2019 02 20 BAWA MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY February 20, 2019 The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular Meeting on Wednesday, February 20, 2019, at 9:00 A.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith President Mike Wilson Vice President Harland Forrest, Jr. Director Brandon Benoit Director Rick Davis General Manager Karen Horner General Counsel Alisha Segovia Deputy Assistant Secretary President Bradley Smith convened the February 20, 2019, BAWA Board Regular Meeting with a quorum present at 9:00 A.M., all members were present with the exception of Secretary Frank McKay III. 1. MINUTES a. Consider approving the minutes of the Baytown Area Water Authority Regular Meeting held on January 16, 2019. A motion was made by Vice President Mike Wilson, and seconded by Director Harland Forrest, Jr. approving the January 16, 2019, BAWA Board Regular Meeting minutes. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Director Harland Forrest, Jr., Director Brandon Benoit Nays: None Other: Secretary Frank McKay III (Absent) Approved 2. PROPOSED RESOLUTIONS a. Consider a resolution authorizing a professional service agreement with Ardurra Group, LLC, for the Baytown Area Water Authority Filter Air Scour Improvements Project. BAWA Board Regular Meeting Minutes February 20, 2019 Page 2 of 4 Interim Engineering Director AJ Shakyaver presented the agenda item and stated that Resolution No. 2019-07 authorizes a professional service agreement with Ardurra Group, LLC, for the Baytown Area Water Authority Filter Air Scour Improvements Project for the design, bidding, and construction of the project in an amount not to exceed $291,012.50. Mr. Shakyaver stated that currently there is a water based back wash system and that this project would be to install an air based system, which would allow the system to utilize water consumption during the back wash process. He further stated that the filer system type will be determined once Ardurra Group, LLC has conducted their assessment and their design will reflect accordingly. A motion was made by Vice President Mike Wilson, and seconded by Director Harland Forrest, Jr. approving Resolution No. 2019-07, regarding agenda item 2.a. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Director Harland Forrest, Jr., Director Brandon Benoit Nays: None Other: Secretary Frank McKay III (Absent) Approved RESOLUTION NO.2019-07 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN AREA WATER AUTHORITY AUTHORIZING THE GENERAL MANAGER TO EXECUTE A PROFESSIONAL SERVICE AGREEMENT WITH ARDURRA GROUP, LLC, FOR THE BAYTOWN AREA WATER AUTHORITY FILTER AIR SCOUR IMPROVEMENTS PROJECT; AUTHORIZING PAYMENT IN AN AMOUNT NOT TO EXCEED TWO HUNDRED NINETY-ONE THOUSAND TWELVE AND 501100 DOLLARS ($291,012.50); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Receive an update regarding the Baytown Area Water Authority East Plant Project. Interim City Engineer AJ Shakyaver presented an update on the Baytown Area Water Authority (BAWA) East Plant Project by showing the Board a bird's eye view of the BAWA East Plant construction site and stated that the following items are currently in the active construction phase: 0 intake at the low lift station; BAWA Board Regular Meeting Minutes February 20, 2019 Page 3 of 4 • deacon structure at the sludge lagoon; and • the structural concrete for the backwash filter. Mr. Shakyaver further stated that scaffolding is being erected at the above ground storage tank to prepare for the installation of the walls and roof, and that electricians are onsite installing electrical duct banks, and piping is being installed. b. Receive an update regarding the 2019-2023 Fiscal Year BAWA Capital Improvement Projects. Public Works Director Frank Simoneaux presented to the Board an update for the following items which are included in the 2019-2023 Fiscal Year Capital Improvement Project Plan: 2019 Fiscal Year: • Filter Air Scour System: $2,514,000 • Sludge Room Improvements: $700,000 • BAWA East Transmission Line Design (FM 1405): $150,000 • BAWA East Transmission Line Construction (FM 1405): $1,500,000 2020 Fiscal Year: • BAWA East Generator: $1,650,000 2021 Fiscal Year: • BAWA Raw Water Pump Stations: $1,950,000 2022 Fiscal Year: • BAWA East North Transmission Line Design: $350,000 2023 Fiscal Year: • BAWA East North Transmission Line Construction: $5,200,000 Mr. Simoneaux further stated that the Storage Tank Project will be addressed in the 2024 Fiscal Year and that the item will replace the lining of the tank or it will replace the tanks all together. Vice President Mike Wilson questioned if a third transmission line would be needed in the future. Mr. Simoneaux noted in response that there could a benefit to adding a line going to the south, in order to provide additional water pressure to the CCISD No. 1 line; however, staff would assess that need once the north transmission line is online. 4. MANAGER'S REPORT a. The next Baytown Area Water Authority meeting is scheduled for Wednesday, March 20, 2019, at 9:00 a.m., in the Council Chamber located at City Hall, 2401 Market Street, Baytown, Texas 77520. BAWA Board Regular Meeting Minutes February 20, 2019 Page 4 of 4 General Manager Rick Davis stated that the next Baytown Area Water Authority meeting is scheduled for Wednesday, March 20, 2019, at 9:00 a.m., in the Council Chamber. 5. ADJOURN A motion was made by Director Brandon Benoit, and seconded by Director Harland Forrest, Jr. to adjourn the February 20, 2019, BAWA Board Regular Meeting.
