2019 01 15 CC Minutes, Emergency• MINUTES OF THE EMERGENCY MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 15, 2019 The City Council of the City of Baytown, Texas, met in an Emergency Meeting on Tuesday, January 15, 2019, at 2:30 P.M. in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Laura Alvarado Council Member Charles Johnson Council Member Robert Hoskins Council Member David Himsel Council Member Heather Betancourth Mayor Pro Tem Rick Davis City Manager Karen Homer First Assistant City Attorney Leticia Brysch City Clerk Mayor Pro Tem Betancourth convened the January 15, 2019, Emergency City Council Meeting • pursuant to Texas Local Government Code Section 551.045 for an emergency and unforeseeable situation with a quorum present at 2:30 P.M., all members were present with the exception of Mayor Capetillo and Council Member Presley who were absent. Mayor Pro Tem Betancourth noted that the emergency or urgent public necessity for this Emergency Meeting is needed in order to address business items related to a major sewer line break that is an imminent threat to public health and safety and requires immediate repairs. 1. PROPOSED ORDINANCES a. Consider an ordinance authorizing Change Order No. 1 to the 2018 Annual Sanitary Sewer Project with Texas Pride Utilities, LLC, for emergency repairs. Engineering Director Jose Pastrana noted that the proposed ordinance authorizes Change Order No. I to the 2018 Annual Sanitary Sewer Project with Texas Pride Utilities, LLC, for emergency repairs near the Rollingbrook Drive and Goose Creek Stream. A 24" sanitary sewer line has failed. The emergency repairs include replacing approximately 500 feet of the 24" line and one manhole. The cost of these emergency repairs is $86,400. The original contract was in an amount not to exceed $1,000,000.00. Hoskins, Council Member David Himsel Nays: None Other: Mayor Brandon Capetillo (Absent), Council Member Chris Presley (Absent) Approved ORDINANCE NO. 13,992 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING CHANGE ORDER NO. 1 TO THE 2018 ANNUAL SANITARY SEWER PROJECT WITH TEXAS PRIDE UTILITIES, LLC, FOR EMERGENCY REPAIRS IN AN AMOUNT NOT TO EXCEED • EIGHTY-SIX THOUSAND FOUR HUNDRED AND NO/100 DOLLARS ($86,400.00); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 2.
