AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS, AMENDING THE BAYTOWN 2025 COMPREHENSIVE PLAN TO
UPDATE THE FUTURE LAND USE PLAN FOR PROPERTIES GENERALLY
LOCATED NORTH OF THE WEST BOUND FRONTAGE ROAD OF
INTERSTATE HIGHWAY 10 (IH 10) AND ITS INTERSECTION WITH JOHN
MARTIN ROAD, WEST TO GOOSE CREEK, IN HARRIS COUNTY, TEXAS;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.

WHEREAS, the Baytown 2025 Comprehensive Plan (the "Plan") assists City officials,
staff and citizens in making sound decisions affecting the future growth and development of the
City and the surrounding area; and
WHEREAS, the proposed amendment to the Future Land Use Plan updates properties
generally located north of the west bound frontage road of Interstate Highway 10 (IH 10) and its
intersection with John Martin Road, west to Goose Creek, in Harris County, Texas; and
WHEREAS, the City Council believes that an update to the Future Land Use Plan
contained in the Plan is appropriate given the proposed future development; and
WHEREAS, the amendment of the Plan to update the Future Land Use Plan has been
reviewed by the Planning and Zoning Commission (the "Commission"); and
WHEREAS, on May 21, 2019, the Commission voted to recommend that the City
Council approve the amendment of the Plan to update the Future Land Use Plan; and
WHEREAS, on June 13, 2019, a public hearing was conducted at which the public was
given the opportunity to give testimony and present written evidence regarding this amendment
of the Baytown 2025 Comprehensive Plan; and
WHEREAS, after receiving the Commission's recommendation as well as any input
received at the public hearing, the City Council desires to amend the Baytown 2025
Comprehensive Plan to update the Future Land Use Plan; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS:
Section 1: All matters and facts set forth in the recitals above are found to be true,
and are approved as the processes and procedures which the City Council of the City of Baytown
undertook and completed prior to the adoption of this ordinance.
Section 2: That the City Council of the City of Baytown, Texas, hereby amends the
Baytown 2025 Comprehensive Plan to update the Future Land Use Plan. A copy of said plan is
attached hereto, marked Exhibit "A," and made a part hereof for all intents and purposes.
Section 3: The Plan as amended herein shall serve as a frame of reference for future
actions of the City officers, staff, and citizens. This adoption recognizes that each individual
action referring to the Plan must be a stand-alone action based on all factors known at the time
the action is taken.
Section 4: This ordinance shall take effect immediately from and after its passage by
the City Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the
