2019 04 09 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT April 9, 2019 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Regular Meeting on Tuesday, April 9, 2019, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler President Dr. Chris L. Warford Vice President Lloyd J. Herrera Director James Coker Director Steele Arthur Director Kevin G. Troller Assistant General Manager Mike Garner General Counsel Alisha Segovia Deputy Secretary President Rikki Wheeler convened the April 9, 2019, CCPD Board Regular Meeting with a quorum present at 4:30 P.M., all members were present with the exception of Directors Randall B. Strong and Anesia Lamont who were both absent. 1. MINUTES a. Consider approving the minutes of the Baytown Crime Control and Prevention District Regular Meeting held on January 8, 2019. A motion was made by Director Lloyd J. Herrera, and seconded by Vice President Dr. Chris L. Warford approving the January 8, 2019, CCPD Board Regular Meeting minutes. The vote was as follows: Ayes: President Rikki Wheeler, Vice President Dr. Chris L. Warford, Director Lloyd J. Herrera, Director James Coker, Director Steele Arthur Nays: None Other: Director Randall B. Strong (Absent), Director Anesia Lamont (Absent) Approved 2. PROPOSED RESOLUTIONS a. Consider a resolution approving the Baytown Crime Control and Prevention District's (CCPD) Investment Policy and Strategy Statement in accordance with the Public Funds Investment Act. CCPD Board Regular Meeting Minutes April 9, 2019 Page 2 of 3 Finance Director Wade Nickerson presented agenda item 2.a. and stated that Resolution No. 58 approves the Baytown Crime Control and Prevention District's (CCPD) Investment Policy and Strategy Statement in accordance with the Public Funds Investment Act, Section 2256.005 (e). Mr. Nickerson further stated that this item is brought before the Board annually and there are no substantive changes to the policy and that the only change is to amend the authorized Broker/Dealers listed on page 18 of the policy. A motion was made by Vice President Dr. Chris L. Warford, and seconded by Director Lloyd J. Herrera approving Resolution No. 58, regarding agenda item 2.a. The vote was as follows: Ayes: President Rikki Wheeler, Vice President Dr. Chris L. Warford, Director Lloyd J. Herrera, Director James Coker, Director Steele Arthur Nays: None Other: Director Randall B. Strong (Absent), Director Anesia Lamont (Absent) Approved RESOLUTION NO. 58 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT ADOPTING THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S INVESTMENT POLICY AND STRATEGY STATEMENT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Receive the Baytown Crime Control and Prevention District's Quarterly Financial and Investment Reports for the Quarter Ending March 31, 2019. Finance Director Wade Nickerson presented the Baytown Crime Control and Prevention District's Quarterly Financial and Investment Report and Investment Report for quarter ending March 31, 2019. b. Presentation of the Baytown Crime Control and Prevention District Hot Spot and Commercial Vehicle Enforcement (CVE) statistical report. Police Chief Keith Dougherty presented the Baytown Crime Control and Prevention District's Hot Spot and Commercial Vehicle Enforcement (CVE) statistical reports. 4. MANAGER'S REPORT CCPD Board Regular Meeting Minutes April 9, 2019 Page 3 of 3 a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, June 11, 2019, at 4:30 P.M., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant City Manager Kevin Troller reminded the Board that the CCPD Meetings scheduled for the month of June and July will involve items related to the 2020-21 Fiscal Year CCPD Budget and he stated that the next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, June 11, 2019, at 4:30 p.m. Additionally, Mr. Troller thanked the Board for their continued service and Staff for the work that they do in the background. 5.
