The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical
Services District (FCPEMSD) met in a Regular Meeting on Tuesday, January 15, 2019, at 4:30
P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

President Brenda Bradley Smith convened the January 15, 2019, FCPEMSD Board Regular
Meeting with a quorum present at 4:30 P.M., all members were present with the exception of
Directors Maurice Watts and Adelina Gomez-Abshire who were absent, and Director Gerald
Baldwin who arrived at 4:31 P.M.
1. MINUTES
a. Consider approving the minutes of the Baytown Fire Control, Prevention, and
Emergency Medical Services District Regular Meeting held on October 16, 2018.
A motion was made by Director Barry L. Hawkins, and seconded by Director Richard Carr
approving the October 16, 2018, FCPEMSD Board Regular Meeting minutes. The vote was as
follows:
Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L.
Hawkins, Director Richard Carr
Nays: None
Other: Director Gerald Baldwin (Not Present for Vote), Director Maurice Watts (Absent),
Director Adelina Gomez-Abshire (Absent)

2. BUSINESS ITEMS
a. Consider setting the dates, times and location for the Baytown Fire Control,
Prevention, and Emergency Medical Services District meetings for 2019.
Deputy Secretary Alisha Segovia presented item 2.a. and stated that this item was presented to
the Board at their October 16, 2018 CCPD Meeting, however, a vote was not taken at that time.
Therefore, this item was brought back before the Board for their consideration and action. Ms.
Segovia further explained that this item allows the Board to set the dates, times and location for
the Baytown Fire Control, Prevention, and Emergency Medical Services District ("FCPEMSD")
meetings for 2019 and the proposed dates for the 2019 calendar year FCPEMSD Board Meetings
are as follows:
• Tuesday, April 16, 2019;
• Tuesday, June 18, 2019;
• Tuesday, July 16, 2019; and
• Tuesday, October 15, 2019.
Additionally, Ms. Segovia stated that the meeting date in June is needed in order to
accommodate the FCPEMSD budget timeline.
A motion was made by Director Barry L. Hawkins, and seconded by Vice President John Adkins
approving the FCPEMSD Board meetings for the 2019 calendar year as presented. The vote was
as follows:

3. REPORTS
a. Receive the Baytown Fire Control, Prevention, and Emergency Medical Services
District's Quarterly Financial and Investment Reports for the Quarter Ending December
31, 2018.
Mr. Nickerson presented the Baytown Fire Control, Prevention, and Emergency Medical
Services District's Financial and Investment Report for the Quarter ending December 31, 2018,
and stated that revenues are as expected at 25.36% of budget and pointed out that the revenue
budget was increased by 2% with the thinking that more would be collected than the previous
year. Mr. Nickerson further noted that the previous year was up due to Hurricane Harvey

spending, and as such in comparison the revenues are down 7% compared to the previous year.
He further noted that the budget was increased by 2% and that the numbers are tracking right in
line with that 2% increase. Furthermore, he noted that the numbers might continue with that
same trend based on the numbers from last year, but that headway could be made later on in the
year.
Mr. Nickerson stated that expenditures are just below 25% of the budget and of that 55% of the
capital outlay line has been spent thus far, which is due to the purchase of an ambulance and
other large items that had been previously budgeted. Mr. Nickerson did note that Staff does not
believe this line item will go over budget, as these are all budgeted items that were purchased
earlier in the year instead of towards the end.
Lastly, Mr. Nickerson presented the Investment Report and stated that the Board has an ending
balance of $782,519.79, with an average monthly interest rate of 2.20690% and quarterly
earnings of $4,929.68 and entertained the Board with any questions.
Director Richard Carr questioned if the Board has received a refund in regards to the monies that
was transferred to cover work that was done to the floor of the burn building and Mr. Nickerson
stated that staff is still pursuing the contractor for reimbursement of this item and if a refund is
received it would go back into the FCPEMSD budget line item.
b. Present update regarding the Baytown Fire Training Field.
Assistant Fire Chief Aaron Smith presented the update on the Baytown Fire Training Field
Project and stated that the floor in the burn building is complete, and noted that Staff is actively
pursuing reimbursement for this cost from the contractor. He noted that three new FireBlast
props were installed and noted that the San Jacinto College Fire Academy is scheduled to come
in within the next few weeks for training and they are excited to use these new props.
Chief Smith also mentioned that Phase Three was recently opened to bid for the class rooms,
offices, and the industrial props. He further stated that the fire prop bids are scheduled to open
on Thursday, January 17, 2019, and that staff is looking at a Ground Breaking Ceremony roughly
sometime in mid -February. Vice President John Adkins questioned about a fire behavioral prop
and Chief Smith answered that there has been a lot of interest in this item and that the entire Fire
Department and the Fire Academy Cadets will make run-throughs with the props.
4. MANAGER'S REPORT
a. The next Baytown Fire Control, Prevention, and Emergency Medical Services
District meeting is scheduled for Tuesday, April 16, 2019, at 4:30 p.m. in the Baytown
Conference Room located at City Hall, 2401 Market Street, Baytown, Texas.
General Manager Rick Davis presented the Managers Report and stated that staff is looking to
working with the Board on the upcoming budget, which is slated to being in April, and that there
are several big items to be presented to the Board, which are the following:

• continuation of construction of the Fire Training Field,
• apparatuses and equipment to protect the Firefighters from exposure to chemicals, and
• analysis of deployment which is the second part of the accreditation process.
Furthermore, Mr. Davis reminder the Board of their next Baytown Fire Control, Prevention, and
Emergency Medical Services District meeting, which is scheduled for April 16, 2019, at 4:30
P.M. in the Baytown Conference Room and also mentioned a Groundbreaking Ceremony for the
Fire Training Field for some time in mid -February. Deputy Secretary Alisha Segovia noted that
Staff will reach out to the Board to check their availability once a date is considered and that an
agenda would be posted accordingly.
5. ADJOURN
A motion was made by Vice President John Adkins, and seconded by Director Richard Carr
adjourning the January 15, 2019, FCPEMSD Board Regular meeting. The vote was as follows:
