A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,
REQUESTING THE MEMBERS OF THE 86TH LEGISLATIVE SESSION OF THE STATE
OF TEXAS TO SUPPORT HOUSE BILL 2781 TO IMPROVE THE SAFETY OF
VEHICULAR TRAVEL ALONG STATE HIGHWAY 146 THROUGH BAYTOWN, AND
PROVIDTNG FOR THE EFFECTIVE DATE THEREOF.
WHEREAS, the balancing of economic vitality and quality of life is a key priority for the
Baytown City Council; and
WHEREAS, the safety of the people living, working and visiting in the Baytown area is
of great concern and importance to the Baytown City Council; and
WHEREAS, the imposition of tolls on State Highway 99 in Chambers County has
created a safety hazard along State Highway 146 through Baytown; and
WHEREAS, the safety hazard created by the tolling on State Highway 99 in Chambers
County is putting excessive numbers of passenger vehicles and large commercial trucks along a
corridor with limited capacity and dangerous access management to residential neighborhoods
and commercial serving those neighborhoods; and
WHEREAS, the Baytown and Chambers County area expect continued growth in the
industrial and manufacturing sectors in the coming years, which will significantly increase the
number of large commercial trucks in the area; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,
TEXAS,
Section 1: That the City Council of the City of Baytown respectfully requests that the
members of the 86th Legislature of Texas support House Bill 2781, amending Chapter 228 of the
Texas Transportation Code, by adding Section 228.060 to read as follows: "Sec. 228.060.
CESSATION OF TOLLS RESULTING IN SAFETY HAZARD IN CERTAIN COUNTIES.
The department may not charge a toll, either directly or indirectly through an agreement with
another entity, on the segment of State Highway 99 located in a county that: (1) has a population
of less than 75,000; (2) adopts a resolution stating that the imposition of tolls on the segment has
created a safety hazard on another state highway located in the county."
Section 2: That the City Clerk is hereby directed to send a copy of this resolution to the
members of the Baytown state legislative delegation.
Section 3: This resolution shall take effect immediately from and after its passage by the
City Council of the City of Baytown, Texas.
