The City Council of the City of Baytown, Texas, met in a Special Meeting on Friday, March 22,
2019, at 12:00 P.M. in the Clubhouse at Evergreen Park, 1530 Evergreen Road, Baytown, Texas
77523 with the following in attendance:

Mayor Capetillo convened the March 22, 2019, City Council Special Meeting with a quorum
present at 12:00 P.M., all members were present.
1. DISCUSSIONS
a. Review and discuss the 5-Year Strategic Plan progress.
Director of Strategic Initiatives Nick Woolery presented the item and gave the Council an
overview of their November 17, 2018, Council Retreat, the resulting document and scorecard
tool. He further noted that the resulting document gives Council and staff guidance for the
upcoming budget process and will help staff complete a final version of the City's
Implementation Plan for Year 3.
The Council gave staff the following guidance to research, undertake or deal with on the
following items:
Community Reputation & Image:
• Garage sales out of residential homes
• More appropriate in Neighborhood Quality
Infrastructure & Mobility:

• Homeless population, walkibike trails safety
• Graffiti and vandalism at Jenkins Park (all parks)
• Expanding Metro/Park & Ride Service
• Re-evuluate bus routes
• Uniform street re -striping and need for crosswalks at certain locations
• Sidewalks on Bush Rd.
• Bike trail parking options from CRCU with appropriate signage
• Chronic neighborhood flooding
• Extension of Hutto Rd. to the south
• Trail heads at key locations
• Rating system for ditches and storm drains
• Master Plan for San Jacinto Marketplace
• Mileage/distance markers on trails
• Update Mobility Plan (2013)
• Smoothness and quality of roads
Community Amenities:
• Shade structures at City parks
• Integrate Business and Amenities — Texas Ave.
• New development on Alexander/Market
• Small grocery format in older areas of the City
• Waterfront patios; i.e. Ricardo's
• Dredging of Goose Creek on Decker/Market; Wetlands Center to Library
• Replace stage at Bicentennial Park
• Expand boat docks at Marina/Bayland Island
• BMX/Bike/Motorcycle park
• Trail lighting at Jenkins/Hollaway Parks
• Park at Ginger Creek; pocket parks
• Add, renovate, delete parks
Neighborhood Quality:
• Security in high crime areas; security/surveillance camera deterrence
• Deal with abandoned buildings
• Seek active partnerships with businesses
• Retail space vicinity of Town Square
• Policing violations of LLC not in our City limits
• Have pictures sent out with violations notices from Court (is already being done now)
• See data and information at a future Work Session to discuss the parking on the lawn
code enforcement
• Clean-up enforcement of junk yards
• Police drug use at Bergeron Park
• Increase positive presence of BPD Mounted Patrol

Operational Excellence:
• Incentives for employees to stay; tuition reimbursement; green/black belt programs
• Adding tax question to on citizen survey
• Educate citizens on services for taxes
• Finance Committee to get information on revenue cap / taxes
• Educate public regarding the quality of drinking water; i.e. know the source
• Source of retention losses; Why people are leaving? Compensation or otherwise?
• Formal exit interviews (already being done)
Once the overview of the five goals completed, the Mayor asked for any other items that Council
wanted staff to note, research, review, analyze and/or report back on:
• Flexibility to adding other topics
• Desire to be more proactive regarding Economic Development initiatives
• Increase use of EDF for Economic Development items
• Focus resources on promoting a better community reputation
• Infrastructure & Mobility Projects to include:
o a roundabout at Thomas Circle;
o Tie-in from Needlepoint Rd. to 1-10. (Hunter's Creek)
o LED lighting on water tower and throughout the city
• Paint more bridges, galvanized metal and light poles
• Third party contracts for landscaping, medians, litter around medians
• Review narrow roads to ensure that the City's emergency vehicles can respond
• Work with other group for the water tanks (college, high schools, silhouette of Baytown,
etc.)
• Maintain the Town Square fountain that has some rust
The Mayor thanked the Council for their input and noted that this is a fluid document and
process; therefore, should they have any other ideas or comments, to submit those at any time.
2. MOTIONS
a. Develop 2019-20 initiatives and strategies to continue progress on strategic plan
directives.
This item was not taken.
3. FACILITY TOUR
a. Tour of the Evergreen Clubhouse Facility.
Members of the Council and staff did a brief tour of the newly renovated areas of the clubhouse.

4. ADJOURN
With there being no further business to discuss, Mayor Capetillo adjourned the March 22, 2019,
