulating and gov-
erning the subject matter covered by this ordinance.
Section 7: Savings Clause.: If any provision, exception, section, subsection,
paragraph, sentence, clause or phrase of this ordinance or the application of same
to any person or set of circumstances shall for any reason be held unconstitutional,
void, or invalid, such invalidity shall not affect the validity of the remaining
provisions of this ordinance or their application to other persons or sets of cir-
cumstances, and to this end, all provisions of this ordinance are declared to be

Section 6: Effective Date: This ordinance shall take effect from and after
its passage by the City Council.

Council of the City of Baytown, on this the 12th day of January, 1961.
