The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, January 8, 2019, at 4:30 P.M., in the Baytown Conference Room
of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the January 8, 2019, CCPD Board Regular Meeting with a quorum
present at 4:30 P.M., all members were present.
1. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Regular Meeting held on July 10, 2018.
A motion was made by Director Lloyd J. Herrera, and seconded by Vice President Dr. Chris L.
Warford approving the July 10, 2018, CCPD Board Regular Meeting minutes. The vote was as
follows:
Ayes: President Rikki Wheeler, Vice President Dr. Chris L. Warford, Director Randall
B. Strong, Director Anesia Lamont, Director Lloyd J. Herrera, Director James
Coker, Director Steele Arthur
Nays: None

2. BUSINESS ITEMS
a. Consider setting the time, date and location of the Baytown Crime Control and
Prevention District Meetings for the 2019 Calendar year.

Deputy Secretary Alisha Segovia presented the item and stated that this item allows the Board to
set the dates, times and location for the Baytown Crime Control and Prevention District meetings
for 2019. The proposed dates for the 2019 calendar year CCPD Board Meetings are as follows:
• Tuesday, April 9, 2019,
• Tuesday, June 11, 2019,
• Tuesday, July 9, 2019, and
• Tuesday, October 8, 2019.
Additionally, Mrs. Segovia stated that the meeting date in June is needed in order to
accommodate the CCPD budget timeline.
A motion was made by Director Lloyd J. Herrera, and seconded by Vice President Dr. Chris L.
Warford approving the CCPD Board meetings for the 2019 calendar year as presented. The vote
was as follows:

3. REPORTS
a. Receive the Baytown Crime Control and Prevention District's Quarterly Financial
and Investment Reports for the Quarter Ending December 31, 2018.
Finance Director Wade Nickerson presented the Baytown Crime Control and Prevention
District's Quarterly Financial and Investment Reports for the quarter ending December 31, 2018
and stated that revenues are as expected at 25% and pointed out that the last fiscal year's
revenues were up due to Hurricane Harvey spending, and as such in comparison to this year, the
revenues are down a bit, but Staff expected this to happen. He further noted that the budget was
increased by 2% and that the numbers are tracking right in line with that 2% increase.
Furthermore, he noted that the numbers might continue with that same trend based on the
numbers from last year, but that headway could be made later on in the year once the numbers
from Christmas come in and the taxes for November and December are collected.
Mr. Nickerson further stated that expenditures are at 26% of the budget and of that 95% of the
capital fund is spent thus far, which is due to the purchase of vehicles and equipment that were
previously budgeted and that Staff does not believe this line item will go over budget as these
were large ticket items that were purchased early in the year instead of later in the year.

Lastly, Mr. Nickerson presented the Investment Report and stated that the Board has an ending
balance of $357,413.46, with an average monthly interest rate of 2.21140% and quarterly
earnings of $2,336.48 and entertained the Board with any questions.
b. Presentation of the Baytown Crime Control and Prevention District Hot Spot and
Commercial Vehicle Enforcement (CVE) statistical reports.
Police Chief Keith Dougherty presented the Annual Hot Spot Statistics Report for the 2018
Fiscal Year and the First Quarter Commercial Vehicles Enforcement (CVE) Statistics Report for
the 2019 Fiscal Year. Chief Dougherty stated that the First Quarter CVE Report will cover the
two Officers that were assigned in the second quarter of 2018 and entertained the Board with any
questions:

4. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, April 9, 2019, at 4:30 p.m., in the Council Chamber located at City Hall, 2401
Market Street, Baytown, Texas 77520.
General Manager Rick Davis noted that sometime in 2019 Staff will bring an item before the
Board to discuss a future finance plan to consider constructing a new Police Facility and Staff

hopes to be in the design phase within the year. Mr. Davis further stated that this would be a
rather large Capital Project at an estimated cost of 65 million dollars. Lastly, Mr. Davis stated
that the next Baytown Crime Control and Prevention District meeting is scheduled for April 9,
2019, at 4:30 P.M. in the Baytown Council Chamber.
5. ADJOURN
A motion was made by Director James Coker, and seconded by Vice President Dr. Chris L.
Warford adjourning the January 8, 2019, CCPD Board Regular meeting. The vote was as
follows:
